**MARKET OUTLOOK**

India & International Market Highlights:

• India`s Cotton exports are expected to rise by 21.27% to 70 lakh bales during the 2015-16 season, mostly due to rise in demand from Pakistan.

• The decline of the Chinese currency renminbi has raised import prices of yarn above domestic price levels.

North Zone:

Cotton traded steady tone across major spot markets of north India on Wednesday.  In Punjab, ready delivery cotton traded at Rs 3545-3550 a maund. In Haryana, it offered at Rs 3,530-3,540 while in Rajasthan, ready delivery new cotton quoted at Rs 3,490-3,550 a maund.

Central Zone:


Cotton spot prices steday tone across west India market on Wednesday. Gujarat Sankar-6 cotton traded at  Rs 33700-34200 per candy. while B-Grade Cotton traded flat at Rs 33200-33500 per candy. V 797 cotton offered at Rs 22500-23500 a candy. While in Maharashtra, mech-1 good grade quoted at Rs 33700-34200 a candy.

South Zone:


Cotton spot price was steady tone across the major trading centers of south India.  

US Cotton Futures :

Cotton futures post biggest gains in two weeks: February 03, 2016 – Cotton futures surged on Monday to their highest single-session gains in two weeks, lifted by a weaker dollar and end-user buying at low price levels and bucking a rout across most commodities. Still, prices remained within the same tight range they have been trading in for months. “They’re not chasing it higher,” said Chris Kramedjian, a risk management consultant with INTL FCStone in Nashville, Tennessee, noting that physical buying evaporated at the upper end of the day’s range. “We’re still in the middle of the range.” March cotton on ICE Futures US settled up 0.66 cent, or 1.1 percent, at 61.79 cents per lb. It traded within a range of 60.85 and 62.00 cents a lb. Total futures market volume rose by 1,696 to 38,571 lots. Data showed total open interest gained 2,648 to 198,357 contracts in the previous session. Certificated cotton stocks deliverable as of January 29 totalled 27,784 480-lb bales, down from 28,706 in the previous session. The dollar index was down 0.59 percent. The Thomson Reuters CoreCommodity CRB Index, which tracks 19 commodities, was down 1.96 percent. Speculators cut their net long position to 18,555 lots from 22,806 lots in the latest week. Pakistan :

Slow off-take on cotton market: February 2nd, 2016 – KARACHI: Much of the trading activity remained around low quality cotton on Monday as the availability of quality lint is becoming difficult with each passing day. Floor brokers said that out of 1.1 million bales held by ginners, only 30 per cent of stocks are of quality lint. On an average 1.2m bales are consumed per month by the spinning industry under normal circumstances, but current depressed demand on the cotton yarn market is keeping cotton off-take slow, they added. With around seven months for the arrival of cotton next crop (2016-17) there should have been frenzied buying from spinners. The spinning industry continues to import cotton from Indian and only last week around one million bales were imported, brokers added. According to market sources, most deals finalised between spinners and ginners were in lower quality cotton priced at Rs5,550 to R5s,650 per maund. The Karachi Cotton Association (KCA) cut its spot rates by Rs50 per maund to Rs5,400. Major deals on ready counter were: 3,700 bales from Sanghar (Rs4,550 to Rs4,725 per maund), 400 bales from Shahdadpur (Rs4,750), 600 bales from Burewala (Rs4,850), 400 bales from Fort Abbas (Rs5,350), 400 bales from Multan (Rs5,400), 400 bales from Layyah (Rs5,500), 600 bales from Mianwali (Rs5,500 to Rs5,550), 600 bales from Yazman Mandi (Rs5,650), 1,000 bales from Rahimyar Khan (Rs5,650).

China :

China to lose, to Vietnam, top rank among cotton importers: 2nd Feb 2016 – China, which last season lost to India the title of the world’s top cotton producer, is to give up top rank in imports too, the International Cotton Advisory Committee said, citing the enhanced competitiveness of polyester. The committee deepened to 40%, from 34%, its forecast for the top in Chinese cotton imports in 2015-16, taking the estimate from 1.2m tonnes to 1.08m tonnes (5.0m bales). Imports at that level – besides coming in below expectations of commentators such as the US Department of Agriculture, which forecasts them at 5.5m bales — would be the lowest in 13 years. And they would, on ICAC projections, demote China to equal second, with Bangladesh, on cotton imports, behind Vietnam, which is expected to buy 1.1m tonnes this season. “Cotton imports by Vietnam in the first four months of 2015-16,” which began in August, “totalled 327,000 tonnes, while those by China totalled 247,000 tonnes,” the committee noted.
Cotton vs polyester:
The ICAC highlighted the role in Vietnam’s rise as a cotton importer, with volumes seen soaring 17% this season, its low labour costs. “Consumption in both Vietnam and Bangladesh is increasing steadily, due to lower production costs, but both produce very little cotton, and instead must rely on imports to meet demand,” the committee said. However, it also flagged the enhanced competitiveness of polyester, of which China produces 72% of global supplies, making this fibre a particularly acute rival to cotton for the country’s mills. Polyester’s discount to cotton has “continued to widen”, the ICAC said, reporting that values of the artificial fibre had averaged 48 cents a pound in the first half of 2015-16. Cotton prices, as measured by the Cotlook A index, averaged 70 cents a pound. “The ongoing drop in polyester prices cuts into cotton’s market share, particularly in China where polyester has been favoured over cotton in recent seasons,” the committee said, cutting by 200,000 tonnes to 7.1m tonnes its estimate for Chinese cotton consumption in 2015-16.
New season forecasts:
The comments came as the ICAC left little changed its forecast for world cotton inventories at the close of this season, pegging the figure at 20.5m tonnes, a drop of some 1.6m tonnes year on year. And, in its first estimates for 2016-17, it forecast a further drop in inventories, albeit at a far slower rate, of some 1m tonnes, against expectations of improved production and flat consumption. Inventories, at 19.5m tonnes, would at the close of 2016-17 fall below 20m tonnes for the first time in four years, but remain high by historical standards, equivalent to 80.7% of annual consumption. Addressing the editors conference on social sector issues in Jaipur on 1st feb  Union Minister for Social Justice and Empowerment, Shri Thaawarchand Gehlot said that, in order to fast track socio–economic development and empowerment of SCs, OBCs, Persons with Disabilities and other vulnerable sections of society, the Government policies and legislations have been reviewed and time bound action plans have drafted for the speedy implementation.

He said that, welfare of SC students has been given very high priority by the Government, hence scholarship for SC students at different levels have been enhanced. Under various Scholarship Schemes over 50 lakh students have been benifited during 2015-16.

The Government has enacted new bill to check the atrocities against SCs. Now many more offences against SCs have been brought under the purview of the Act and provisions have been enforced from January 26, 2016. He said that rehabilitation of manual scavengers is being monitored at highest level to ensure speedy results. State Governments have identified 12226 manual scavengers upto December 2015. Of these, 7364 manual scavengers have been provided financial assistance and skill training for rehabilitation. Not only that to create employment opportunities for women dependants of the Safai Karamcharis, skill training have been provided for Commercial Motor Driving.

 

Keeping in view the changing demographic pattern, socio-economic needs of the senior citizens, a New National Policy for Senior Citizens is under finalization.  Integrated Programme for Older Persons has also been launched and effective scheme for Prevention of Alcoholism and Substance Abuse has been started.

 

In order to promote entrepreneurship among the Scheduled Castes and to provide concessional finance to them ‘Venture Capital Fund for SCs’ has been created by the Government which will result in job creation besides confidence in Scheduled Castes. In the current year also (up September 2015), NBCFDC, with a gross disbursement of Rs.2970.89 Crore, have supported 19,99,519 beneficiaries so far.

 

Shri Thaawarchand Gehlot said the Government has decided to develop all the major spots related life and work of Dr. Ambedkar as memorials. A committee under chairmanship of the Prime Minister has been set up for yearlong celebrations of Dr. B.R. Ambedkar’s 125th anniversary. Co-chairman of the committee, Shri Rajnath Singh, Union Home Minister yesterday reviewed the programmes to be taken up for this purpose. As a part of this celebrations study tour programme of 100 research scholars in four groups of 25 each to the Columbia University USA and London School of Economics UK, where Dr. Ambedkar has taken up his higher studies. During the month of October and November 2015, research scholars have visited the Columbia University, USA and London School of Economics, UK.

 

Regarding efforts being made for empowerment of transgender community, the minister said that his Ministry has drafted an umbrella scheme for empowerment of transgender persons and “The Rights of Transgender Persons Bill, 2015″ has been drafted.

 

Social Welfare and Empowerment Minister said that meaningful thrust has been given to activities aimed at welfare and empowerment of Persons with Disabilities. It is the vision of the Government to have an inclusive society, in which equal opportunities and access is provided for the growth and development of PwDs to lead productive, safe and dignified lives.    In this direction, his Ministry has launched the  “Accessible India Campaign (Sugamya Bharat Abhiyan)” as a  nation-wide flagship campaign  for achieving universal accessibility for PwDs. Under the programme important buildings in 50 cities will be made accessible for the PwDs under a time bound action plan.

 

The Rights of Persons with Disabilities Bill, 2014 has been drafted and all stakeholders are being consulted before it is in parliament. Filling up vacancies earmarked for Persons with Disabilities in the Central Government has been taken up on the priority basis and a time bound action plan has been prepared to fill up 12,786 vacancies.  Launch of National Action Plan for Skill Training of Persons With Disabilities:  within next 3 years, 5 Lakh PwDs to be Skill Trained

 

The minister said that, a new scheme for Cochlear Implant for Empowering Persons with Hearing Disability has been launched in last December using Modern Technology. This involves a surgery costing about Rs.6.00 lakh per child, it will hugely benefit to the poor beneficiaries, especially children, whose parents do not have the capacity to plan such surgery. After the launch in last December, 305 surgeries have been completed. Children who have been performed this surgery have been showing improvement and has started responding to sounds and started speaking.  He observed that “All these children come from poor families and are enjoying the world of sounds and have started developing speech and command on language”.

 

The Ministry of Social Justice and Empowerment has also taken major steps to modernize aids and assistive devices for PwDs. ALIMCO, a PSU under the Ministry, with collaboration world known companies like Ottobock, Germany, Motivation, UK, etc.  1836 Camps for distribution of Aids and Assistive devices have been organized during last 20 months. The Aids & Assistive Devices with cost of Rs.5905.5 Lakh distributed to PwDs.

 

A “Job portal for the PwDs” for facilitating employment of PwDs has been launched. This will aggregate various jobs availability for PwDs in Governments/PSUs and private sector, and facilitate placement and employment of unemployed, skilled and semi-skilled PwDs. Beside this Toll-free “Help Desk/Help Centre” is being developed by the Department. The Department is establishing Five National Sports Centres of Sports to develop and encourage disabled sports persons.

 

Shri Thaawarchand Gehlot expressed the hope that these initiatives taken by the Government will create a homogenous society where all vulnerable class will get equal opportunity for development and to participate in the mainstream.

Supreme Court vacates the interim order of Madras High Court on the issue of patta to Forest Dwellers

The Supreme Court has vacated the interim order of Madras High Court staying the issue of patta under the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006 (in short, FRA) on an application filed by Ministry Tribal Affairs.

While the Forest Rights Act is being implemented across the country it had come to a standstill in the State of Tamil Nadu as the Madras High Court had passed an interim order dated 30.4.2008 whereby the High Court had directed that no patta/title under FRA shall be issued without the permission of the High Court in WP (C) No.4533 of 2008.

Soon thereafter the Ministry of Tribal Affairs filed a petition for transfer of this writ petition to the Supreme Court and also filed a Special leave petition against the interim order of the High Court. Thereafter, the Ministry had also persuaded the State Government of Tamil Nadu to file an application for vacation of the interim order.

A three judge bench of the Supreme Court comprising of Shri Justice Jasti Chelameswar, Shri Justice Abhay Manohar Sapre and Shri Justice Amitava Roy heard the matter 1st Feb 2016. Shri PS Narasimha, Additional Solicitor General appeard for the Ministry of Tribal Affairs, Government of India and submitted that when the FRA is being implemented across the entire country, there is no need for such an order to restrict its operation in only one State. The Court was inclined to agree with the aforesaid submissions, and accordingly passed a detailed order setting aside the interim order dated 30.4.2008 passed by the Madras High Court.

Till date approximately 44.12 lakh claims have been filed and more than 17.10 lakh titles have been distributed in the various States with the exception of the State of Tamil Nadu, where the implementation of FRA has been at a standstill thus far. Though 21,781 claims have been filed in the State of Tamil Nadu and 3,723 titles are ready for distribution, the State Government had, till now, not been able to distribute the titles due to the stay order of the Madras High Court being in force. Now, with the vacation of the interim order, it is anticipated that the filing and processing of claims and recognition of forest rights in the State of Tamil Nadu will gather speed and the forest dwelling Scheduled Tribes and the other traditional forest dwellers in the State of Tamil Nadu can look forward to their forest rights being finally recognised, vested and recorded

Health Ministry issues guidelines on Zika Virus Disease

The Ministry of Health and Family Welfare,India issued guidelines on the Zika virus disease, here today. The text of the guidelines is as follows.

Background

Zika virus disease is an emerging viral disease transmitted through the bite of an infected Aedes mosquito. This is the same mosquito that is known to transmit infections like dengue and chikungunya.  Zika virus was first identified in Uganda in 1947.

World Health Organization has reported 22 countries and territories in Americas1 from where local transmission of Zika virus has been reported. Microcephaly in the newborn and other neurological syndromes (Guillain Barre Syndrome) have been found temporally associated with Zika virus infection. However, there are a number of genetic and other causes for microcephaly and neurological syndromes like Guillain Barre Syndrome.

Zika virus disease has the potential for further international spread given the wide geographical distribution of the mosquito vector, a lack of immunity among population in newly affected areas and the high volume of international travel. As of now, the disease has not been reported in India. However, the mosquito that transmits Zika virus, namely Aedes aegypti , that also transmits dengue virus,  is widely prevalent in India.

A majority of those infected with Zika virus disease either remain asymptomatic (up to 80%) or show mild symptoms of fever, rash, conjunctivitis, body ache, joint pains. Zika virus infection should be suspected in patients reporting with acute onset of fever, maculo-papular rash and arthralgia, among those individuals who travelled to areas with ongoing transmission during the two weeks preceding the onset of illness.

Based on the available information of previous outbreaks, severe forms of disease requiring hospitalization is uncommon and fatalities are rare. There is no vaccine or drug available to prevent/ treat Zika virus disease at present.

World Health Organization has declared Zika virus disease to be a Public Health Emergency of International Concern (PHEIC) on 1stFebruary, 2016.

[1] Zika virus disease has been reported so far in the following countries; Brazil, Barbados, Bolivia, Columbia, Dominican Republic, Equador, El Salvador, French Guyana. Guadeloupe, Guatemala, Guyana, Haiti, Honduras, Martinique, Mexico, Panama, Paraguay, Puerto Rico, St Martin, Suriname, Virgin Island  and Venezuela. It may be noted   that this list is likely to change with time. Hence, updated information should be checked periodically.

In the light of the current disease trend, and its possible association with adverse pregnancy outcomes, the Directorate General of Health Services, Ministry of Health and Family Welfare advises on the following:

  1. Enhanced Surveillance

1.1.      Community based Surveillance

 

  • Integrated Disease Surveillance Programme (IDSP) through its community and hospital based data gathering mechanism would track clustering of acute febrile illness   and seek  primary case, if any,  among those who travelled to areas with ongoing transmission in the 2 weeks preceding the onset of illness.
  • IDSP would also advise its State and District level units to look for clustering of cases of microcephaly among newborns and reporting of Gullian Barre Syndrome.
  • The Maternal and Child Health Division (under NHM) would also advise its field units to look for clustering of cases of microcephaly among new borns.

1.2       International Airports/ Ports

  • All the International Airports / Ports will display billboards/ signage providing information to travelers on Zika virus disease and to report to Custom authorities if they are returning from affected countries and suffering from febrile illness.
  • The Airport / Port Health Organization (APHO / PHO) would have quarantine / isolation facility in identified Airports.
  • Directorate General of Civil Aviation, Ministry of Civil Aviation  will be asked to instruct all international airlines to follow the recommended aircraft disinsection guidelines
  • The APHOs shall circulate guidelines for aircraft disinsection (as per International Health Regulations) to all the international airlines and monitor appropriate vector control measures with the assistance from NVBDCP in airport premises and in the defined perimeter.

1.3       Rapid Response Teams

  • Rapid Response Teams (RRTs) shall be activated at Central and State surveillance units. Each team would comprise an epidemiologist / public health specialist, microbiologist and a medical / paediatric specialist and other experts (entomologist  etc) to travel at short notice  to investigate suspected outbreak.
  • National Centre for Disease Control (NCDC), Delhi would be the nodal agency for investigation of outbreak in any part of the country.

1.4       Laboratory Diagnosis

  • NCDC, Delhi and National Institute of Virology (NIV), Pune, have the capacity to provide laboratory diagnosis of Zika virus disease in acute febrile stage. These two institutions would be the apex laboratories to support the outbreak investigation and for confirmation of laboratory diagnosis.  Ten additional laboratories  would be strengthened by ICMR to expand the scope of laboratory diagnosis.
  • RT- PCR test would remain the standard test. As of now there is no commercially available test for Zika virus disease. Serological tests are not recommended.
  1. Risk Communication
  • The States/ UT Administrations would create increased awareness among clinicians including obstetricians, paediatricians and neurologists about Zika virus disease and its possible link with adverse pregnancy outcome (foetal loss, microcephaly etc). There should be enhanced vigilance to take note of travel history to the affected countries in the preceding two weeks.
  • The public needs to be reassured that there is no cause for undue concern. The Central/ State Government shall take all necessary steps to address the challenge of this infection working closely with technical institutions, professionals and global health partners.
  1. Vector Control
  • There would be enhanced integrated vector management. The measures undertaken for control of dengue/ dengue hemorrhagic fever will be further augmented. The guidelines for the integrated vector control will stress on vector surveillance (both for adult and larvae), vector management through environmental modification/ manipulation; personal protection, biological and chemical control at household, community and institutional levels. Details are at Annexure-I.
  • States where dengue transmission is going on currently due to conducive weather conditions (Kerala, Tamil Nadu etc) should ensure extra vigil.
  1. Travel Advisory
  • Non-essential travel to the affected countries to be deferred/ cancelled2.
  • Pregnant women or women who are trying to become pregnant should defer/ cancel their travel to the affected areas.
  • All travelers to the affected countries/ areas should strictly follow individual protective measures, especially during day time, to prevent mosquito bites (use of mosquito repellant cream, electronic mosquito repellants, use of bed nets, and dress that appropriately covers most of the body parts).
  • Persons with co-morbid conditions (diabetes, hypertension, chronic respiratory illness, Immune disorders etc) should seek advice from the nearest health facility, prior to travel to an affected country.
  • Travelers having febrile illness within two weeks of return from an affected country should report to the nearest health facility.
  • Pregnant women who have travelled to areas with Zika virus transmission should mention about their travel during ante-natal visits in order to be assessed and monitored appropriately.
  1. Non-Governmental Organizations
  • Ministry of Health &FW / State Health Departments would work closely with Non-Governmental organizations such as Indian / State Medical Associations, Professional bodies etc to sensitize clinicians both in Government and private sector about Zika virus disease.

2  Based on available evidence, World Health Organization  is not recommending any  travel or trade restrictions.

  1.         Co-ordination with International Agencies
  • National Centre for Disease Control, Delhi, the Focal Point for International Health Regulations (IHR), would seek/ share information with the IHR focal points of the affected countries and be in constant touch with World Health Organization for updates on the evolving epidemic.
  1.         Research
  • Indian Council of Medical Research would identify the research priorities and take appropriate action.
  1.         Monitoring
  • The situation would be monitored by the Joint Monitoring group under Director General of Health Services on regular basis. The guidelines will be updated from time to time as the emerging situation demands.

మూడు పైసలు అంటే ఎంత అంకుల్‌ అని అడిగాడు మా పక్కింటి ఎలిమెంటరీ స్కూలు పిల్లవాడు. వాడికి ఎలా చెప్పాలో తెలియలేదు. ఎందుకంటే నాణెం లేదు కదా ! అందుకని చిరాకు వేసి నరేంద్రమోడీ బొమ్మ చూపించాను అంత అని. డీజిల్‌ ధరలు మూడు పైసలు, పెట్రోలు ధరలు కొన్ని ప్రాంతాలలో నాలుగు పైసలు, కొన్ని చోట్ల ఐదు పైసలు తగ్గించినట్లు ప్రభుత్వం వుదారంగా ప్రకటించిన సందర్బంగా మూడు పైసలు అంటే నరేంద్రమోడీ గొప్ప అనుకున్నాడో లేక మరో విధంగా అనుకున్నాడో తెలియదు. పాక్‌ ప్రధాని నవాజ్‌ షరీఫ్‌ లీటరు పెట్రోలు ధర ఐదు రూపాయలు తగ్గించాడు, మన ఘనమైన నరేంద్రమోడీ ముష్టి తగ్గింపు గురించి మాట్లాడుకోవటం సిగ్గు చేటు. అసలు దేశంలో ఏం జరుగుతోంది?

తాజాగా కేంద్ర ప్రభుత్వం పెట్రోలుపై లీటరుకు ఒక రూపాయి, డీజిల్‌పై రూపాయిన్నర ఎక్పైజ్‌ సుంకాన్ని పెంచింది.ఈ పెంపుదల మనపై ఏడాదికి దాదాపు 20వేల కోట్ల రూపాయల భారం మోపుతున్నది.ఇదే సమయంలో కేంద్ర ప్రభుత్వం సోమవారం నాడు చేసిన ఒక ప్రకటనలో 2013-14 సంవత్సరాలలో వాస్తవ ధరకంటే పెట్రోలియం వుత్పత్తుల అమ్మకం తరుగు రు.1,39,869 కోట్ల నుంచి రు.72,314 కోట్లకు (మరో మాటలో చెప్పాలంటే ప్రభుత్వం ఇస్తున్న సబ్సిడీ మొత్తం ఇది) తగ్గిపోయాయి. మరో రెండు నెలల్లో ముగియనున్న ఆర్ధిక సంవత్సరంలో ఈ మొత్తం ఇంకా గణనీయంగా తగ్గనుంది.ప్రపంచ మార్కెట్లో చమురు ధరలు ఎంతగా తగ్గాయంటే పేదలకు ఇస్తున్న సబ్సిడీ కిరోసిన్‌పై జనవరి నెలలో ఒక లీటరుకు ప్రభుత్వానికి రు.9.16పైసలు పడితే ఈనెల నుంచి రు.5.11కు తగ్గనుంది.ఇదే విధంగా ఎల్‌పిజి ిబ్సిడీ కూడా గణనీయంగా తగ్గిపోయింది.

నరేంద్రమోడీ ప్రధాని బాధ్యతలు స్వీకరించిన గత 20నెలల్లో చమురు ధరలు, రూపాయి విలువలు, పెట్రోలు ధరలలో వచ్చిన మార్పులు ఎలా వున్నాయో చూడండి.(పీపా ఖరీదు డాలర్లలో, మిగిలిన ధరలు రూపాయలలో, డీ.మా( డీలర్ల మార్జిన్‌) ఢిల్లీ మార్కెట్‌ ధరలివి. వ్యాట్‌ రేట్లలో అంతకంటే ఎక్కువ వుంటే రేట్లు పెరుగుతాయి, తక్కువ వుంటే తగ్గుతాయి.

దీన్ని బట్టి మనకు ఏం అర్ధం అవుతోంది? పెట్రోలు లీటరు ధర దాదాపుగా 60 రూపాయలుగా ఖరారు చేసినట్లు కనిపిస్తోంది. రాబోయే రోజుల్లో ఇంకా తగ్గితే ఆ మేరకు పన్నులు పెంచి అక్కడే వుండేట్లు చేస్తారు. లేదూ పెరిగితే ధరలు పెరిగితే వినియోగదారులపై మోపే విధానం అనుసరిస్తున్నాం అని చెబుతున్నాం కదా అని రేటు పెంచుతారు. దేశంలో ఏం జరిగినా మనకెందుకులే, మనమేం చేస్తాంలే అనే నిర్లిప్తత ప్రదర్శించే ధోరణి ఇటీవలి కాలంలో పెరిగి పోయింది. దీన్ని అవకాశంగా తీసుకొని పాలకులు భారాలు పెంచుతున్నారు.అవి చివరికి సామాన్యులపైకే నెట్టబడుతున్నాయి.

The under-recoveries for 2014-15 have been Rs 72,314 crore. The figure was Rs 1,39,869 crore for 2013-14.

Under-recoveries for the month of February 2016 will be Rs 5.11 per litre in case of PDS Kerosene

The Petroleum Planning and Analysis Cell (PPAC) under the Ministry of Petroleum and Natural Gas has reviewed international prices of crude oil and petroleum products for the month of January 2016. In the case of PDS Kerosene, the under-recoveries for the month of February 2016 will be Rs 5.11 per litre (Rs 9.16  per litre in last month). The cash transfer to customer under DBTL will be Rs 155.78, out of which Rs. 108.12 will be Cash Compensation on Domestic LPG by Govt. to consumers & Rs 47.66 will be the Cash compensation on Domestic LPG by OMCs towards ‘Uncompensated Costs’ to consumers.

పంజాబ్‌ గోసేవ కమిషన్‌ అధ్యక్షుడు కిమిటీ భగత్‌ ఒక ప్రకటన చేస్తూ రోడ్లపై వదలి వేసిన ఆవులను స్మార్ట్‌ సిటీ ప్రాజెక్టు పరిధిలోకి తేవాలని కోరారు.ఇదెక్కడో బయట చేసిన ప్రకటన కాదు, జలంధర్‌ నగరంలో జరిగిన ఒక అధికారిక సమావేశంలోనే చెప్పారు.

     ఈ శాన్య రాష్ట్రమైన అరుణాచల్‌ ప్రదేశ్‌లో కేంద్రం విధించిన రాష్ట్ర పతి పాలన తీవ్ర వివాదాస్పదంగా మారింది. ఎన్నోసార్లు అక్రమంగా ఆ అస్త్రాన్ని వాడుకున్న మీకు మా చర్యను విమర్శించే హక్కు లేదని కాంగ్రెస్‌ నేతలను బిజెపి పెద్దలు చీల్చి చెండాడుతున్నారు. రాజభవన్‌ వెలుపల జరిగిన గోవధ కారణంగా అక్కడ శాంతి భద్రతలు దిగజారిపోయాయని గవర్నర్‌ జ్యోతి ప్రసాద్‌ రాజ్‌కోవా కేంద్రానికి పంపిన నివేదికలలో వున్నదంటే నమ్ముతారా ? రాష్ట్ర పతి పాలన విధింపునకు గల కారణాలను తెలపాలని అడిగిన సుప్రీం కోర్టుకు గవర్నర్‌ న్యాయవాది సత్యపాల్‌ జైన్‌ సమర్పించిన ఆధారాలలో గోవధకు సంబంధించిన ఫొటోలు కూడా వున్నాయి.అరుణాచల్‌లో ఆవును మిథున్‌ అని పిలుస్తారు, దానిని రాష్ట్ర జంతువుగా ప్రకటించారు.అసెంబ్లీ సమావేశాలను ముందుగానే జరపాలని గవర్నర్‌ జారీ చేసిన ఆదేశాలను గౌహతి హైకోర్టు తాత్కాలికంగా నిలుపుదల చేసిన తరువాత డిసెంబరు 17న రాజభవన్‌ ఎదుట అనేక మంది కాంగ్రెస్‌ నేతలు పాల్గొని ఆవును బలి ఇవ్వటం కూడా శాంతి భద్రతలు దిగజారాయనటానికి ఒక కారణంగా గవర్నర్‌ పేర్కొన్నారు.

    దేశంలో రాజకీయాలు ఎటు పోతున్నాయి? ఏదైనా ఒక వ్యాసం రాయమంటే అటు తిప్పి ఇటు తిప్పి ఆవు మీద రాసినట్లుగా కాషాయపరివార్‌ ప్రతిదానికీ ఆవును రాజకీయాలలోకి తెస్తోందన్నది ఇంకా అర్ధం కాని వారెవరైనా వుంటే తెలుసుకోవటం మంచిది.ఆవును వధించిన వారిని చంపాలని వేదాలు చెప్పాయని ఈ రోజుల్లో చెప్పటమంటే సమాజాన్ని మధ్యయుగాల్లోకి, అంతకు ముందుకు తీసుకువెళ్లాలనే ప్రయత్నం తప్ప మరొకటి కాదు. గొడ్డు మాంసం తినటానికి, అమ్మటానికి వీల్లేదని ఆంక్షలు విధించటం, తిన్నవారిని ఆవు మాంసం తిన్నారనే పేరుతో చంపివేయటం పచ్చి అనాగరికం.

     భారత్‌లో పశువధ శాలలు ఎక్కువగా పాలఫ్యాక్టరీలు ఎక్కువగా అని అడిగితే ఎవరైనా టక్కున చెప్పే సమాధానం పాల ఫ్యాక్టరీలు ఎక్కువ అని. కానీ వాస్తవాలు అలా లేవు మరి. మన కేంద్ర ప్రభుత్వ పశుసంరక్షణ, పాడి పరిశ్రమ, మరియు మత్స్యశాఖ వెల్లడించిన సమాచారం ప్రకారం పశువధ శాలలే ఎక్కువగా వున్నాయి.అధికారికంగా నమోదైన పశువధ శాలలు 1,623, పాల ఫ్యాక్టరీలు 213 , శీతలీకరణ కేంద్రాల వంటివి 793 వున్నాయి. ఆసక్తికరమైన దేమంటే పశుమాంసంపై నిషేధం గురించి బహుళ ప్రచారంలోకి వచ్చిన మహారాష్ట్ర 316 పశువధ కేంద్రాలతో ముందున్నది.తరువాత వరుసగా వుత్తర ప్రదేశ్‌ (285), తమిళనాడు(130) కేరళ(55) పశ్చిమ బెంగాల్‌ (11) సిక్కిం(4) మిజోరం(2) వున్నాయి.ఇవన్నీ ప్రభుత్వం అనుమతి ఇచ్చినవే అని పాల ఫ్యాక్టరీల కంటే మాంస ఫ్యాక్టరీలకు ఎక్కువగా అనుమతిచ్చారని సమాచార హక్కు కార్యకర్త ఒకరు పేర్కొన్నారు.పైన పేర్కొన్నవి ప్రభుత్వం వద్ద నమోదైనవి మాత్రమే. ఇవిగాక స్ధానిక సంస్ధల వద్ద నమోదైన వధశాలలు 4000, నమోదు కానికి 25వేలు వుండవచ్చని అంచనా. అనేక చోట్ల అనుమతి లేకుండా వధిస్తున్నవి రెట్టింపు వుంటాయని వెల్‌కన్‌ యానిమల్‌ హెల్త్‌ సాంకేతిక విభాగ అధిపతి డాక్టర్‌ అవినాష్‌ శ్రీవాత్సవ అంటున్నారు.

    బీహార్‌ ఎన్నికలలో లబ్ది పొందేందుకు బిజెపి ఆవు రాజకీయం చేసిందని, తమిళనాడులో ఎద్దుల రాజకీయం చేసిందన్న విమర్శలు వచ్చిన విషయం తెలిసిందే.కేరళ, పశ్చిమ బెంగాల్‌, అరుణాచల్‌ ప్రదేశ్‌, మిజోరాం, మేఘాలయ, నాగాలాండ్‌, త్రిపుర, సిక్కిం రాష్ట్రాలలో అవులతో సహా దేని వధపైనా ఎలాంటి నిషేధాలు లేవు.

పశువధ నిషేధం-ఆర్ధిక వ్యవస్ధపై ప్రభావం

    ప్రపంచంలోని పశు సంపదలో 13శాతం(19.1కోట్లు) మన దేశంలోనే వుంది, ప్రపంచ గేదె(బర్రెలు)లలో 56శాతం(11 కోట్లు) మనవే.ఇంత పశుసంపద వున్నపుడు వాటిని మాంసం కోసం వధించకుండా నిషేధిస్తే ఆర్ధిక వ్యవస్ధపై దాని ప్రభావం తప్పుకుండా వుంటుంది. ప్రపంచంలో ఎక్కువగా పాలు వుత్పత్తి చేసే మనదే అయినప్పటికీ వాటిలో 55శాతం గేదె పాలే. మాంస వుత్పత్తిలో ప్రపంచంలో ఐదవ స్ధానంలో వున్నాము.ప్రస్తుతం వున్న చట్టాల ప్రకారం మధ్య, తూర్పు రాష్ట్రాలలో కోడెలు, ఎద్దులను మాత్రమే వధించటానికి అనుమతిస్తున్నాయి. ఢిల్లీ, గుజరాత్‌, మహారాష్ట్ర, ఎంపీ, పంజాబ్‌, రాజస్ధాన్‌,యుపిలలో పూర్తి నిషేధం వుంది. ఈ కారణంగానే ఈ రాష్ట్రాల నుంచి పశుసంపదలను తరలించటం అక్రమంగా పరిగణించి కొందరు చట్టాన్ని తమ చేతుల్లోకి తీసుకుంటున్నారు. ఆదివారం నాడు ఢిల్లీలో అదే జరిగింది. ఈశాన్య రాష్ట్రాలైన మిజోరాం, మణిపూర్‌,నాగాలాండ్‌, అరుణాచల్‌ ప్రదేశ్‌, త్రిపుర, పశ్చిమబెంగాల్‌, కేరళ రాష్ట్రాలలో కొన్ని షరతులకు లోబడి పశువధకు అనుమతి వుంది.

     ఆవు, పశుమాంస రాజకీయాల కారణంగా మాంస ఎగుమతులు గణనీయంగా పడిపోయాయి. రాయిటర్‌ వార్తా సంస్ధ వెల్లడించిన సమాచారం ప్రకారం గత ఏప్రిల్‌-సెప్టెంబరు)ఆరునెలల్లో 13.2శాతం గేదె, దున్న మాసం ఎగుమతులు పడిపోగా 15.5శాతం ఆదాయం పడిపోయింది. తోళ్ల పరిశ్రమపై 25లక్షల మంది వుపాధి పొందుతున్నారు. వీరిలో అత్యధికులు దళితులు, గిరిజనులే అని చెప్పనవసరం లేదు. ఇప్పుడు ఆ పరిశ్రమలోని వారు కూడా ఎప్పుడేం జరుగుతుందో ఎవరు వచ్చి ఆవుతోళ్లను తీస్తున్నారని దాడులు చేస్తారోనని భయపడుతున్నారు.చివరకు చచ్చిపోయిన ఆవులను ముట్టుకొనేందుకు కూడా భయపడుతున్నారని కాన్పూరుకు చెందిన ఒక తోళ్ల శుద్ది యజమాని వాపోయారు. పులి చర్మకంటే ఆవు చర్మ రవాణా ప్రమాదకరంగా మారిందన్నారు.దీంతో అనేక కంపెనీలు సిబ్బందిని తగ్గించుకున్నాయి.

    సాధారణంగా రైతులు వట్టిపోయిన ఆవులు, గేదెలను విక్రయిస్తారు. వాటిని కొన్నవారు పశువధ శాలలకు తరలిస్తారన్నది అందరికీ తెలిసిన సత్యం. ఇప్పుడు మాంసం, వధపై నిషేధం విధించటంతో రైతులు వాటిని వీధులలో వదలి వేస్తున్నారు. అది వారికి ఆర్ధికంగా నష్టంతో పాటు అనేక సమస్యలను తెచ్చిపెడుతున్నాయి. ఎవరైనా వాటిని పట్టుకొని తరలిస్తే సంఘపరివార్‌ కార్యకర్తలు దాడులు చేస్తున్నారు, వాటిని వీధుల్లో వదలి వేస్తే పర్యావరణ సమస్యలు ముఖ్యంగా పట్టణాలలో రవాణా, తదితర సమస్యలను ముందుకు తెస్తున్నాయి. 2012 గణాంకాల ప్రకారం దేశంలో 53లక్షల పశువులు అటు పాడికి, ఇటు వ్యవసాయానికి పనికిరానివి వున్నాయని అంచనా.వాటిలో పదిలక్షల పశువులను పట్టణాల్లో వదలి వేశారని లెక్కలు చెబుతున్నాయి. వీటికి ఆహారం, వైద్యం ఏవీ అందవు. ఎవరూ బాధ్యత తీసుకోరు. అనేక చోట్ల రోడ్డు ప్రమాదాలకు ఈ పశువులు కారణమౌతున్నాయి. భారత దేశం ఎదుర్కొంటున్న అపరిశుభ్రత సమస్య లలో ఇలా వదలి వేసిన పశువుల నుంచి కూడా వుత్పన్నమౌతోందని ప్రపంచ ఆరోగ్య సంస్ధ చెప్పింది. పర్యావరణ సమస్యలతో పాటు అనేక వ్యాధులను ఇవి ఒక చోటి నుంచి మరోచోటికి వ్యాపింప చేస్తున్నాయి.

ఆవులకూ స్మార్ట్‌ సిటీలు !

     నరేంద్రమోడీ సర్కార్‌ సమాజంలోని ధనికులకే కాదు, వారితో సమంగా వీధులలో తిరిగే ఆవులూ, గేదెలకూ స్మార్ట్‌ సిటీలను నిర్మిస్తుందా ? మానవులకు అన్ని వసతులూ ఒకేచోట కల్పించినట్లుగా ఈ పశువులకూ కల్పించని పక్షంలో అవొక సమస్యగా మారేట్లు వున్నాయని అనేక మంది ఆందోళన వ్యక్తం చేస్తున్నారు. పంజాబ్‌ గోసేవ కమిషన్‌ అధ్యక్షుడు కిమిటీ భగత్‌ ఒక ప్రకటన చేస్తూ రోడ్లపై వదలి వేసిన ఆవులను స్మార్ట్‌ సిటీ ప్రాజెక్టు పరిధిలోకి తేవాలని కోరారు.ఇదెక్కడో బయట చేసిన ప్రకటన కాదు, జలంధర్‌ నగరంలో జరిగిన ఒక అధికారికి సమావేశంలోనే చెప్పారు.కొంత మంది కేవలం ఆవులకు మాత్రమే పునరావాసం ఎందుకు కల్పించాలి? మిగతా పశువులను ఎందుకు మినహాయిస్తున్నారని అభ్యంతర పెట్టారు.వీధి కుక్కలు అనేక మందిని బలిగొన్నాయని, వాటిని స్మార్ట్‌ సిటీ పరిధిలోకి ఎందుకు తీసుకురారని ప్రశ్నించారు. గోవులకు మాత్రమే గోవుల బోర్టు వుంటే అంతరిస్తున్న మిగతా జంతువుల సంగతేమిటని కూడా వారు ప్రశ్నిస్తున్నారు. రాజకీయాలకు మాత్రమే సరిపోయే జంతువుల గురించే మాట్లాడటం సరైనది కాదని నిరసన వ్యక్తం చేస్తున్నారు.

    పంజాబ్‌లోని అనేక పట్టణాలు ఈ సమస్యను ఎదుర్కొంటున్నాయి. లూధియానా చుట్టూ ఒక్క్కొ దానిలో 70వేల ఆవులున్న రెండు పెద్ద డైరీలు వున్నాయి. చిన్నవి చాలా వున్నాయి. వట్టి పోగానే వాటినుంచి వీధులలోకి వదలి వేస్తున్నారు. వీధి ఆవుల సంరక్షణకు లూధియానా నగరపాలక సంస్ధ ఏటా కోటీ 30లక్షల రూపాయలు ఖర్చు చేస్తోంది.అయినా సమస్య తీరలేదు.ఏడాది కేడాది పెరుగుతూనే వున్నాయి. నిధుల కొరతను అధిగమించేందుకు పంజాబ్‌ విద్యుత్‌ కార్పొరేషన్‌ ఆవు సెస్సు పేరుతో వినియోగదారులను బాదటం మొదలు పెట్టింది.యూనిటక్‌ పది పైసల వంతున విధిస్తే నెలకు అదనంగా రెండు కోట్ల రూపాయల ఆదాయం వస్తుందట.

Why People Around the World are Rooting for Bernie Sanders

The United States is as good a democracy as any other in formal terms but there has been a great amount of despair about the actual control its citizens exercise over the country’s political institutions and policies. Between them, two political parties divide up the US political spectrum, creating a narrow zone of elite consensus within which politics is allowed to play. The stranglehold of big business over election finance, aided by some significant court decisions, helps fix the boundaries of this elite consensus.But then democracy has a way of throwing up surprises. The 2016 presidential election is different from earlier contests because of the way in which this widely resented elite consensus is being challenged from left and right. In this sense, both Donald Trump, the by-now famous Republican hate-monger, and Bernie Sanders, the challenger to Hillary Clinton’s bid for the Democratic Party’s nomination, represent a similar political impulse. A huge public sentiment, in its primordial form, is trying to defy the limits that the elite consensus affords people – turning the primaries into a battle between elitism and populism.

Populists appeal directly to strongly felt hopes and fears. And it is here that the resemblance between Trump and Sanders ends abruptly. Trump is seeking to make capital of people’s deep fears and anxieties. Sanders, on the other hand, is appealing to what remains of the American people’s hopes of getting a fair and just deal in society.

Sanders presents a simple pitch based on three clear socio-economic issues, and a political one. He promises free healthcare, free higher education (primary education being already free) and a decent minimum wage, for all. He is unhesitant in saying that for achieving these he will indeed raise taxes, though the bulk of the money will come from taxing the top fraction of a percent. And he provides figures to back his proposals. The core political element of his programme is that he promises to ‘really’ clamp down on corporate influence over politics and political funding. The fact that he takes no funds from the big corporates makes his claim credible among voters.

What makes Sanders’ programme attractive to poor and middle class America is the growing inequality in the country. But the humanistic logic of his four key demands is winning him a following even among those who may not be the ‘biggest gainers’ of his proposed reforms – eg. white, college-educated, young men.

If the rest of the world is waiting eagerly for the results of the first Democratic Party primary in Iowa on Monday, it is because of this humanist and idealist content of Sanders’ campaign. The next primaries are in New Hampshire, where the polls show the ‘socialist’ Sanders leading Clinton. Although these are the only two states yet where Sanders is giving such a strong challenge to Clinton – and the latter stays comfortably ahead in country-wide  opinion polls – the results of these first two states have historically given an important boost to whoever wins them.

What Sanders means to the world

Apart from the economic and political influence that it exercises globally, the US has a strong ideological impact on the world too. American soft power has been especially devastating in terms of its export of neoliberal ideology, wherein corporates are the preferred vehicle for economic activity, even in the social sector, with the role of governments relegated to smaller and smaller niches.

If Bernie Sanders becomes the next president of the United States, free health, education, and a decent minimum wage – and a clear message to big business to rein in its economic greed and political aspirations – can be expected to become strong elements of US national policy. This will hit at the very heart of the neoliberal global establishment. It could significantly weaken this establishment’s ideological strength, which it currently packages so well that it has been able to sell it successfully to a very big part of the global population, especially the middle and aspirational classes.

Now, if a font of such an alternative discourse, as anchored by Sanders’s campaign, erupts from the very epicentre of the global neoliberal order, it could have a strong cascading effect. What Sanders demands may already be standard fare in many European countries but social services there are wilting under the pressure of austerity.  For developing countries, making free health and education and decent minimum wages for all the responsibility of the state can become the cornerstone of a new politics.

Of course, the fate of Sanders is not known and one ought not to give the possible result of the presidential election in the US any disproportionate or implausible weight in term of our political futures. Even if it comes to pass, such a favourable result will be the child of its times – with its complex social and political realities – and its possible global impact would also be tempered by that context. But we must remember that politics and history do not follow linear logics. Iowa on Monday may well open a new chapter in the global struggle for a more just and equal world.
