చారిత్రక హంపీ విజయనగరాన్ని చూడాల్సిందే మరి !

    మడిసన్నాక కాసింత కలా పోసనుండాలయ్యా అంటూ రావు గోపాలరావు చేత పలికించిన ముళ్లపూడి వెంకటరమణ మాటలు బాపు ముత్యాల ముగ్గులో చాలా మంది చూసే వుంటారు.వుత్తినే తిని తొంగుంటే మనిసికి గొడ్డుకు తేడా ఏటుంటది అందుకే ఓ నాలుగు రోజుల పాటు అలా బయటకు వెళ్లి వచ్చాం. చరిత్రలో నేటి కర్ణాటక ప్రాంతం ఎందరో రాజులు, రాజ్యాలు, వుద్ధాన, పతనాలను చవి చూసింది. దక్షిణ భారత దేశంలో అక్కడ వున్నన్ని చారిత్రక ప్రదేశాలు మరొక రాష్ట్రంలో ఎక్కడా లేవు. అందువలన ఒక యాత్రలో వాటన్నింటినీ చూడలేము. అక్టోబరు రెండు నుంచి ఐదు వరకు రెండు రోజులు కర్ణాటకలోని విజయనగర సామ్రాజ్య కేంద్రమైన హంపి, చాళుక్యుల పాలనా కేంద్రమైన బాదామి, మరో రెండు రోజుల పాటు గోవా సందర్శించాము.ఒక రోజు, రెండు రోజులు చూస్తే తనివి తీరలేదే నా మనసు ఆగలేదే అనిపించి మరోసారి తీరికగా చూసేందుకు రావాలనిపించటంలో దేనికదే సాటిగా వున్నాయి. అందువలన ఎవరైనా కూసింత కలాపోసన చేయాలనుకుంటే ఒక్కొక్క ప్రాంతం, పరిసరాలను రెండు మూడు రోజులైనా చూసేందుకు ఏర్పాట్లు చేసుకోవటం మంచిది.

     హోస్పేట స్టేషన్‌లో దిగగానే పాకేజ్‌లో భాగంగా వచ్చిన వాహనం ఎక్కి కృష్ణా పాలెస్‌ హోటల్‌లో వుపాహారం తిని ఏమాత్రం ఆలస్యం చేయకుండా అక్కడికి 13 కిలోమీటర్ల దూరంలోని హంపి వెళ్లాము. పది గంటల నుంచి సాయంత్రం నాలుగు గంటల వరకు ఒక గైడు సాయంతో ముఖ్యమైన కట్టడాలను సందర్శించాము. సూరీడు పెద్దగా తన ప్రతాపాన్ని ప్రదర్శించకుండా మామీద కరుణ చూపించాడు. హంపి అనగానే ‘మంచి మనసులు’ సినిమాలో అహో ఆంధ్రభోజ శ్రీకృష్ణ దేవరాయ అంటూ విజయనగర వైభవాన్ని అంధురాలైన తన భార్యకు కళ్లకు కట్టినట్లు చూపిన దృశ్యాన్ని సినిమాలో చూసిన వారందరికీ ప్రత్యక్షంగా ఎప్పుడు చూస్తామా అన్న ఆతురత సహజంగానే వుంటుంది. అయితే నాలోని జర్నలిస్టు దాని కంటే వేరే ఇంకొక దాని కోసం వెతికాడు.

    విజయనగర సామ్రాజ్యం అనగానే రాయల భువన విజయం, అష్టదిగ్గజాలు గుర్తుకు రాని తెలుగు వారెరుంటారు. ఎంతో వుత్సుకతో, వుగ్గపట్టుకొని తుంగభద్రా నదీ తీరంలో వున్న హింపిలో అడుగు పెట్టగానే అదెక్కడుంది అని గైడ్‌ను అడిగి వచ్చిన సమాధానంతో నీరుగారి పోయా. ప్రారంభంలోనే ఇదేమిటి అనుకోకండి. కృష్ణ దేవరాయ కోట ఇదిగో ఇక్కడ వుండి వుండేది అని ఒక పునాదులున్న ప్రాంతాన్ని మాత్రమే మనం చూడగలం. అది కూడా నిర్ధారితంగా పురావస్తు శాఖ కూడా ప్రకటించలేదు. దానికి అనేక కారణాలు మనకు చెబుతారు. అనేక చారిత్రక కట్టడ ప్రాంతాలలో అక్రమ తవ్వకాల గురించి అనేక వార్తలు చదివిన కారణంగా అవి కూడా నిజమే అనిపించింది. రాయల పాలనలో రతనాలను రాసులుగా పోసి అమ్మినపుడు రాయల వారి కోటలో ఎన్ని నిక్షిప్తమై వుంటాయో అన్న ఆశతో వున్న శిధిలాలను కూడా భావి తరాలకు లేకుండా చేసే అక్రమార్కుల నుంచి రక్షణ కోసం భువన విజయ ప్రాంతాన్ని నిర్ధారించలేదు అన్నది ఒక కారణం. బహుమనీ సుల్తానులు, మొఘలులు సర్వనాశనం చేశారన్నది మరొకటి. అందువలన మనకు ఇప్పుడు అక్కడ ప్రధానంగా కనిపించేది కృష్ణ దేవరాయ తుళువ వంశానికి ముందు పాలించిన సాళువ వంశస్తులు, తుళువ వంశస్తులు నిర్మించిన దేవాలయాలు, ఇతర కట్టడాలు మాత్రమే. వాటిని చూడటం కూడా ఒక మరపురాని అనుభవమే.కుట్రలు, కూహకాలతో రాజ్యాలను చేజిక్కించుకున్న రాజులు చివరకు వాటికే బలైపోయి విజయనగర సామ్రాజ్య పతనానికి దారి తీసిన విషయం చరిత్రలో చదువుకున్నదే.

     ఒకప్పుడు పెద్ద నగరంగా వున్న హంపి ఇప్పుడు ఒక చిన్న గ్రామ పంచాయతీ మాత్రమే. అక్కడ ముందుగా మనకు దర్శనమిచ్చేది పెద్ద వినాయక విగ్రహం.ఆ విగ్రహ వెనుక భాగాన్ని చూస్తే పార్వతీదేవీ బిడ్డను ఒడిలో కూర్చో పెట్టుకున్నట్లు చెక్కారు. ఇక్కడ భక్తి కంటే కళా నైపుణ్యమే ప్రధానం. ఆ నాటికి వున్న కథలన్నీ దేవుళ్ల చుట్టూ తిరిగాయి కనుక శిల్పులు కూడా వాటినే తమ కళా ప్రదర్శనకు వినియోగించుకున్నారని భావించవచ్చు. ఆ రెండు బొమ్మలు దిగువ చూడండి.

    హంపిలో లేదా మరొక రాజ్య కేంద్రాలలో గానీ రాజులు అనుసరించిన లేదా ప్రభావితులైన మతాలకు చెందిన దేవాలయాలను శిల్పకళా చాతుర్యంతో నిర్మింప చేశారు. అందువలన మత అంశాన్ని పక్కన పెట్టి చారిత్రక, శిల్పకళా నైపుణ్యాలను చూడాలి. విజయనగర రాజ్యంలో ఇప్పటికీ శిధిల రూపంలో వున్న జైన మందిరాలు కనిపిస్తాయి. శైవమతానికి ప్రాధాన్యత కనిపిస్తుంది. ఇదే సమయంలో శైవాలయాలలో, వైష్ణవ మత చిహ్నాలు కూడా కనిపించటం హంపి దేవాలయాల ప్రత్యేకత. బౌద్ధ, జైన మతాలను నాశనం చేసిన వీర శైవులు, శైవులు, వైష్ణవులు పరస్పరం దెబ్బలాడుకోవటంతో పాటు వారివురూ రాజీపడినట్లు హంపిదేవాలయాల నిర్మాణం, వాటిలోని అంశాలు వెల్లడిస్తాయి. కృష్ణ దేవరాయలు ఒక మతానికి మాత్రమే పరిమితమైనట్లు మనకు కనిపించదు. అన్ని మతాల వారితో సఖ్యత, ఆదరణ కనిపిస్తుంది. పల్లవ, చోళ రాజుల కాలంలో నిర్మితమైన తిరుమల వెంకటేశ్వర దేవాలయానికి శ్రీకృష్ఱ దేవరాయలు ఎంతో బంగారం, వజ్రాలు, ఇతరంగా దేవాలయ అభివృద్ధికి చేసిన కృషి గురించి తెలిసిందే. అదే దేవరాయలు శ్రీశైలంలోని మల్లన్న శివాలయ నిర్మాణానికి కూడా చేయూత నిచ్చాడు. కర్ణాటక ప్రాంతంలో శివాలయాలు విపరీతంగా కనిపిస్తే అదే రాజ్య పాలనలోని తెలుగు ప్రాంతాలలో అంతగా శివాయాలు, శైవమత ప్రాబల్యం కనపడదు. శ్రీ మహావిష్ణువు తనకు కలలో కనిపించి ఆముక్త మాల్యద రాయమన్నట్లు కృష్ఱ దేవరాయలు చెప్పుకున్నాడు. తన రాజ్య విస్తరణ, సుస్థిరత తప్ప మతోన్మాదం, భాషోదాన్మాదం రాయలలో కనిపించదు.

     దేశంలో అనేక ప్రాంతాలలో మత శక్తులు విజృంభిస్తున్న వర్తమాన పరిస్దితులకు చరిత్రను కూడా జోడించి చూస్తే పరమత సహనం అవసరం గురించి హంపి శిధిలాలు మనకు చెప్పకనే చెబుతాయి. అయితే అక్కడి గైడ్లు చెప్పే అంశాలకే మనం చెవులప్పగిస్తే హిందూ రాజుల విజయనగర రాజ్యాన్ని ముస్లిం బహుమనీసుల్తానులు, మొఘల్స్‌ నాశనం చేసినట్లు మాత్రమే మనకు కనిపిస్తుంది. విజయనగర రాజ్య పతనంలో కృష్ణదేవరాయల అల్లుళ్ల రాజ్య కాంక్ష, ద్రోహం, సుల్తానులతో చేతులు కలిపిన చరిత్రను అంతగా మనకు చెప్పరు. కృష్ణ దేవరాయలు మరణించిన తరువాత అధికారానికి వచ్చిన తమ్ముడు అచ్యుత దేవరాయల మరణం తరువాత ఆయన కుమారుడైన వెంకటరాయలను ఆరునెలల్లోపే హత్య చేస్తారు. తరువాత అచ్యుత రాయల మేనల్లుడు సదాశివరాయలు మైనర్‌ కావటంలో కృష్ట దేవరాయల మేనళ్లుడు ఆరవీడు ఆలియ రామరాయలు, తిరుమల రాయలు అనధికార రాజులుగా చెలామణి అయి సుల్తానులతో చేతులు కలిపి విజయనగర రాజ్య పతనానికి కారకులయ్యారు. అందువల్లనే వారిని కొందరు చరిత్రకారులు విజయనగర పాలకులుగా పరిగణించరు.

    విజయనగర రాజ్యంలో తిరుమలదేవి, చిన్నాదేవి రాణులు నివశించిన కట్టడాల పునాదులు మాత్రమే మనకు దర్శనమిస్తాయి. వాటిపై భవనాలను చెక్కలతో నిర్మించిన కారణంగా శత్రురాజులు దండెత్తినపుడు వాటిని కాల్చివేశారని చెబుతున్నారు. చెక్కలతో కట్టడాలు టిప్పుసుల్తాన్‌ పాలనలో నిర్మించినవి ఇప్పటికీ వున్నందున ఆ అంశాన్ని కూడా పరిగణనలోకి తీసుకోవాల్సి వుంటుంది. వారి భవన పునాదులతో పాటు వేసవిలో చల్లదనం కలిగే విధంగా నిర్మించిన లోటస్‌ మహల్‌గా అతిధిగృహంగా చెబుతున్న ఒక భవనం మాత్రం మనకు అలాగే కనిపిస్తుంది. దాని నిర్మాణంలో అరబ్బు శైలి వుండటంతో సుల్తానులు దాన్ని నాశనం చేయకుండా వదలి పెట్టారన్నది ఒక కధనం. ఆ చిత్రాలను దిగువ చూడండి.

    దిగువ కనిపిస్తున్న రధాన్ని చాలా మంది చదువుకోవటం లేదా ప్రచారం కారణంగా ఏకశిలా రధంగా వర్ణిస్తారు. నిజానికి అది అనేక శిలల కూర్పుతో తయారు చేసిన రాతి రధం. దానికి తిరిగే చక్రాలు వున్నాయి. వాటిని తిప్పాలని నేను, తిప్పనివ్వనని మా శ్రీమతి ఎలా ప్రయత్నించామో చూడండి. అదంతా ఫొటో కోసం లెండి.అత్యుత్సాహవంతులైన మా వంటి యాత్రీకులు వద్దన్నా తిప్పటంతో అవి అరిగిపోయి మొదటికే ముప్పు వచ్చే ప్రమాదం తలెత్తటంతో వాటిని సిమెంట్‌తో తిరగకుండా చేశారు.

    విజయనగర రాజ్యాన్ని దేశంలోని వివిధ ప్రాంతాల వారితో పాటు అరేబియన్లు, పోర్చుగీసు వారు కూడా సందర్శించారు. వారు ఇక్కడ దొరికిన వస్తువులను కొనుగోలు చేయటంతో పాటు, తమ దేశాల నుంచి తెచ్చిన గుర్రాలు, ఇతర వస్తువులను కూడా విక్రయించారు. అందుకే విజయనగర రాజ్యంలో పలు మార్కెట్ల నిర్మాణం జరిగింది. అవన్నీ ఇప్పుడు శిధిలాలుగా కనిపిస్తాయి. ఆ రోజుల్లో అక్కడికి ఎవరెవరు వచ్చిందీ తెలుసుకోవాలంటే అక్కడి దేవాలయాలపై చెక్కిన వారి బొమ్మలే మనకు సజీవ సాక్ష్యాలు. ఈ దిగువ బొమ్మలలో అరబ్బులు, పోర్చుగీసువారు,చైనీయులు, కేరళీయుల చిత్రాలను శిల్పులు చెక్కారు.

Management of Haj pilgrimage

The work related to management of Haj pilgrimage, including administration of the Haj Committee Act, 2002 and rules made thereunder has been transferred from Ministry of External Affairs to Ministry of Minority Affairs. Ministry of Minority Affairs has taken over the work of Haj Division of MEA with effect from 1st October, 2016.

Hajj is one of the most complex organizational tasks undertaken by Government of India outside Indian borders. Indian pilgrims constitute the third largest national group performing the Hajj. Since the year 2013 about 136,000 pilgrims visit Saudi Arabia every year for performing Haj. Given its complexity and geographical spread, Haj Management requires meticulous planning and close coordination with various ministries and agencies. Thus it is a year long managerial exercise.

Haj management involves concerted efforts of Ministry of External Affairs, Ministry of Civil Aviation, M/o Health, Consulate General of India, Jeddah (CGI), Haj Committee of India (HCoI) and State/UT Haj Committees. All aspects of the arrangements for the HCOI pilgrims in Saudi Arabia are coordinated by the Consulate General of India (CGI), Jeddah under the overall supervision of the Ambassador of India in Riyadh. In India, the Haj Committee of India established under the Hajj Committee Act, 2002 is responsible for making the arrangements for matters connected with Hajj.

With the transfer of Haj related works from MEA, M/o Minority Affairs will be the nodal Ministry for all matters related to Haj pilgrimage.

Index of Eight Core Industries (Base: 2004-05=100) August, 2016

  1. The summary of the Index of Eight Core Industries (base: 2004-05) is given at the Annexure.

2.         The Eight Core Industries comprise nearly 38 % of the weight of items included in the Index of Industrial Production (IIP).  The combined Index of Eight Core Industries stands at 176.0 in August, 2016, which was 3.2 % higher compared to the index of August, 2015. Its cumulative growth during April to August, 2016-17 was 4.5 %.

Coal

3.         Coal production (weight: 4.38 %) declined by 9.2 % in August, 2016 over August, 2015. Its cumulative index during April to August, 2016-17 increased by 2.6 % over corresponding period of previous year.

Crude Oil

4.         Crude Oil production (weight: 5.22 %) declined by 3.9 % in August, 2016 over August, 2015. Its cumulative index during April to August, 2016-17 declined by 3.1 % over the corresponding period of previous year.

Natural Gas

5.         The Natural Gas production (weight: 1.71 %) declined by 5.7 % in August, 2016 over August, 2015. Its cumulative index during April to August, 2016-17 declined by 4.2 % over the corresponding period of previous year.

 Refinery Products (93% of Crude Throughput)

6.         Petroleum Refinery production (weight: 5.94%) increased by 3.5 % in August, 2016 over August, 2015. Its cumulative index during April to August, 2016-17 increased by 7.6 % over the corresponding period of previous year.

Fertilizers

7.         Fertilizer production (weight: 1.25%) increased by 5.7 % in August, 2016 over August, 2015. Its cumulative index during April to August, 2016-17 increased by 6.4 % over the corresponding period of previous year.

Steel (Alloy + Non-Alloy)

8.         Steel production (weight: 6.68%) increased by 17.0 % in August, 2016 over August, 2015. Its cumulative index during April to August, 2016-17 increased by 5.5 % over the corresponding period of previous year.

Cement

9.         Cement production (weight: 2.41%) increased by 3.1 % in August, 2016 over August, 2015. Its cumulative index during April to August, 2016-17 increased by 4.4 % over the corresponding period of previous year.

Electricity

10.       Electricity generation (weight: 10.32%) increased by 0.1 % in August, 2016 over August, 2015. Its cumulative indexduring April to August, 2016-17 increased by 5.7 % over the corresponding period of previous year.

 Note 1: Data are provisional. Revision has been made based on revised data received for corresponding month of previous year in respect of Coal, Crude Oil, Natural Gas, Refinery Product, Fertilizer, Steel, Cement and Electricity and for July, 2015 in respect of Fertilizer. Accordingly, indices for the month July, 2015 and August, 2015 have been revised.

Note 2: Release of the index for September, 2016 will be on Monday, 31st October, 2016.

Following is the text of NEW DELHI DECLARATION ON EDUCATION adopted in the 4th Meeting of BRICS Ministers of Education in New Delhi, on September 30, 2016.

 We, the BRICS Ministers of Education and assigned representatives of the Federative Republic of Brazil, the People’s Republic of China, the Republic of India, the Russian Federation and the Republic of South Africa,

Having met in New Delhi, the Republic of India on September 30, 2016 to discuss and coordinate areas of mutual interest and develop framework for future cooperation in the field of education,

Following the discussions in the meeting of the BRICS Ministers of Education on November 18, 2015 under the Chair of the Russian Federation and guided by the Moscow Declaration,

Committed to the SDG4 and corresponding targets set within ‘The 2030 Agenda for Sustainable Development’ and the ‘Education 2030 Framework for Action’ which serve as the overall guiding framework for the implementation of the Education 2030 agenda,

For ensuring deeper cooperation among the Member States,

Hereby declare to:

  1. Reiterate our commitment to SDG4 which aims to “Ensure inclusive and equitable quality education and promote life-long learning opportunities for all” and the ‘Education 2030 Framework for Action’, which serve as the overall guiding framework for the implementation of the Education 2030 agenda;
  1. Initiate actions to formulate country-specific targets within the broader scope of the SDG4 and corresponding targets, taking into account the past gains and achievements in the education sector, emerging national development priorities,availability of resources, and institutional capacities;  integrate the SDG4-related targets with the national and subnational-level education sector development plans/programmes; and build capacity at the national and subnational levels for measuring and monitoring progress towards SDG4 and corresponding targets using the indicators adopted by the UN General Assembly in September 2016;
  1. Reaffirm the need for universal equal access to quality education, including secondary and higher education, technical and vocational education and training, and lifelong learning opportunities for all;
  1. Share the best practices available in BRICS countries on collaboration in education, research and innovation through the BRICS Network University.
  1. Organize an annual conference of the BRICS Network University in the country of the current BRICS Chair;
  1. Encourage more universities to participate in the BRICS University League to facilitate student mobility and collaborative research;
  1. Expand technical and vocational education and skills development programmes, for facilitating acquisition of skills and competencies by young people and adults for enhancing their employability and encourage innovation and entrepreneurship;
  1. Strengthen coordination within the BRICS TVET Working Group to: (a) develop national reports, (b) share experiences relating to workforce demands and supply of skilled personnel in BRICS member countries, (c) undertake skill gap analysis in consultation with industry/employers for designing TVET programmes, (d) study skill qualification framework in different countries and draft a BRICS TVET qualification framework, and (e) undertake studies to evaluate outcomes of TVET interventions and suggest policy responses. The Working Group will meet at least once a year.
  1. Use information and communication technologies (ICTs) for improving access to education, enhancing the quality of teaching-learning process, teacher development, and strengthening educational planning and management;
  1. Identify a nodal institution within each country and create an institutional network to share ICT policies, Open Educational Resources and other e-resources, including e-Libraries, among BRICS member countries;
  1. Share information on higher education systems, approval and recognition processes, quality assurance and accreditation, and prevalent procedures and practices for evaluation and recognition of qualifications to facilitate academic mobility; may also consider subsequently to constitute an expert group to work towards the development of  a framework for mutual recognition of qualifications across BRICS countries;

 Facilitate mobility of students and scholars, and encourage exchange of teaching faculty, especially those working in the areas relating to the six domains identified for cooperation within the BRICS Network University;

  1. Develop an enabling framework to promote research cooperation and knowledge transfer among BRICS countries in collaboration with other BRICS initiatives;
  1. Encourage active involvement of the participating universities in the BRICS-NU;

The Federative Republic of Brazil, the People’s Republic of China, the Russian Federation and the Republic of South Africa extend their appreciation to the Government of India for hosting the 4th meeting of the BRICS Ministers of Education.

     కౌరవ సభలో ద్రౌపదిని అవమానించవద్దన్న విదురుని నీతి వాక్యాలు పని చేసి వుంటే మహాభారత యుద్దమే వుండేది కాదన్నది కొందరి అభిప్రాయం. యుద్ధ చరిత్రలను చూసినపుడు దానిని అంగీకరించలేము. పాండవులకు రాజ్యభాగాన్ని ఇవ్వకుండా వుండేందుకు కౌరవులు మరొక సాకును వెతికి వుండేవారన్నది స్పష్టం. మేక పిల్లను తినదలచుకున్న తోడేలు కథ తెలిసిందే. అందువలన ఎవరైనా తమంతట తాముగా లేదా ఎవరి తరఫున అయినా యుద్ధం లేదా దానికి సమానమైన వుగ్రవాద దాడులు చేయాలనుకుంటే వారికి ద్రౌపదితో పని లేదు తోడేలు న్యాయం ఎలాగూ వుంటుంది. తెరవెనుక వున్న అమెరికా వైఖరిలో మార్పు వచ్చేంత వరకు ఏదో ఒక రూపంలో ప్రపంచవ్యాపితంగా వుగ్రవాదులు పుడుతూనే వుంటారు, లేదా అమెరికన్లు వారికి తొత్తులుగా వుండే పాకిస్తాన్‌ వంటి దేశాలు వుగ్రవాదులను తయారు చేస్తూనే వుంటాయి. మన దేశంపైకి వుసి కొల్పుతూనే వుంటారు. మనం నిరంతరం జాగరూకులుగా వుండాలి. దొరికినపుడు చావు దెబ్బతీయాలి.

  పొరుగు దేశం జరిపే ప్రత్యక్ష దాడులను ఎదుర్కోవటానికి, పొరుగుదేశం తయారు చేసిన వుగ్రవాదులను ఎదుర్కొనటానికి వున్న తేడాను అర్ధం చేసుకోవాలి. యురి వుదంతం తరువాత మన దేశంలో సహజంగానే వుగ్రవాద, పాకిస్తాన్‌ వ్యతిరేకత బాగా పెరిగింది.మన ప్రభుత్వం కూడా ఏదో ఒకటి చేయాలనే వైఖరితో వున్నట్లు చేస్తున్న ప్రకటనలు స్పష్టం చేస్తున్నాయి.ఈ దశలో ప్రతీకార చర్యల గురించి ఎవరైనా భిన్న అభిప్రాయం వ్యక్తం చేస్తే అలాంటి వారిని దేశద్రోహులుగా పరిగణించే పరిస్థితి కూడా వుంది. మనోభావాలు, ప్రతీకారేఛ్చ ఎక్కువగా వుండటం సహజం. అయితే వుద్రేకం, ఆగ్రహంలో వివేచనను మరచి పోకూడదు. ఎవరైనా తమ మనోభావాలకు భిన్న అభిప్రాయం వ్యక్తం చేస్తే వారి మీద ఆగ్రహించితే ప్రయోజనం లేదు. ఏడుగురు అంధులు-ఏనుగు వర్ణణ కథ తెలిసిందే. దాని నీతి ఏమిటి ఎవరి స్పర్శ, అనుభవంలోకి వచ్చిన దానిని బట్టి వారు ఏనుగెలా వుంటుందో వర్ణించారు. అలాగే సమాజంలో వున్న భిన్న వ్యక్తులు తమ అనుభవాలు, అధ్యయనంలో కలిగిన భావాలకు అనుగుణంగా పరిష్కార మార్గాలను సూచించవచ్చు,పరిష్కారాలు చెప్పవచ్చు. అంత మాత్రాన వారిపై ఆగ్రహం చూపకూడదు.

    వస్తాదుల మాదిరి వుగ్రవాదులను తయారు చేసినపుడు వారికి పని కల్పించకపోయినా, ఏకారణంతో అయినా వారికి ఎదురు చెప్పినా శిక్షణ ఇచ్చిన వారి మీదే తారసిల్లుతారు. మనకు పక్కనే వున్న శ్రీలంకలోని తమిళ వుగ్రవాదులకు మన దేశంలో శిక్షణ శిబిరాలు నిర్వహించి, ఆయుధాలు, డబ్బు సమకూర్చిన విషయం బహిరంగ రహస్యం. అలాంటి వారిని అణచివేసేందుకు మన కేంద్రమే సైన్యాన్ని పంపిన కారణంగా ఆ తీవ్రవాదులే మన ప్రధాని రాజీవ్‌ గాంధీని బలిగొన్న విషయం కూడా విదితమే. అలాగే పంజాబ్‌లో అకాలీదళ్‌ స్ధానే కాంగ్రెస్‌ను బలపరచాలనే లక్ష్యంతో ఖలిస్తాన్‌ తీవ్రవాది భింద్రన్‌ వాలేను పెంచి పోషించిన ఇందిరా గాంధీ ఆ సిక్కు తీవ్రవాదానికే బలి అయిన విషయమూ తెలిసిందే.

     తాలిబాన్లను పెంచి పోషించిన ఇప్పుడు అమెరికా,పాకిస్థాన్ల పరిస్థితి కూడా అలాగే వుంది. అందుకు మనమేమీ వారి మీద జాలి చూపాల్సిన అవసరం లేదు. తాము తయారు చేసిన ఐఎస్‌, తాలిబాన్లు ఎప్పుడు, ఎక్కడ, ఎలా దాడి చేస్తారో తెలియక అవి కొట్టుమిట్డాడుతున్నాయి. తాలిబాన్లపై యుద్ధం ప్రకటించి ఆఫ్ఘనిస్తాన్‌కు సైన్యాలను నడిపిన అమెరికా 2001నుంచి ఇప్పటి వరకు సాధించిందేమిటి ? తాలిబాన్లపై దాడి చేయటానికి ఐక్యరాజ్యసమితి నిర్ణయం మేరకు అనేక దేశాల నుంచి సైన్యాన్ని రప్పించారు. జరిగిందేమిటి. తాలిబాన్ల సంఖ్య తామర తంపరగా పెరుగుతూనే వుంది. అప్పటి వరకు ఒక్క ఆఫ్ఘనిస్తాన్‌కే పరిమితంగా వున్న వారు ప్రపంచ వ్యాపితంగా విస్తరించారు.

     పదమూడు సంవత్సరాల రెండు నెలల 21 రోజుల యుద్ధంలో అమెరికా నాయకత్వంలో అంతర్జాతీయ దేశాల కూటమి జరిపిన దాడులలో ఎందరు తాలిబాన్లు మరణించారు, ఎన్ని శిబిరాలను ధ్వంసం చేశారో ఇప్పటికీ ఇదమిద్దంగా తెలియదంటే నమ్మక తప్పదు.http://www.voanews.com/a/despite-massive-taliban-death-toll-no-drop-in-insurgency/1866009.html  సగటున రోజుకు  12 మంది తాలిబాన్లను మట్టు పెట్టినట్లు ఆఫ్ఘన్‌ పోలీసులు, మిలిటరీ చెప్పింది. ఆ లెక్కన 4,830 రోజులలో 57,960 మంది తాలిబాన్లను అంతం చేసినట్లు. ఇంత జరిగాక కూడా అప్పటికి ఇంకా 60 వేల మంది తాలిబాన్లు వున్నట్లు వాయిస్‌ ఆఫ్‌ అమెరికా రేడియో వార్తలో పేర్కొన్నారు. ఇదే సమయంలో తాలిబాన్ల చేతులలో హతమైన వారు లేరా ? వారెందరు ? ఆప్ఘన్‌ సైనికులు 21,950,అమెరికా సైనికులు 2,356 మందితో సహా మిగతా దేశాల సైనికులు 3,456 కిరాయి సైనికులు( కాంట్ట్రార్లు )1500, గాయపడిన వారు ఆఫ్ఘన్‌ సైనికులెందరో తెలియదు, అమెరికన్లు 19,950 మందితో సహా విదేశీ సైనికులు 22,773, కిరాయి సైనికులు 15000 మంది వున్నారు. వుభయుల చేతిలో మరణించిన సామాన్య పౌరులు మరికొన్ని వేల మంది వున్నారు. ఇంత చేసి సాధించిందేమిటి ? ఆఫ్ఘనిస్తాన్‌లో తాలిబాన్లు యధాతధంగా వున్నారు, అక్కడి అమెరికా తొత్తు ప్రభుత్వం, వారికి మద్దతుగా కొనసాగుతున్న పరిమిత సంఖ్యలో వున్న అమెరికా సైనికులు, పక్కనే వున్న పాకిస్థాన్‌పై తాలిబాన్లు నిరంతరం దాడులు జరుపుతూనే వున్నారు.

     ప్రస్తుతం తాలిబాన్లపై మూడున్నర లక్షల మంది ఆఫ్ఘన్‌ సైనికులు, 9,800 మంది అమెరికన్లతో సహా 40దేశాలకు చెందిన 13,000 మంది సైనికులు, దాదాపు 26వేల మంది కిరాయి సైనికులు దాడులు జరుపుతున్నారు. అయినప్పటికీ 30 నుంచి 60వేల మంది తాలిబాన్లు, వెయ్యి నుంచి మూడువేల మంది ఐఎస్‌ వుగ్రవాదులు, వారి మద్దతుదార్లు మరో పదివేల మంది వున్నారని అంచనా.తాలిబాన్లు ప్రస్తుతం తమ దేశంలో వున్న అమెరికా, తమ సైన్యం, జనం మీదనే గాక గతంలో నారు వేసి నీరు పోసిన పాకిస్థాన్‌పై నిరంతరం దాడులు జరుపుతున్నారు. ఈ ఏడాది సెప్టెంబరు వరకు పాకిస్థాన్‌లో జరిపిన దాడులలో 262 మంది సామాన్యులు మరణించారు.ఈ పూర్వరంగంలో సర్జికల్‌ దాడులకు బదులు సరిహద్దులలోని వుగ్రవాద శిబిరాలపై ప్రత్యక్ష దాడులే జరిపిందనుకుందాం వుగ్రవాదులు, వుగ్రవాదం పూర్తిగా అంతం అవుతుందా ? మన కంటే ఎన్నో రెట్లు బలమైన అమెరికన్లు ఎందుకు విఫలమయ్యారు. ఇప్పుడు సిరియాలో ఐఎస్‌ తీవ్రవాదులను అంతం చేసేందుకు అటు సిరియా సైన్యం, రష్యన్‌ వైమానిక దళం ఎంతగా శ్రమిస్తున్నదో చూస్తున్నాం. ఇరాక్‌లో ఐఎస్‌ తీవ్రవాదులు కొన్ని ప్రాంతాలను తమ ఆధీనంలోకి తెచ్చుకున్నారు. అందువలన వివేచనతో ఆలోచించాలి. వుగ్రవాద అంతానికి కొత్త మార్గాలను కనుగొనాలి. పిచ్చి మొక్కలు మొలకెత్త కుండా వుండాలంటే పొలాన్ని నిరంతరం సాగు చేస్తుండాలి. ఎయిడ్స్‌ వ్యాధిని నిరోధించటానికి ప్రయత్నిస్తూనే చికిత్స చేయటానికి అవసరమైన ఔషధాలను కనుగొనేందుకు ప్రయత్నిస్తున్నాము. ప్రస్తుత పరిస్థితులలో వుగ్రవాదం కూడా అలాంటిదే. వుగ్రవాదులను అంత మొందించేందుకు ఎంతగా ప్రయత్నించాలో వారు తయారు కాకుండా చూసేందుకు అంతకంటే ఎక్కువగా ప్రయత్నించాలి. దానికి అనేక మంది అనేక మార్గాలు చెబుతున్నారు. నూరు పూవులు పూయనివ్వండి వేయి ఆలోచనలు వికసించనివ్వండి అన్నట్లు వాటిని స్వాగతించండి. ప్రతి ఒక్కరూ ఇతరులతో ఆలోచనలు పంచుకోండి. అంతే కాని మరోమాట వినం అనే స్థితికి పోవద్దని మనవి.

   ఈ పూర్వరంగంలో మన సైన్యం సర్జికల్‌ దాడులు జరిపి మన సత్తా ఏమిటో పాకిస్థాన్‌కు, వుగ్రవాదులకు చూపటం అభినందనీయం. ఇదే సమయంలో మన దేశంలో సరిహద్దులలోని పది కిలోమీటర్ల లోపు జనం గ్రామాలను వదలి వెళ్లిపోతున్నారని వార్తలు వచ్చాయి. నాలుగు రోజులు హైదరబాదులోని లోతట్టు ప్రాంతాలు, వాటిలో కట్టిన అపార్ట్‌మెంట్లు వర్షాలకు మునిగితే ఖాళీ చేయటానికి పడిన, పదిరోజుల తరువాత కూడా పడుతున్న ఇబ్బందుల గురించి మీడియా కథనాలను చూస్తున్నాము. అందువలన యుద్ధం అంటే ప్రాణాలకు తెగించాల్సింది వీర జవాన్లు, సరిహద్దులలోని లక్షల మంది సామాన్య జనం. ధనికులు వెంటనే సురక్షిత ప్రాంతాలకు వెళ్లిపోతారు.సామాన్యులకు ఎలాంటి సౌకర్యాలు వుండని స్కూళ్లు, ప్రభుత్వ భవనాలే గతి. అందువలన ఎవరైనా యుద్ధం మినహా ఇతర పరిష్కార మార్గాలను చూడమని చెబితే వారిని దేశద్రోహులుగా చూడాల్సిన అవసరం లేదు. వారేమీ పాకిస్తాన్‌ మీద, వుగ్రవాదుల మీద ప్రతీకారం తీర్చుకోవద్దని చెప్పటం లేదు.

   పాక్‌ వుగ్రవాద ప్రోత్సాహం ఈ నాటిది కాదు, దశాబ్దాల తరబడి సాగుతున్నది, మన దేశం ఎంతో నష్ట పోయింది. అలాంటి పాకిస్థాన్‌ను దెబ్బతీయటానికి సింధు నది మీద మన దేశంలో ప్రాజెక్టులు కట్టి ప్రతీకారం తీర్చుకోవచ్చన్న సూచనలు వచ్చాయి. అలాంటి వాటిని నిర్మించమనండి దేశ ప్రజలందరూ అవసరమైతే ఒక రోజు శ్రమదానం చేయటానికి సిద్ధంగా వున్నారు. లేదూ యురి సైనిక శిబిరంలో గడ్డి పెరిగి పోయిన కారణంగా వుగ్రవాదులు నది దాటి వచ్చి గడ్డిలో దాక్కొని దాడి చేశారని చెప్పారు. గడ్డి తొలగించటానికి కావాలంటే ఎంత విరాళం కావాలంటే అంత ఇచ్చేందుకు జనం సిద్దంగా వుంటారు. లేదూ పీకమంటే రావటానికి సిద్ధం. అలాగే నది గట్లపై ముళ్ల కంచెలు వేసి వుగ్రవాదులు, శత్రు సైనికులు చొరబడకుండా చూడమనండి అందరూ తలా ఒక చేయి వేస్తారు.

    యుద్ధం అంటే ముందుగా నిజం సమాధి అవుతుంది. అనేక కట్టుకధలు ప్రచారంలోకి వస్తాయి. అనేక మంది సామాజిక మీడియాలో తాజా పరిస్థితిలో రాజకీయాలు వద్దని చెబుతున్నారు. వారి అభిప్రాయం సరైనదే. కానీ రాజకీయాలు చేస్తున్నది ఎవరు ? సర్జికల్‌ దాడుల ఖ్యాతి ఆయనకు పూర్తిగా కట్టపెట్టటానికి ప్రతిపక్షాలు ముందుకు రావటం లేదు అని ఒక పత్రిక రాసింది. ఒకవైపు మరణించి సైనికుల కుటుంబాలు ఇంకా ఆవేదన నుంచి బయటకు రాలేదు. అప్పుడే ఖ్యాతి కట్టబెట్టటం గురించి మీడియాలో వ్యాఖ్యలు చేసే వారు నిజమైన దేశద్రోహులు అనాల్సి వుంటుంది. అదంతా సైన్యం గొప్పతనమే అన్నట్లు గా ప్రతిపక్షాల వారు వ్యాఖ్యానిస్తున్నారట. గతంలో కార్గిల్‌ యుద్ధం కారణంగా బిజెపి విజయం సాధించినట్లే ఇప్పుడు సర్జికల్‌ దాడుల కారణంగా వుత్తర ప్రదేశ ఎన్నికలలో బిజెపి విజయం సాధించనున్నదని పరిశీలకులు భావిస్తున్నారట. అంటే ఒక వైపు సైన్యం అప్రమత్తంగా వుంది, మరోవైపు దాడులు జరిగితే ప్రాణాలు కాపాడుకోవాలని సరిహద్దు పౌరులు సురక్షిత ప్రాంతాలకు చేరుతున్నారు. ఎప్పుడు ఏం జరుగుతుందోనని దేశమంతా వుగ్గపట్టుకొని కూర్చున్నది. ఈ స్థితిలో రాజకీయ పరిశీలకుల పేరుతో ఎన్నికల లాభాల గురించి పత్రికలు రాయటాన్ని ఏమనాలి. ఇల్లుకాలుతుంటే బొగ్గులేరుకునే వారికంటే నీచమిది.ఇలాంటి వ్యాఖ్యల కారణంగా రాబోయే గుజరాత్‌, వుత్తర ప్రదేశ్‌ మరికొన్ని రాష్ట్రాల ఎన్నికల కోసమే మోడీ నాయకత్వం సర్జికల్‌ దాడులకు తెరతీసింది అనుకోవాలా ? నిజంగా వుగ్రవాద నిర్మూలన కోరుకునే వారు చేయాల్సిన పనేనా ఇది ?
