India to pay 45 rupees/T incentive to cane growers – minister

 NEW DELHI

 India will for the first time pay sugarcane farmers part of the cost for produce that they sell to money-losing mills, a government minister said on Tuesday after a cabinet meeting chaired by Prime Minister Narendra Modi.

The move will help mills hit by a free-fall in local sugar prices that was triggered by five years of surplus output. Citing poor finances, mills have not been paying millions of dollars to cane growers, who form a major voting bloc.

The sugar industry has been going through a crisis that has led to an arrears in payment of 60 billion-65 billion rupees ($905.87 million-$981.35 million), and the decision for the government to shoulder some of the payments would help mills clear cane dues to farmers, Coal and Power Minister Piyush Goyal told a news conference.

“Under this scheme, the production subsidy will be given to offset the cost of cane and facilitate timely payment of cane prices to the farmers,” he said.

 The government would directly pay farmers 45 Indian rupees ($0.68) for every tonne of cane produced, leaving sugar mills to bear nearly 98 percent of the cost.

The move is aimed at wooing politically influential cane growers and helping sugar mills recovering from a global glut.

Shares of Indian sugar companies have been rising on expectations of government help, with stocks of Shree Renuka Sugars (SRES.NS), Simbhaoli Sugars (SIMB.NS) and Bannari Amman Sugars (BANN.NS) shooting up further on Wednesday.

Last month Reuters reported that India, the world’s biggest sugar consumer and the No. 2 producer after Brazil, was considering directly paying millions of cane farmers.

Separately, the government has asked mills to export 4 million tonnes of sugar in the 2015/16 season beginning October.

Seaweed component found to be a rice fertilizer

Scientists at the National Crop Protection Center (NCPC) at the University of the Philippines Los Baños, the country’s premiere agricultural school, reports that carrageenan, a carbohydrate found in edible seaweeds, can increase rice yield by up to 65 percent under that country’s rice production practices.

A trial reportedly showed that adding a small amount of carrageenan to fertilizer led to higher grain weight, thereby increasing rice yields. News of the research results was recently posted on Rappler.com.

The research team led by Gil Magsino of NCPC furthered findings of previous studies showing that when carrageenan is degraded or reduced to tiny particles through irradiation technology, it can promote growth in rice plants and make it resistant to certain pests. Thus, it also becomes an effective natural fertilizer.

An additional contention is that carrageenan can improve rice productivity by strengthening rice stems and help prevent lodging when stems become too weak to carry the weight of the rice heads before harvest.

The researchers are also contending that carrageenan can also promote resistance to rice plant diseases like the rice tungro virus and bacterial leaf blight.

“This innovation of applying seaweed as fertilizer empowers our farmers to have access to cheaper but highly effective plant growth enhancers that boils down to improved harvest and increased income,” said Philippine Science Secretary Mario Montejo, as reported on Rappler.com.

Demand for the seawood from which the substance is refined could increase dramatically. There already are seaweed farmers in the Philippines, and the Philippines is a major global supplier of carrageenan. In 2011, it reportedly supplied 80 percent of the world’s seaweed. The seaweed components have been commonly used as a thickener or stabilizer for food products like ice cream and salad dressing, or as a binding agent for toothpaste and shampoo.

China released new “seed law”

On November 4th, China’s National People’s Congress voted through the “seed law” amendment. Important modifications about seed production and management were made on the new “seed law”, which will effect on January 1st, 2016.

This revised “seed law” keep the variety approval system, improves the main crop variety approval system which promotes the integration of seed breeding and commercialization. For the management of genetically modified seeds, the new “seed law” is clear on the GM varieties to track the supervision and information disclosure. And those approved genetically modified crops must get production and operation licenses, variety authorization, registration and other requirements.

To protect the national food security, the new “seed law” has clarified in the general part that in order to promote the healthy development of seed industry, it should add more seed security review mechanisms when having external cooperation.

 Market Highlights:

• The Southern India Mills’ Association has hailed the Central Government’s decision for considering its pleas and enhancing the drawback rates and value caps for various value added products.

• Cotton prices remained firm after Diwali Holidays.

North Zone:

Cotton traded steady tone across major spot markets of north India on Wednesday. 
Prices were up Rs 20-25 per maund. In Punjab, ready delivery cotton traded at Rs 3415-3425 a maund. In Haryana, it offered at Rs 3,365-3,375 while in Rajasthan, ready delivery new cotton quoted at Rs 3,315-3,385 a maund.

Central Zone:


Cotton spot prices steady tone across west India market on Wednesday. Gujarat Sankar-6 new cotton traded at  Rs 32100-32400 per candy and Sankar-6 old variety was traded at  Rs 32000-32500 per candy of 356 kg for best quality cotton. while B-Grade Cotton traded flat at Rs 31500-31800 per candy. V 797 cotton offered at Rs 23500-24500 a candy. While in Maharashtra, New Crop cotton good grade quoted at Rs 32000-32500 a candy.


South Zone:


Cotton spot price was steady tone across the major trading centers of south India.  

US Cotton Futures :

Cotton Rises as Rain Delays U.S. Harvest: November 17, 2015 – Cotton prices rose Tuesday on ideas that rain could further damage crops in U.S. growing regions. Cotton for March delivery rose 0.9% to 63.20 cents a pound, on track for its largest rise since Oct. 30. In the U.S., the cotton harvest is running behind schedule, according to the U.S. Department of Agriculture. As of Nov. 15, the U.S. crop was 64% harvested versus 74% on average. Georgia, South Carolina, North Carolina and Virginia are the most behind as heavy rains disrupted harvests there. More rain is on the way later this week, WeatherBELL Analytics said in a note. “It is likely that more crops in these areas will be damaged,” Jack Scoville, vice president of Price Futures Group said in a note. “Production in the Carolinas already took a hit from the big rains seen over the summer.” Traders are weighing lower production against a world teeming with cotton stockpiles. The contract has had a difficult time breaking out of a tight trading range this year as cotton continues to lose market share to cheaper synthetic fibers and China, the world’s largest cotton consumer, attempts to unwind from its large cotton stores. In other markets, raw sugar for March dropped 3% to 14.72 cents a pound, frozen concentrated orange juice futures for January fell 2.4% to $1.499 a pound, cocoa for March rose 0.1% to $3,379 a ton and arabica coffee futures for March were up 0.7% at $1.19 a pound. Pakistan :

Cotton market: Panic buying seen by mills ahead of PCGA report: November 18, 2015 – Mills indulged in panic buying on the cotton market on Tuesday ahead of the Pakistan Cotton Ginners Association (PCGA) report shortly, dealers said. The official spot rate was unchanged at Rs 5,300, dealers said. In Sindh, seed cotton prices were at Rs 2400 and Rs 3000 and in the Punjab rates were at Rs 2500 and Rs 3100, they said. In the ready business, over 20,000 of deals were finalised between Rs 4800 and Rs 5600, they said. Some of experts were of the view that reports of crop size and stable dollar propelling mills to make fresh deals, besides fine variety is also a factor behind the rise in fresh demand. Cotton analyst, Naseem Usman said that as a whole, market is firm but higher cost of doing business is not encouraging traders or mills to run their business with a peace of mind. Locally, traders were importing cotton because of short crop, furthermore, weaker Indian rupee is also helping them to make fresh deals, he added. Reuters adds: ICE cotton futures touched their highest level since early November on Monday on a chart-fuelled jump, before paring gains on producer selling. A breach of resistance at a long-term downtrend line around 62.60 cents per lb and the 20-and-50-day moving averages was technically positive, said a US trader. The March cotton contract on ICE Futures US settled up 0.62 cent, or one percent, at 62.61 cents per lb. It traded as high as 63.55 cents a lb. The cash to second-month spread fell 0.52 cent to 0.9 cents per lb. Total futures market volume rose by 15,164 to 56,559 lots. Data showed total open interest fell 7,644 to 184,225 contracts in the previous session. China :

Blended yarn price remains stable in China while falls in India: 16-11-2015 : In Qianqing, PC (65/35) 32s yarn prices were up US cent 1 a kg in the first week of November while 45s PC combed yarn prices were stable. Prices of blended yarn declined in line with fibre prices in recent weeks. In China, polyester-cotton generally rolled over but there is a possibility of a decline in coming weeks. In India, polyester-cotton prices declined 1.5% in Ludhiana whereas polyester-viscose was lost a tad in Indore. 30s (65/35) PV yarn prices were down US cents 2 a kg in the wee in Indore market. In Ludhiana, PC 30s (52/48) prices fell US cents 4 on the week. Blended yarn buyers in Pakistan expect prices to remain firm in the coming weeks, due to anti-dumping duties on PSF imports from China. Large sales were reported, especially for polyester-cotton of 31s and 24s yarns. However, buyers rejected any price hike while offers may remain stable or slightly down in the coming weeks. ఆంధ్రప్రదేశ్‌లో, ఎగువ రాష్ట్రాలలో ఖరీఫ్‌ సీజనలో సరైన వర్షాలు పడక నాగార్జున సాగర్‌, మరికొన్ని ప్రాంతాల రైతాంగం ఈ ఏడాది పంటలను నష్టపోయింది. బంగాళాఖాతంలో ఏర్పడిన వాయుగుండం కోస్తాలోని నెల్లూరు నుంచి గోదావరి జిల్లాలు, రాయలసీమలోని చిత్తూరు, కడప జిల్లాలో రైతాంగానికి పెను గండంగా మారింది. లక్షలాది ఎకరాలలోని పంటలు నీట మునిగినట్లు వార్తలు ఆందోళన కలగిస్తున్నాయి. వర్షాలు తగ్గు ముఖం పట్టిన తరువాత గానీ నష్ట తీవ్రతను అంచనా వేయటం సాధ్యం కాదు.

ఎగువ ప్రాంతాలలో వర్షాలు లేని కారణంగా ఈ ఏడాది శ్రీశైలం, నాగార్జున సాగర్‌ రిజర్వాయర్లకు తగిన నీరు రాలేదు. ఈ కారణంగా ధాన్యం సాధారణ సాగు ఆంధ్రప్రదేశ్‌లో 16,75,518 హెక్టార్లకు గాను అధికారిక లెక్కల ప్రకారం ఖరీఫ్‌ సీజన్లో 13,76,515 హెక్టార్లలో మాత్రమే సాగు చేశారు. ప్రకాశంలో 27, గుంటూరు జిల్లాలో 66, కృష్టా 81శాతం మాత్రమే( అదీ కృష్ణా డెల్టా ప్రాంతం) సాగైంది. సాగర్‌ ప్రాంతంలో నాట్లు పడలేదు. ఇప్పుడు గత మూడు రోజులుగా కురుస్తున్న వర్షాలు సాగు చేసిన ప్రాంతంలోని వరితో, కోస్తా , రాయలసీమ జిల్లాలన్నింటా మెట్ట పంటలకు సైతం పెద్ద నష్టాన్ని కలగచేస్తాయని రైతాంగ ఆందోళన చెందుతోంది. సకాలంలో వర్షాలు లేక కొన్ని ప్రాంతాలు నష్టపోతే అకాల వర్షాలు అన్ని ప్రాంతాలను దెబ్బతీస్తున్నాయి. కేంద్ర, రాష్ట్ర ప్రభుత్వాలు వుదారంగా ఆదుకోనట్లయితే రైతాంగం మరింతగా అప్పుల ఊబిలో కూరుకు పోనుంది.

As per preliminary reports received for the fields, sowing of Rabi crops has started in various parts of the country. The total area sown under Rabi crops as on 13th November, 2015 is 123.28 lakh hectares.  Wheat has been sown/transplantd in 18.65 lakh hectares, pulses in 38.91 lakh hectare coarse cereals in 34.53 lakhhectares, oilseeds in 31.02 lakh hectares and Rice in 0.17 lakh hectares.

From butter beans to pigeon peas: UN launches International Year of Pulses
2016 will promote protein power, health benefits of dried legumes

10 November 2015, Rome – Pulses, including all kinds of dried beans and peas, are a cheap, delicious and highly nutritious source of protein and vital micronutrients that can greatly benefit people’s health and livelihoods, particularly in developing countries — that was the UN’s message at the launch of the International Year of Pulses 2016 today.

“Pulses are important food crops for the food security of large proportions of populations, particularly in Latin America, Africa and Asia, where pulses are part of traditional diets and often grown by small farmers,” said FAO Director-General José Graziano da Silva.
“They have been an essential part of the human diet for centuries,” he added, “Yet, their nutritional value is not generally recognised and is frequently under-appreciated.”
“Pulses can contribute significantly in addressing hunger, food security, malnutrition, environmental challenges and human health,” UN Secretary-General Ban Ki-moon added in a written statement delivered on his behalf at the launch ceremony.
Running under the slogan “nutritious seeds for a sustainable future”, the UN General Assembly declared 2016 the International Year of Pulses to raise awareness of the many benefits of pulses, boost their production and trade, and encourage new and smarter uses throughout the food chain.
In a symbolic gesture following his address, the FAO Director General planted a number of fava beans in a planter full of soil as he proclaimed the International Year opened.
Untapped potential
Pulses are part of the food culture and standard diet in most parts in the world and a key ingredient in many signature national and regional dishes, from falafel to dahl to chilli and baked beans.
There are hundreds of varieties of pulses grown throughout the world. Popular ones include all varieties of dried beans, such as kidney beans, lima beans, butter beans and broad beans. But also chickpeas, cowpeas, black-eyed peas and pigeon peas (learn more: What are pulses).
They are an affordable alternative to more expensive animal-based protein, which makes them ideal for improving diets in poorer parts of the world. Protein sourced from milk, for example, is five times more expensive than protein that can be sourced from pulses.
Because pulses yield two to three times higher prices than cereals, they also offer great potential to lift farmers out of rural poverty, and processing provides additional economic opportunities, especially for women.
Health benefits
While small, pulses are packed with proteins – double that found in wheat and three times that of rice.
They are also rich in micronutrients, amino acids and b-vitamins, which, the FAO Director-General underlined, are vital parts of a healthy diet.
Low in fat and rich in nutrients and soluble fibre, pulses are also excellent for managing cholesterol and digestive health, and their high iron and zinc content makes them a potent food for combating anemia in women and children. They are a key ingredient in healthy diets to address obesity and to prevent and manage chronic diseases such as diabetes, coronary conditions and cancer.
Because of their high nutritional content, pulses are a staple in emergency food baskets and since they do not contain gluten, they are also suitable for celiac patients.
Benefits for animals and the environment
But pulses don’t just benefit human health – they also improve animal and soil health and support biodiversity.
Crop residues from pulses can be used as animal fodder to increase nitrogen concentration in the diet, which improves animal health and growth.
The FAO Director-General particularly highlighted how the nitrogen-fixing properties of pulses can improve soil fertility, which extends the productivity of farmland, and eliminates dependency on synthetic fertilizers. The latter leads to a smaller carbon footprint and indirectly reduces greenhouse gas emissions.
What’s more, by improving soil health overall, pulses promote below-the-surface biodiversity, too, as they create a rich home for germs, bugs and bacteria of various kinds.
Because pulses as a group are very genetically diverse, they also hold a great potential for climate adaptation, as they enable farmers to select new varieties to adjust their production to changing climate conditions.
Finally, using pulses as cover crops and in intercropping systems – planting them in between other crops or as part of crop rotations — can reduce soil erosion and help control pests and diseases.
The co-chairs of the steering committee of the International Year of Pulses, Aydin Adnan Sezgin and Nadeem Riyaz, Permanent Representatives of Turkey and Pakistan to FAO, made opening and closing remarks at today’s ceremony, which also included a presentation by Mahmoud Solh, Director-General of the International Center for Agricultural Research in the Dry Areas (ICARDA).
Other recent international years have focused on soils, family farming, and quinoa.

Cotton ends higher on contract roll, ahead of USDA report: November 10, 2015 – ICE cotton futures rebounded to settle higher on Monday after hitting 3-1/2-week lows in the prior session amid heavy volume as investors rolled contracts from the December contract to March ahead of the US Department of Agriculture’s supply and demand report. “There’s some concern the USDA may not lower exports,” said Louis Rose, independent cotton trader and consultant with Risk Analytics in Memphis, Tennessee, said referring to Tuesday’s report. He noted that a strong export sales report in the prior week may have changed the market’s sentiment on the likelihood the agency would reduce its forecast for US exports. The March contract on ICE Futures US rose by 0.38 cent, or 0.6 percent, to settle at 62.12 cents per lb. December cotton settled up 0.24 cent, or 0.4 percent, at 61.90 cents per lb. December’s discount to March widened to as much as 0.22 cent, the highest level since mid-June. Total futures market volume rose by 190 to 38,943 lots. Data showed total open interest fell 315 to 194,650 contracts in the previous session. Certificated cotton stocks deliverable as of November 6 totalled 45,596 480-lb bales, up from 42,322 in the previous session. The dollar index was down 0.21 percent. Seed cotton prices slip further on falling demand: November 10, 2015 – Seed cotton (Phutti) prices came down on the cotton market on Monday in the process of modest trading, dealers said. The official spot rate was unchanged at Rs 5300, dealers said. In Sindh, seed cotton prices were down by Rs 100 to Rs 2400 and Rs 2800 and in the Punjab rates were at Rs 2500 and Rs 3000, they said. In the ready business, nearly 10,000 of deals were finalised between Rs 4900 and Rs 5550, they said. Market sources said that both growers and ginners were not busy in panic selling but despite of this volume of business is not picking up. They said that devaluation of the Indian rupee last week, had propelled local importers to continue import and this factor is causing a concern among the sellers of cotton. Cotton analyst, Naseem Usman said that the country would have to import nearly 2.5 million bales to meet the local demand. He said that prices may show softness in the coming days or stay with no change. Chinese textile firms expanding overseas: Nov 9 2015 – Textile firms of China are expanding overseas and Vietnam is becoming the favourite destination to set up new facilities for textile manufacturers of China. The reasons behind the shift are increase production and labour costs in the country. Another reason is that the apparels produced in the Southeast Asian country for the United States market will be tariff-free post the last month’s Trans-Pacific Partnership agreement. One of the textile manufacturing firms of China, Huafang Co. — a textile business in Shandong Province, is planning to set up its first overseas unit, which will be engaged in producing high-end fabrics factory, in Vietnam with a US $ 110 million investment. Around 150 million yuan will be invested into a research and development centre to explore new technologies covering the whole gamut of industry chain, including cotton, spinning, weaving and dyeing. Recently, China-based textile manufacturer Keer also set up its facility in Lancaster County, USA and reported that the cost of land is reasonable there and even the workers are ready to get trained at nominal wages. Keer’s mill spins yarn from raw cotton to sell to textile makers across Asia. But it still spins much of its yarn in China, importing the raw cotton from America. Zhu Shanqing, Chairman of the company said that Keer has moved to the US because of land, incentives, workers and best suited business environment here, as in China, yarn manufacturing sector is losing money. Luen Thai International Group, which is Hong Kong’s largest clothing company, Sanshui Jialida TextileCo, based in Guangdong Province, and Vietnam’s Vinatex Co. are planning to establish a textile industrial park.

మద్దతు ధరలు రైతులకా వ్యాపారులకా ?

అన్నపూర్ణ వంటి ఆంధ్రప్రదేశ్‌లో ధాన్య రైతుల పరిస్థితి గురించి చూద్దాం. కనీస మద్దతు ధరలు రైతాంగానికి వుపయోగపడుతున్నాయా లేక వ్యాపారులకు ప్రయోజనం కలిగిస్తున్నాయా అన్న అనుమానం వస్తోంది. వుదాహరణకు 2004-05 నుంచి 2014-15 వరకు పరిశీలిస్తే ప్రకటించిన మద్దతు ధర క్వింటాలకు సగటున రు.979.79లుగా వుంది. వ్యవసాయ మార్కెట్‌ కమిటీలు అందచేసిన సమాచారం ఆధారంగా కేంద్ర ప్రభుత్వం నిర్వహించే అగ్‌మార్క్‌నెట్‌ పేర్కొన్న సంవత్సరాలలో డిసెంబరు, జనవరి మాసాలలో ఆంధ్రప్రదేశ్‌లోని మార్కెట్లలో ధాన్య రైతులు పొందిన సగటు ధరలు, దేశం మొత్తంగా రైతులు పొందిన ధరల వివరాలను దిగువ పట్టికలో చూడవచ్చు.స్ధలా భావం కారణంగా ప్రతి ఏడు డిసెంబరు, జనవరి మాసాల ధరలను మాత్రమే ఇక్కడ ఇవ్వటమైంది. దాని ప్ర కారం మన రాష్ట్రంలో ఈ కాలంలో ప్రతి ఏటా డిసెంబరులో రైతు పొందిన సగటు ధర రు.953.70, జనవరిలో 997.15 గా నమోదైంది. అదే దేశవ్యాపితంగా రు.1200.76, రు.1157.57 గా వున్నాయి. ఒక ఏడాది కనీస మద్దతు ధర కంటే ఎక్కువ వున్నా, మరొక ఏడాది తక్కువ వున్నా భరించాల్సింది రైతు మాత్రమే. 2005లో వున్న కనీస మద్దతు సగటు ధర 575తో 2015లో వున్న సగటు ధర 1430తో(సూపర్‌ ఫైన్‌, ఫైన్‌ రెండింటి సగటు) పోల్చితే మద్దతు ధర 147శాతం పెరిగింది. ఇదే సమయంలో 2005 జనవరిలో మార్కెట్‌లో రైతుకు లభించిన 634తో 2015లో వున్న 1363 రు.లను పోల్చితే పెరుగుదల 114శాతమే. ఆ విధంగా చూసినపుడు ఏం జరిగిందనేది వ్యాఖ్యానించాల్సిన అవసరం లేదు. అధికారిక అంకెలే పరిస్ధితిని వివరిస్తున్నాయి.

1990 నుంచి మన దేశం నూతన ఆర్ధిక విధానాలను ప్రవేశపెట్టింది. ప్రభుత్వాలు శాంతి భద్రతలు, కరెన్సీ, సరిహద్దుల రక్షణ,సైన్యం వంటి వాటికి మాత్రమే పరిమితమై మిగతా రంగాల నుంచి తప్పుకొని మార్కెట్‌ శక్తులకు వాటిని వదలి వేయాలి. అప్పుడే జనానికి మెరుగైన సేవలు అందుతాయి.అని చెప్పారు. దానికి అనుగుణంగానే ఒక్కొక్క బాధ్యత నుంచి ప్రభుత్వాలు తప్పుకొంటున్నాయి. వాటి మంచి చెడ్డలు, విమర్శలు, ప్రశంసల గురించి ఇక్కడ చర్చించబోవటం లేదు. కనీస మద్దతు ధరలు ప్రకటించిన మాత్రాన్నే అవి రైతులకు గిట్టుబాటు కలిగిస్తాయా ? నిజానికి అవి వాస్తవ పెట్టుబడులను ప్రతిబింబిస్తున్నాయా ?

ధాన్యానికి ఆంధ్రప్రదేశ్‌లోని మార్కెట్లలో గత సంవత్సరాలలో లభించిన ధరల వివరాలు ఇలా వున్నాయి. మొదటి కాలంలో ఆ ఏడాది జనవరిలో లభించిన ధర అయితే రెండవ కాలంలో అంతకు ముందు ఏడాది డిసెంబరులో లభించిన ధర, మూడవ కాలంలో అంతకు ముందు సంవత్సరం జనవరి ధర పోలిస్తే మార్పు, నాలుగవ కాలంలో ఏడాదిలో వచ్చిన మార్పుగా గమనించాలి. వుదాహరణకు 2005 జనవరిలో వచ్చిన ధర పక్కనే 2004డిసెంబరులో వచ్చిన ధరగా తరువాత కాలంలో 2004 జనవరి ధర అని గమనించాలి.

మన రాష్ట్రంలోని వాణిజ్య పంటలలో పత్తి ఒకటి. దీని పరిస్థితి ఎలా వుందో చూద్దాం. పత్తి విషయంలో కూడా బాగా మార్కెట్‌కు వచ్చే జనవరి నెల గణాంకాలనే తీసుకోవటం జరిగింది.

పత్తి రైతులు గతంలో విచక్షణా రహితంగా సింథటిక్‌ పైరిత్రాయిడ్స్‌ వాడిన కారణంగా పర్యావరణ సమతూకం దెబ్బతిని తెల్లదోమ, పచ్చపురుగు ప్రబలి పంట దెబ్బతిని ప్రకాశం, గుంటూరు జిల్లాలో రైతులు ఆత్మహత్యలకు పాల్పడ్డారు. తరువాత రైతుల పాలిట కల్పతరువుగా బిటి పత్తి వచ్చిందన్నారు. అయినా దేశంలో అనేక చోట్ల పత్తి రైతులు ముఖ్యంగా మహారాష్ట్ర వంటి చోట్ల ఆత్మహత్యలు ఆగలేదు. ఆ బీటీ పత్తే కారణమని విశ్లేషకులు ఇప్పుడు చెబుతున్నారు. పైన పేర్కొన్న పట్టిక ప్రకారం ఆంధ్రప్రదేశ్‌లో జనవరి నెలలో పత్తి సగటు ధర రు.2,973.48, అదే దేశ సగటు రు3,498.84 వుంది. ఈ కాలంలో పత్తి సగటు కనీస మద్దతు ధర రు.3017.50 వుంది. పొడవు పింజ పత్తి మద్దతు ధర ఈ కాలంలో రు.1960 నుంచి రు.4050కి 106 శాతమే పెరిగింది.ఈ కాలంలో ప్రయివేటు మార్కెట్‌లో 2005జనవరి ధరతో 2015జనవరి ధరతో పోల్చితే పెరుగుదల 118శాతం వుంది. గమనించాల్సిందేమంటే అప్పుడూ ఇప్పుడూ పత్తి కనీస మద్దతు ధరల కంటే తక్కువే రు.1815-3972 మధ్యవుంది. మధ్యలో కొన్ని సంవత్సరాలు కనీస మద్దతు ధర కంటే బహిరంగ మార్కెట్‌లో ఎక్కువ పలికినప్పటికీ దాని వలన రైతులకు పెద్దగా ఒరిగింది లేదు.సగటున ఎంత దక్కిందన్నదే ముఖ్యం.
