Since the 1980s, Brazil’s Workers’ Party has been one of the largest political parties of the left in Latin America. It has held power at the federal level in Brazil, in coalition with other parties, since January 2003, and figured prominently as one of the central representatives of the ‘pink tide’ running against neoliberalism in Latin America. But just as the pink tide has been fracturing, from internal challenges in some cases and electoral reaction in others, a deep institutional crisis is consuming the PT government of Dilma Rousseff and, indeed, exposing political rot across the state institutions.

The aggregate Budget Estimates (BE) for total Direct and Indirect Tax Revenues for FY 2015-16 was Rs 14.45 Lakh Crore which was revised to Rs 14.55 Lakh Crore (RE). The actual collection (provisional) is Rs 14.60 Lakh Crore. The total collection has exceeded the RE and represents a growth of 17.6% compared to the last financial year.

The Indirect Tax revenue (provisional) collections stand at Rs 7.11 Lakh Crore and has exceeded the BE and RE by Rs 65,618 Crore and Rs 9,885 Crore respectively. This represents a robust growth of 31.1% over revenue receipts in 2014-15.

The Direct Tax revenue collections (prov.) stand at Rs 7.48 Lakh crore which is only slightly lower than the RE of Rs 7.52 Lakh Crore. This represents a growth of 7.61% over the receipts in 2014-15.

The Central Statistics Office (CSO), Ministry of Statistics and Programme Implementation has revised the Base Year of the Consumer Price Index (CPI) from 2010=100 to 2012=100 with effect from the release of indices for the month of January 2015.

  1. In this press note, the CPI (Rural, Urban, Combined) on Base 2012=100 is being released for the month of February 2016. In addition to this, Consumer Food Price Index (CFPI) for all India Rural, Urban and Combined are also being released for February 2016. Inflation rates (on point to point basis i.e. February 2016 over February 2015), based on General Indices and CFPIs are given as follows:

  1. Provisional indices for the month of February 2016 and also the final indices for January 2016 are being released with this note for all-India and for State/UTs. All-India provisional General (all- groups), Group and Sub-group level CPI and CFPI numbers for February 2016 for Rural, Urban and Combined are given in Annexure I. The General Indices (Provisional) for the month of February 2016 for Rural, Urban and Combined are 127.8, 123.8 and 125.9 respectively.  The CFPI for Rural, Urban and Combined for the same month are 129.8, 128.2 and 129.2 respectively. The inflation rates of important categories of items are given in Annexure II.
  2. State/UT-wise General provisional CPI numbers for Rural, Urban and Combined are given in Annexure III. Inflation rates of major States, having population more than 50 lakhs as per population Census 2011, are given in Annexure IV. State/UT–wise Group CPIs are available on the Ministry’s website (www.mospi.gov.in).
  3. Price data are collected from selected towns by the Field Operations Division of NSSO and from selected villages by the Department of Posts. Price data are received through web portals, maintained by the National Informatics Centre.

Next date of release:  12th April 2016 (Tuesday) for March 2016

Government of India has set up a dedicated fund called Nirbhaya Fund for implementation of initiatives aimed at enhancing the safety and security for women in the country. The corpus transferred to the Public Account for the Nirbhaya fund till 2014-15 is Rs. 2000 crore.

Further, the Criminal Law Amendment Act, 2013, has been enacted which broadened the definition of rape to include non-penetrative sex and made the criminal provisions relating to rape and sexual violence more stringent. New offences such as acid attack, stalking, sexual harassment, voyeurism and disrobing have also been included. The amendment also mandated all the hospitals, public or private to provide free medical treatment to all victims of acid attack and rape.

The scheme of One Stop Centre for Women affected by violence has been approved with a project cost of Rs. 18.58 crore to be funded under Nirbhaya Fund. Under the scheme, it has been envisaged to establish 1 One Stop Centre in each State/UT in the first phase. The proposals of 31 States/UTs have been approved and funds released to these States/UTs. The One Stop Centre at Chhattisgarh, Chandigarh, Andaman & Nicobar Islands, Andhra Pradesh, Rajasthan, Puducherry, Odisha, Haryana have become operational. As these Centres have been became operational recently, data regarding number of women benefited have been received only from States of Chhattisgarh, Haryana and Odisha. In the quarter ending December, 2015 Chhattishgarh, Haryana and Odisha have reported to have registered 103, 30 and 48 number of cases at their respective Centres.
