The Public Enterprises Survey (2014-15), brought out by the Department of Public Enterprises, Ministry of Heavy Industries & Public Enterprises, Government of India on the performance of Central Public Sector Enterprises was placed in both the Houses of Parliament today. There were 298 CPSEs in 2014-15, out of which 235 were in operation.  Rest (63) of the CPSEs were under construction. The major Highlights of the performance of Central Public Sector Enterprises (CPSE), during 2014-15 is mentioned below.

Highlights

  • Total paid up capital in 298 CPSEs as on 31.3.2015 stood at Rs. 2,13,020crore compared to Rs. 1,98,722 crore as on 31.3. 2014 (290 CPSEs), showing a growth of 7.19%.
  • Total investment (equity plus long term loans) in all CPSEs stood at Rs. 10,96,057 crore as on 31.3.2015 compared to Rs. 9,92,096 crore as on 31.3.2014, recording a growth of 10.48%.
  • Capital Employed (Paid up capital plus reserve & surplus and long term loans) in all CPSEs stood at Rs. 18,67,730 crore on 31.3.2015 compared to Rs. 17, 39,090 crore as on 31.3.2014 showing a growth of 7.40 %.
  • Total turnover/gross revenue from operation of all CPSEs during 2014-15 stood at Rs 19, 95,902 crore compared to Rs. 20, 66,057 crore in the previous year showing a reduction in turnover of 3.40 %.
  • Total income of all CPSEs during 2014-15 stood at Rs. 19, 65,254 crore compared to Rs. 20, 56,336 crore in 2013-14, showing a reduction in income of 4.43%.
  • Profit of profit making CPSEs stood at Rs. 1, 30,363 crore during 2014-15 compared to Rs 1,49,636 crore in 2013-14 showing a decline in profit of 12.88%.
  • Loss of loss incurring CPSEs stood at Rs.27, 360 crore in 2014-15 compared to Rs 21, 341 crore in 2013-14 showing a increase in loss by 28.20 %.

 

  • Overall net profit of all 235 CPSEs during 2014-15 stood at Rs 1,03,003 crore compared to Rs 1,28,295 crore during 2013-14 showing a decrease in overall profit of 19.71%.

 

  • Reserves & Surplus of all CPSEs went up from Rs. 7, 46,994 crore in 2013-14 to Rs 7, 71,672 cores in 2014-15, showing an increase by 3.30 %.

 

  • Net worth of all CPSEs went up from Rs 9,45,717 crore in 2013-14 to Rs 9,84,692 crore in 2014-15 registering a growth of 4.12 %.

 

  • Contribution of CPSEs to Central Exchequer by way of excise duty, customs duty, corporate tax, interest on Central Government loans, dividend and other duties and taxes increased from Rs 2,20,982 crore in 2013-14 to Rs2,00,585 crore in 2014-15, showing a decline of 9.23%.

 

  • Foreign exchange earnings through exports of goods and services decreased from Rs 1,45,196 crore in 2013-14 toRs 1,03,071 crore in 2014-15,  showing a reduction of 29.01%.

 

  • Foreign exchange outgo on imports and royalty, know-how, consultancy, interest and other expenditure decreased from Rs.6,76,870 crore in 2013-14 to Rs.5,44,560 crore in 2014-15 showing a reduction of 19.55%.

 

  • CPSEs employed 12.91 lakh people (excluding contractual workers) in 2014-15 compared to 13.49 lakh in 2013-14, showing a reduction in employees by 4.30%.

 

  • Salary and wages went up in all CPSEs from Rs.1,22,322 crore in 2013-14 to Rs 1,27,387 crore in 2014-15 showing a growth of 4.14 %.

 

  • Total Market Capitalization 45 CPSEs traded on stock exchanges of India as on 31.03.2015. Based on stock prices on Mumbai Stock Exchange, as on 31.03.2015, the market capitalization of 45 CPSEs stood at Rs. 13,27,127 crore as against  Rs. 11,02,730 crore stood as on 31.03.2014. Thus, there was increase in market capitalization of CPSEs by 20.35% (Rs.2,24,397 crore) as on 31.03.2015 over market capitalization as on 31.03.2014.

 

  • M_Cap of CPSEs as per cent of BSE M_Cap decreased from 14.87% as on 31.3.2014 to 13.08% as on 31.3.2015.

Allocation of Funds to Panchayats

The local bodies grants are released to Gram Panchayats through their respective State Governments as per the recommendations and allocations made by respective Finance Commissions. Presently, the recommendations of the Fourteenth Finance Commission (FFC) are being implemented. FFC, during its award period of 2015-2020, has inter-alia, recommended distribution of grants to the States using 2011 population data with weightage of 90 per cent and area with weightage of 10 per cent. FFC has worked out the total size of the grant amounting to Rs. 2,87,436 crore for the period from 1.4.2015 to 31.3.2020, constituting an assistance of Rs. 488 per capita per annum at an aggregated level. Of this, the grant recommended for panchayats (rural local bodies) is Rs. 2,00,292.2 crore. The earmarked basic grants for gram panchayats is envisaged to be distributed, using the formula prescribed by the most recently approved State Finance Commission (SFC) for the distribution of resources. However, in case the SFC formula is not available, then the share of each gram panchayat as specified above is envisaged to be distributed across the entities using 2011 population with a weight of 90 per cent and area with a weight of 10 per cent.

White Label ATMs

The Reserve Bank of India (RBI) has issued guidelines regarding setting up of White Label ATMs by non-bank entities. Non-bank entities that intend setting up, owning and operating ATMs, are christened “White Label ATM Operators” (WLAO) and such ATMs are called “While Label ATMs” (WLAs). Three different schemes are available to WLAOs for setting of WLAs which incentivize setting up of WLAs in Tier III to Tier VI centres (population less than 50000). As on 31.12.2015, 11706 WLAs have been set up.

There are 1.26 lakh Bank Mitras in rural areas of the country who are equipped with either fixed points kiosks or micro ATMs which can be conveniently carried from place to place.

Women account for 57% of employment given under MGNREGA in the Current Financial Year

 The Economic Survey (2015-16) states that the proportion of economically active population (15-59 years) has increased from 57.7 per cent to 63.3 per cent during 1991 to 2013, as per Sample Registration System (SRS) data for 2013.

As per the Economic Survey, the employment growth in the organized sector (Public and Private combined) increased by 2% in 2012 over 2011, while it increased by only 1% in 2011 over 2010. The annual growth rate of employment for the private sector was 4.5 % in 2012 over 2011 whereas the public sector registered a marginal growth of 0.4 % in the same year.

The Fourth Annual Employment-Unemployment Survey conducted by the Labour Bureau during the period January 2014 to July 2014 has shown that the Labour Force Participation Rate (LFPR) is 52.5 % for all persons. However, the LFPR for rural areas stands at 54.7% which is much greater than that for rural areas i.e. 47.2 %. The LFPR for women is significantly lower than that for males in both rural and urban areas. As per the Survey, the Unemployment Rate is 4.7 % in rural areas and 5.5% in urban areas. The total unemployment rate reported is 4.9% as per the Labour Bureau Survey. These figures are much higher than the all India unemployment rates of the National Sample Survey Office (NSSO, 2012-11) which reported unemployment rate of 2.3% for rural areas, 3.8% for Urban Areas and 2.7% for India as a whole.

The Government has taken several measures including Labour reforms to improve the employment situation in the country as well as employment conditions for women. Some of the recent Labour reforms include the Payment of Bonus (Amendment) Act 2015, National Career Services Portal, Shram Suvidha Portal and Universal Account Number Facility.

The National Policy on Skill Development and Entrepreneurship 2015 aims to ensure ‘Skilling on a large Scale at a Speed with high Standards and promote a culture of innovation based entrepreneurship to ensure sustainable livelihoods’. The Pradhan Mantri Kaushal Vikas Yojana (PMKVY) proposes to cover 24 lakh Indian youth with meaningful, industry relevant, Skill Based Training under which 5.32 lakh persons have already been enrolled. Of this number, 4.38 lakh have successfully completed training throughout India.

In addition, the Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY), a placement-linked skill development scheme for rural youth who are poor, as a skilling component of the National Rural Livelihood Mission (NRLM) has also been launched. During 2015-16, against a target of skilling 1.78 lakhs candidates under the DDU-GKY, a total of 1.75 lakh have already been trained and 0.60 lakh placed till November 2015.

With a view to increasing the scope of employability among differently-abled persons, the Government has launched a National Action Plan (NAP) for skill training. The plan has target of skilling 5 lakh differently-abled persons in next three years. Plans are also on the anvil to extend the NAP with an online skill-training platform with a target of 5 lakh every year.

Under Mahatma Gandhi National Rural Employment Guarantee Scheme, about 3.63 crore households have been provided employment of 134.96 crore person days during the Current Financial Year (as on 01.01.2016). Of this, 76.81 crore person days or 57% were availed of by women.

The Survey has expressed concern at the reported low rates of workforce participation for females. The level of financial inclusion of women in terms of number of women with bank accounts still remains low in India. However, it is noteworthy that there are women achievers in the financial sector, with leading nationalized banks and financial institutions headed by women, says the Economic Survey.

The Time Use Survey (TUS) being conducted in select states on a pilot basis has revealed the hidden contribution of women to the economy in the form of unpaid work. PUS is proposed to be extended to all states to design gender sensitive policies for employment and to make women’s work visible, says the Survey.

Pan Card Mandatory for all Transactions

The Government vide notification S.O. (3545)(E) dated 30.12.2015, has made quoting of Permanent Account Number (PAN) mandatory for all transactions (irrespective of the mode of payment) of sale or purchase of goods or services of any nature exceeding rupees 2 lakh and for other specified transactions with effect from the 1st day of January, 2016. A person not having PAN can, however, undertake such transactions by making a declaration in Form No. 60 as prescribed.

Per Capita Income in the India

As per the estimates of the Central Statistics Office (CSO), the per capita net national income of the country at current prices for the year 2015-16 is estimated to attain the level of Rs. 93231/-. The per capita net national income at constant (2011-12) prices for the year 2015-16 is estimated to attain the level of Rs. 77, 431/-.

As per the CSO’s estimates, the per capital net national income at current prices increased from Rs. 71050/- in 2012-13 to Rs. 79412/- in 2013-14 and further to Rs. 86,879/- in 2014-15. The per capita net national income at constant (2011-12) prices increased from Rs. 65,664/- in 2012-13 to Rs. 68867/- in 2013-14 and further to Rs. 72889 in 2014-15.

This was stated by Shri Jayant Sinha, Minister of State in the Ministry of Finance in written reply to a question in Lok Sabha on 26-February-2016.

ఒడిషాలో తెలుగు వారిని వేధిస్తున్నారంటూ దీర్ఘకాలం ఆందోళన చేసిన తరువాత విశాఖ డివిజన్‌ను సికిందరాబాద్‌ జోన్‌లో కలిపారు. ఇప్పుడది తెలంగాణాలో వున్నది. రెండు రాష్ట్రాలలో అధికారంలోవున్న రాజకీయ నేతల తీరుతెన్నులు చూసినపుడు గతం పునరావృతం అవుతుందేమోనని అనేక మంది సందేహాలు వ్యక్తం చేస్తున్నారు.

     తెలుగు రాష్ట్రాల ముఖ్యమంత్రులు ఢిల్లీ వెళ్లినపుడల్లా అక్కడి పాదుషా మోడీతో ఏం మాట్లాడతారో తెలియదు. మరుసటి పొద్దున్నే తాటి కాయలంత అక్షరాలతో వారి వెనుకాలే బండ్ల కొద్దీ సరకులు ఢిల్లీ నుంచి రాబోతున్నాయని, పౌరులు వాటిని అందుకోవటానికి ఆధార్‌ కార్డులు పట్టుకొని క్యూలో నిలబడాలన్నట్లుగా కొన్ని మీడియా సంస్ధలు అందమైన కధలు అల్లుతాయి. మళ్లీ ఢిల్లీ వెళ్లేంత వరకు అసలు అలాంటి వాటి గురించి రాసినట్లు లేదా చూపినట్లే ఆ మీడియా మరిచిపోతుంది. మళ్లీ ముఖ్యమంత్రులు తిరిగి రాగానే మళ్లీ అదే తంతు. తన్నే జనం లేకనే కదా ఈ తంతు అని ఎవరైనా అనుకోవద్దు. మీరు బుర్ర వుపయోగించకుండా ఏది రాసినా లేదా చూపినా చదవటం, చూస్తుండబట్టే కదా మేమా పని చేస్తున్నాం అని వారంటారు. మీరు రాస్తూ, చూపుతుంటేనే కదా మేం చూస్తున్నాం. అని జనం అంటారు. ఇక్కడ ఎవరి బాధ్యతను వారు నిర్వహించటం లేదు కనుకనే ఈ విధంగా జరుగుతోందని చెప్పక తప్పదు.

     గురువారం నాడు మోడీ సర్కార్‌ ప్రవేశపెట్టిన రెండవ రైలు బడ్జెట్‌లో కూడా రెండు తెలుగు రాష్ట్రాలకు చేస్తామన్న న్యాయం జరగలేదు, గతం నుంచీ జరుగుతున్న అన్యాయం ఈసారి కూడా కొనసాగింది.హైదరాబాదు, అమరావతిలో కొండంత రాగం తీసి ఢిల్లీ వెళ్లి వుదరపోషణార్ధం బహుకృత వేషం అన్నట్లుగా ఏమనుకోకండి సార్‌ అని నరేంద్రమోడీతో చెప్పి వస్తున్నారా అన్న అనుమానం కలుగుతోంది. ప్రాణ,విత్త,మాన భంగములందు ఆడితప్ప వచ్చు అన్నారు కానీ రాష్ట్ర విభజనందు అని కూడా చేర్చి వుంటే జనానికి ఇలా ఎదురు చూసే పరిస్ధితి తప్పేది. ఎందుకంటే సర్దుకుపోదాం పదండి అనే తత్వం మనకు ఎక్కువ కద. నానాటికీ తీసికట్లు నాగం భొట్లు అన్నట్లు అసలే ప్రభుత్వ వుద్యోగాలు తగ్గిపోతున్నాయి. వున్న వాటికి రిజర్వేషన్లేమిటి అని ఒకవైపు వాటిని వ్యతిరేకించే వారు, రెండోవైపు మాకు మాత్రం రిజర్వేషన్లు ఎందుకు కల్పించరు అనే ఆందోళనలు తీవ్రంగా జరుగుతున్న రోజులివి.

      ఆంధ్రప్రదేశ్‌కు నూతన రైల్వే జోన్‌ ఏర్పాటు చేస్తామన్నది రాష్ట్ర విభజన సమయంలో చేసిన వాగ్దానాలలో ఒకటి. వుపస్త మినహా కన్యాదాన అని ఒక మొరటు సామెత వుంది. మన ఘనత వహించిన కేంద్ర మంత్రి వెంకయ్య నాయుడు రాష్ట్రానికి వచ్చిన ప్రతిసారీ ఒక కొత్త పధకం తెస్తున్నట్లు ఈ మఢ్య చెప్పటం ఆ సామెతను గుర్తుకు తెస్తున్నది. ప్రత్యేక హోదా, ప్రత్యేక రైల్వే జోను సంగతి తేల్చకుండా ఏమిటీ నాటకాలు? ఇవెందుకు కావాలని యువత అడుగుతున్నది?

      మన దేశంలో ప్రస్తుతం 16 రైల్వే జోన్లు వున్నాయి. పాలనా సాలభ్యం, ప్రయాణీకుల సౌకర్యం కోసం వీటిని ఏర్పాటు చేశామని చెప్పారు. రాజకీయాల ప్రాతిపదికన కొన్ని కొత్త జోన్లు కూడా ఏర్పాటు చేశారు. వీటిలో 21 రైల్వే రిక్రూట్‌ మెంట్‌ బోర్డులు వున్నాయి.ఇవి గ్రూప్‌ సి వుద్యోగాలను భర్తీ చేస్తాయి. ప్రస్లుతం ఆంధ్రప్రదేశ్‌లో విశాఖ భువనేశ్వర్‌లోని ఈస్ట్‌కోస్ట్‌ రైల్వేలోనూ గుంటూరు, విజయవాడ, గుంతకల్‌ తెలంగాణాలోని దక్షిణ మధ్య రైల్వేలోనూ వున్నాయి. ఒడిషాలో తెలుగు వారిని వేధిస్తున్నారంటూ దీర్ఘకాలం ఆందోళన చేసిన తరువాత విశాఖ డివిజన్‌ను సికిందరాబాద్‌ జోన్‌లో కలిపారు. ఇప్పుడది తెలంగాణాలో వున్నది. రెండు రాష్ట్రాలలోని అధికారంలోవున్న రాజకీయ నేతల తీరుతెన్నులు చూసినపుడు గతం పునరావృతం అవుతుందేమోనని అనేక మంది సందేహాలు వ్యక్తం చేస్తున్నారు. ఖాళీలు ఏర్పడినపుడు గ్రూప్‌ డి వుద్యోగాలను రెండేళ్లకు ఒకసారి, సి వుద్యోగాలను ఏడాదికి ఒకసారి భర్తీ చేస్తారు.అప్పుడు ఏపి వారికి అవకాశాలు దెబ్బ తింటాయని ఇప్పటికే అనేక మంది కేంద్రానికి ఫిర్యాదు చేశారు. అందువలన ఈ పూర్వరంగంలో కొత్త రైల్వే జోన్‌ కోసం జనం ఎదురు చూస్తున్నారు.అది విశాఖలోనా, విజయవాడలోనా అని కొంత మంది అసలు జోన్‌ ఏర్పాటు కాక ముందే తగాదా పెట్టి ఆ పేరుతో తప్పించుకో చూస్తున్నారు.

     మరి కొద్ది నిమిషాలలో నూతన రైల్వే జోన్‌ రాబోతున్నది అన్నట్లుగా దాని గురించి గత రెండు సంవత్సరాలుగా చెబుతున్నారు. గతేడాది రైల్వే బడ్జెట్‌కు ముందు జరిగిన కలెక్టర్ల సమావేశంలో ముఖ్యమంత్రి చంద్రబాబు నాయుడు రైల్వే జోన్‌ ప్రకటన బడ్జెట్‌లో ప్రకటించటమే లాంఛనం అని చెప్పినట్లు అప్పుడు వార్తలు వచ్చాయి. దక్షిణ మధ్య రైల్వే జనరల్‌ మేనేజర్‌ శ్రీ వాత్సవ ఫిబ్రవరి మొదటి వారంలో విలేకర్లతో మాట్లాడుతూ ప్రత్యేక రైల్వే జోన్‌ అవసరమా లేదా అన్నదానిని తేల్చేందుకు ఒక కమిటీని వేశారని, అ కమిటీ అవసరం అని భావించిన తరువాత దానిని ఎక్కడ పెట్టాలనే సమస్య వస్తుందని,దీని గురించి ముఖ్య మంత్రి చంద్రబాబు నాయుడు రైల్వే మంత్రి చర్చలు జరిపారని కొన్ని నివేదికలు సమర్పించారని బడ్జెట్‌ సమావేశాలలో మొత్తం మాజిక్‌ బాక్సును తెరుస్తారని చెప్పారు. ఏడాది గడిచింది, మరో బడ్జెట్‌ కూడా వచ్చింది, బాక్సు తెరుచుకోలేదు. జోన్‌ ప్రస్తావన కూడా లేదు. నాయకులు నోళ్లు తెరవటం లేదు.

India’s oil demand estimated to grow to 9.8 million barrels per day by 2040

The Minister of State (I/C) for Petroleum & Natural Gas Shri Dharmendra Pradhan informed the Rajya Sabha in a written reply today that according to World Energy Outlook-2015, a recent release of International Energy Agency, India’s oil demand is estimated to grow by 6 million barrels per day (mb/d), which is the largest projected for any country’s oil demand, from 3.8 mb/d in 2014 to 9.8 mb/d by 2040.

According to this report, it has been stated that given the expected availability of international Liquefied Natural Gas at markedly lower prices over the medium term, there is scope for gas demand to rebound and, recover to 68 bcm by 2020, before rising to almost 175 bcm in 2040.

Strategic crude oil reserves in the country

The Minister of State (I/C) for Petroleum & Natural Gas Shri Dharmendra Pradhan informed the Rajya Sabha in a written reply today that in 2006, an Expert Committee, constituted by the then Planning Commission, inter-alia, recommended to maintain a reserve, equivalent to 90 days of oil imports for strategic-cum-buffer stock purposes and/or buy options for emergency supplies from neighbouring large storages such as those available in Singapore.

The Government, through Indian Strategic Petroleum Reserve Limited (ISPRL) is setting up strategic crude oil reserves with storage capacity of 5.33 Million Metric Tonnes (MMT) at three locations viz. Visakhapatnam(1.33 MMT), Mangalore(1.5 MMT) and Padur (2.5 MMT). Also, Detailed Project Reports have been prepared for establishing additional crude oil reserves of 12.5 MMT at Chandikhol (3.75 MMT), Padur(2.5 MMT), Rajkot (2.5 MMT) and Bikaner (3.75 MMT).

At present, there is existing tankage of 14.8 MMT of crude oil and 13.7 MMT of petroleum products in the country which provides coverage of approximately 63 days as per consumption. Strategic crude oil reserves of 5.33 MMT being set up in phase-I and strategic crude oil reserve of 12.5 MMT in phase-II will give coverage of approximately 12 days and 28 days respectively as per present consumption.

Vishakhapatnam cavern has been commissioned and filled with crude oil. Mangalore and Padur caverns would be completed by March and May 2016 respectively.

The Minister of Steel and Mines Shri Narendra Singh Tomar said in a statement laid on the table of the Rajya Sabha today that with a crude steel production capacity of about 101 MT (Million Tonnes) in 2013-14, India produced about 87.67 MT of finished steel with an apparent consumption of about 74.09 MT.  In 2014-15 also with a capacity of about 110 MT,  India produced about 91.45 MT of finished steel with an apparent consumption of about 76.99 MT.  Thus India is capable of meeting almost the entire domestic steel demand.  India has witnessed about 75.5% increase (year-on-year) in imports of total steel (Alloy + Non Alloy) in 2014-15 & about 24% increase during April ’15 – Jan’16.  The jump in imports is largely on account of global steel glut. Due to this reason, steel is being exported by China and other countries, often at below cost of production.  Further, a small quantity of high quality steel, not manufactured locally, is also imported.

In order to protect domestic steel sector, the Government has taken various measures which have reduced the pace of growth of imports. While imports grew by about 75% in the Financial Year 2014-15, compared to the Financial Year 2013-14, the import growth has slowed to about 24% in the period April’15 – Jan’16, compared to the same period in the last Financial Year. Various steps taken in this regard are as follows:

 

(i)       To ensure that only quality steel is produced or imported, Government has            notified Steel & Steel Products (Quality Control) Orders, 2012 dated 12.03.2012 and Steel & Steel Products (Quality Control) Orders, 2015 dated 15.12.2015.

(ii)       To increase availability of Coal and Iron ore for the domestic steel industry:

(a)     Notified the Coal Mines (Special Provisions) Amendment Act, 2015 on 30.03.2015 to streamline coal block allocations.

(b)     Notified the Mines and Minerals (Development and Regulation) Amendment Act, 2015 on 27.03.2015 to streamline grant of Mining Leases.

(iii)      The Union Budget 2015-16 has raised peak rate of basic customs duty on both flat and             non-flat steel to 15% from 10%.

(iv)      Hiked import duty on  ingots & billets, alloy steel (flat & long), stainless steel (long) and non-alloy long products from 5 % to 7.5%  and non-alloy and other alloy flat products from 7.5% to 10%.  Import Duty was further revised in August, 2015 on flat steel from 10% to 12.5%, long steel from 7.5% to 10% and semi-finished steel from 7.5% to 10%.

(v)       In November 2014, Government issued instruction to ensure import of rebars strictly as per Steel Product Quality Control Order 2012, to block influx of cheap imports of boron added rebars.

(vi)      In June, 2015, an Anti-Dumping Duty for five years on imports of certain    variety of hot-rolled flat products of stainless steel from China ($ 309 per          tonne), Korea ($ 180 per tonne) and Malaysia ($ 316 per tonne).

(vii)     Imposed, in September 2015, a provisional Safeguard Duty of 20% on hot-rolled flat products of non-alloy and other alloy steel, in coils of a width of 600 mm or more, for a period of 200 days.

(viii)    Imposed, vide its notification dated 05.02.2016, the Minimum Import Price (MIP) condition on 173 steel products. Imports of items covered under this notification will not be allowed into the country below the notified price.
