గత వారంలో అర్జెంటీనాలో జరిగిన అధ్యక్ష ఎన్నికలలో చారిత్రాత్మక విజయం సాధించినట్లుగా మీడియా వర్ణించిన మితవాద మారిసియో మస్రీ సాధించిన ఓట్లు 51.4 శాతం కాగా వామపక్ష పెరోనిస్టు అభ్యర్ధి సిసోలీకి 48.6శాతం వచ్చాయి.ఇదే సమయంలో ఐరోపాలోని పోర్చుగీసులో మితవాద ప్రభుత్వం కూలిపోయి వామపక్ష, కమ్యూనిస్టులతో కూడిన సంకీర్ణ ప్రభుత్వం అధికారంలోకి వచ్చింది. లాటిన్‌ అమెరికాలో పరిమిత విధానాలను అమలు జరిపిన వామపక్షాల కూటమిపై జనం అసంతృప్తిని వ్యక్తం చేసి ఒక మితవాదికి పట్టం కట్టారు. ఐరోపాలో మితవాదులను ఓడించి పోర్చుగీసులో జనం వామపక్ష, కమ్యూనిస్టులకు పట్టం కట్టారు. ఇది నిజంగా విచిత్రమైన పరిస్ధితి. ఆయా దేశాలలో అనుసరించిన విధానాలే ఈ ఫలితాలకు దారితీశాయి. ఒక చోట వైఫల్యంపై మరోచోట లభించిన విజయాన్ని మరింత పటిష్ట పరచుకోవటంపై రెండు చోట్లా వామపక్షాలు, కమ్యూనిస్టులు గుణపాఠాలు తీసుకోవాల్సి వుంది.

లాటిన్‌ అమెరికాలో గత పదిహేను సంవత్సరాలుగా కొన్ని దేశాలలో వామపక్ష కూటములు వరుస విజయాలు సాధిస్తున్న క్రమంలో పన్నెండేళ్ల పాటు అధికారంలో వున్న అర్జెంటీనా వామపక్ష కూటమి స్వల్ప తేడాతో అయినా ఓడిపోవటం సామ్రాజ్యవాదులు, వామపక్ష వ్యతిరేకులకు, మితవాదులకు చారిత్రకంగా కనిపించటం ఆశ్చర్యం కాదు. ఒక విధంగా ఇప్పుడు లాటిన్‌ అమెరికా వామపక్షాలు ఒక చౌరాస్తాకు చేరాయి. ఎటువైపు పోవాలో నిర్ణయించుకోవాల్సిన సమయం ఆసన్నమైంది. దశాబ్దన్నర కాలంగా నయా వుదారవాద విధానాలతో విసిగి పోయిన జనానికి వుపశమనం కలిగించే చర్యలతో, కొన్ని ముఖ్యమైన సంస్కరణలతో సామాన్య ప్రజలకు దగ్గరయ్యాయి. అంతకు ముందు నిరంకుశ పాలకులు చేసి పోయిన అపరిమిత అప్పులు తీర్చటంతో పాటు, అమెరికా వంటి ధనిక దేశాలకు ఎగుమతులు చేసే దేశాలుగా, ఆధారపడేవిగా వున్న స్ధితి నుంచి ప్రత్యామ్నాయ ఆర్ధిక వ్యవస్ధలను ఇంకా నిర్మించుకోవాల్సి వుంది. ఈ క్రమంలో తలెత్తిన సమస్యలతో అటు కార్పొరేట్‌ సంస్థల నుంచి తీవ్ర వ్యతిరేకతతో పాటు సామాన్య జనం నుంచి అసంతృప్తిని కూడా ఎదుర్కోవాల్సి వస్తోంది. ఈ సమస్యలను పరిష్కరించుకోవాలంటే వామపక్షాలు మరో అడుగు ముందుకు వేయాల్సి వుంది. ఆ అడుగు ఎలా అన్నదే సమస్య.

పారిశ్రామిక, వాణిజ్యవేత్త అయిన మస్రి ఓటర్ల ముందు తన అసలైన అజెండాకు బదులు జనాన్ని బుజ్జగించే వాగ్దానాలతో ముందుకు వచ్చాడని గమనించాలి.అర్జెంటీనాలో వామపక్షాలు అధికారానికి రాకముందు 1970,80ద శకాలలో రక్తతాగిన నియంతలు సాగించిన యుద్ధాల కారణంగా, ఇతరంగా చేసిన అప్పులను పూర్తిగా తీర్చాలంటూ రుణ జలగలు డిమాండ్‌ చేస్తున్నాయి. వాటిని పరిష్కరిస్తానని చెప్పటమే కాకుండా నియంతల పాలనా కాలంలో అదృశ్యమైన 30వేల మందికి సంబంధించిన విచారణలలో మాజీ సైనిక, పోలీసు అధికారులపై కేసులు ఎత్తివేస్తానని అటు ధనికులు, నిరంకుశ శక్తులకు వాగ్దానం చేశాడు. మరోవైపున సామాన్య జనం ఎదుర్కొంటున్న సమస్యలు తీరుస్తానని మస్రి చేసిన వాగ్దానాలతో అటు ధనికులు, అర్జెంటీనా చరిత్రలో తొలిసారిగా కొందరైనా పేదలు మితవాదులవైపు మొగ్గు చూపిన కారణంగానే స్వల్ప మెజారిటీతో ఫలితాలు మితవాదులవైపు మొగ్గు చూపాయి. ఇదొక ప్రమాదకర, వామపక్షాలు తీవ్రంగా ఆలోచించాల్సిన పరిణామం.మితవాదులు అటు మిలిటరీ తిరుగుబాట్లు లేదా వారి మద్దతుతో మాత్రమే అధికారానికి వచ్చిన సందర్బాలు గతంలో వున్నాయి కానీ ప్రజాస్వామ్యబద్దంగా జరిగిన ఎన్నికలలో ఎప్పుడూ రాలేదు.

దీనికి ప్రధాన కారణాలుగా చూస్తే ఎన్నికల ప్రచారంలో ఎక్కడా నిర్ధిష్టవాగ్దానం చేయకపోవటం, గతంలో జనం తిరస్కరించిన నయా వుదారవాద విధానాలన్నింటికీ తాను వ్యతిరేకమని గట్టిగా చెబుతూ సామాన్య ఓటర్లను కొంతమేరకైనా నమ్మించగలగటం ఒకటి.వాగ్దానం వుదాహరణకు అర్జెంటీనా ఎయిర్‌లైన్స్‌, ప్రభుత్వ రంగంలోని పెట్రో కంపెనీలను తిరిగి ప్రయివేటీకరించనని ఓటర్ల ముందు నమ్మబలికాడు. కిర్చినర్‌ ప్రభుత్వం చేసిన మంచి పనులను కొనసాగిస్తానని, ప్రజలు అసంతృప్తితో వున్న కిర్చినర్‌ సర్కార్‌ విధానాలపై ఈ ఎన్నికలు ఒక ప్రజాభిప్రాయ సేకరణగా ప్రచారాన్ని మలిచాడు తప్ప విధానాల గురించి సాధ్యమైనంత వరకు తప్పించుకున్నాడు.

తొలి విడత ఎన్నికలలో పెరోనిస్టు తిరుగుబాటు అభ్యర్ధి అయిన సెరిజియో మాసా 21.39శాతం ఓట్లు తెచ్చుకున్నాడు. రెండవ విడత ఓటింగ్‌లో మితవాద అభ్యర్ధికి మద్దతు ప్రకటించటం కూడా మస్రికి కలసి వచ్చింది. పెరోనిస్టు పార్టీ అభ్యర్ధిగా సిసియోలీ ఎంపిక కూడా సరైందని కాదని ఫలితాలు రుజువు చేశాయి. ఎన్నికల ముందు వరకు అతను గవర్నరుగా వున్న రాష్ట్రంలో అధికార పార్టీ ఓడిపోవటాన్ని బట్టి ఓటర్లలో అతిన పట్ల వున్న వ్యతిరేకత వెల్లడించింది. అతిని ఎన్నిక పట్ల ప్రారంభం నుంచి వుత్సాహం కన్పించలేదు.

గత ప్రభుత్వాలు చేసిన అప్పులు కారణంగా 2000 సంవత్సరాలలో సంభవించిన ఆర్ధిక సంక్షోభాలతో అస్ధిర పరిస్ధితులు ఏర్పడ్డాయి. ఆ అప్పును చెల్లించేందుకు తరువాత అధికారంలోకి వచ్చిన వామపక్ష ప్రభుత్వాలు తిరస్కరించాయి. ఆ సమస్య ఇంకా వివాదంలోనే వుంది. ఈ విషయమై అర్జెంటీనా వెలుపుల కోర్టులకు లాగేందుకు రుణ సంస్ధలు ప్రయత్నించాయి. వాటిని కిర్చినర్‌ సర్కార్‌ తిరస్కరించింది. ఆ అప్పు వంద బిలియన్‌ డాలర్లు వుంది. ఈ పూర్వరంగంలో ఆ మొత్తాలను తాను తీర్చివేస్తానని మస్రి కొద్ది నెలల క్రితం చెప్పాడు. ఇప్పుడు వాటిని ఎలా తీరుస్తాడన్నది ఒక ప్రశ్న.

పార్లమెంట్‌ దిగువ సభలోని 257 స్ధానాలకు గాను మస్రి నాయకత్వం వహించే పార్టీకి కేవలం 41 సీట్లు మాత్రమే వున్నాయి. వామపక్ష పెరోనిస్టులకు 117 వున్నాయి. పెరోనిస్టు అసంతృప్తి వాదులు 38 మంది, పెరోనిస్టు పార్టీని ఎప్పుడూ వ్యతిరేకించే రాడికల్‌ సివిక్‌యూనియన్‌కు 45 సీట్లు వున్నాయి. మరో 13 సీట్లు చిన్నచిన్న వామపక్ష పార్టీలకు వున్నాయి. ఎగువ సభలో 23 రాష్టాలకు గాను వామపక్షాలు 11 చోట్ల విజయం సాధించగా మితవాద మస్రీ పార్టీ నాలుగు చోట్ల మాత్రమే గెలిచింది. పార్లమెంట్‌లో బలం లేకపోవటం మస్రి బలహీనత. ఈ పూర్వరంగంలో పార్లమెంట్‌లో గట్టిగా వున్న వామపక్షాలు, బయట వున్న ప్రజాబలంతో పోరాడితేనే మస్రి మితవాద విధానాలను ఎదుర్కోవటం సాధ్యం అవుతుంది. అర్జెంటీనా ఎన్నికల ఫలితాల ప్రభావం డిసెంబరులో జరగనున్న వెనెజులా ఎన్నికలపై పడుతుందని మితవాద శక్తులు ఆశాభావంతో వున్నాయి.

పడిపోయిన మితవాద ప్రభుత్వ స్ధానంలో అంటోనియో కోస్టా నాయకత్వంలో ప్రధానిగా వామపక్ష, కమ్యూనిస్టు సంకీర్ణ కూటమి సర్కార్‌ ఏర్పాటుకు ఆహ్వానించటంలో జాగు చేసిన అధ్యక్షుడు అనిబల్‌ ఎట్టకేలకు దిగివచ్చాడు. అక్టోబరు నాలుగున జరిగిన ఎన్నికలలో మెజారిటీ లేకున్నా పెద్ద పార్టీ పేరుతో మితవాద కూటమిని గద్దెపై కూర్చోపెట్టిన సర్కార్‌ను వామపక్షాలు పార్లమెంట్‌లో విశ్వాసతీర్మానంలో ఓడించాయి. అయినా వెంటనే ప్రత్యామ్నాయ ప్రభుత్వాన్ని ఏర్పాటు చేయకుండా తాత్సారం చేశారు.

పోర్చుగీసు ఐరోపాలో అప్పులపాలైన దేశాలలో ఒకటి. ఎనభై మూడు బిలియన్‌ డాలర్ల అప్పు వుంది. నిరుద్యోగం ముఖ్యంగా యువతరంలో ఎక్కువగా వుంది. ఐఎంఎఫ్‌, ఐరోపా యూనియన్‌, ఐరోపా సెంట్రల్‌ బ్యాంకు ఆదేశాల మేరకు అనేక స్కూళ్ల మూత,వేతనాలు, పెన్షన్లకు కోత వంటి చర్యలకు గత ప్రభుత్వం పాల్పడింది. ఈ విధానాలను వ్యతిరేకించటంలో గతంలో కమ్యూనిస్టు, ఇతర వామపక్షాల వైఖరితో సోషలిస్టు పార్టీ అంగీకరించలేదు. ఈ కారణంగానే మైనారిటీగా వున్న మితవాదులకు ప్రభుత్వాన్ని ఏర్పాటు చేసే అవకా శం ఇచ్చారు. దీంతో ప్రజలలో వచ్చిన వత్తిడి, ఇతర కారణాలు తోడై పొదుపు పేరుతో ప్రజలపై రుద్దుతున్న భారాలకు తాము వ్యతిరేకంగా పనిచేస్తామని కమ్యూనిస్టులతో ఒక వప్పందానికి వచ్చి సంకీర్ణ కూటమి ప్రభుత్వాన్ని ఏర్పాటు చేసేందుకు అంగీకరించారు. ఇప్పుడు అధికారానికి వచ్చిన తరువాత ఏమేరకు ప్రజానుకూల చర్యలు తీసుకుంటారన్నది చూడాల్సి వుంది. పార్లమెంట్‌లోపలా,వెలుపలా కమ్యూనిస్టులు, ఇతర వామపక్షాలు, కార్మికులు తెచ్చే వత్తిడిని బట్టి సోషలిస్టుపార్టీ విధానాలు వుంటాయని వేరే చెప్పనవసరం లేదు. ఈ విషయంలో వెనక్కుతగ్గితే కమ్యూనిస్టులు కూడా విమర్శ లను ఎదుర్కోవలసి వుంటుంది. వచ్చేఏడాది జనవరి 24న అధ్యక్ష ఎన్నికలు జరగనున్న పూర్వరంగంలో నూతన ప్రభుత్వం పని తీరు వాటిపై ప్రభావం చూపవచ్చు.

Direct subsidy to sugarcane growers

Sustained surpluses of production over domestic consumption in the last five years has led to subdued sugar prices, which has stressed the liquidity position of the industry leading to a build up of cane price arrears. During sugar season 2014-15, the peak cane price arrears were Rs.21,000 crore as on 15/4/2015.

The Central Government has, in the last one year, taken several steps to mitigate the situation and protect livelihoods of cane farmers. To improve liquidity of sugar mills and facilitate payment of cane dues arrears, the Government had increased the export incentive on raw sugar from Rs 3300/MT to Rs. 4000/MT in the sugar season 2014-15. Funds were allocated to support 14 lac MT (LMT) of raw sugar exports.

The Government has also fixed remunerative prices for Ethanol supplied for blending with petrol (Rs.42/liter). Blending targets under the Ethanol blending program (EBP) has been scaled up from 5% to 10%. The Government has also waived the excise duties on ethanol in the current sugar season resulting in Rs.5/ liter extra revenue realization to incentivize ethanol supplies. As a result, supplies of 103 crore Litre of ethanol was contracted by the OMCs after first offer; which is a substantial increase as compared to 32 crore Litre in the previous sugar season.

To further help the industry clear cane dues arrears, the Government has disbursed soft loans to the extent of Rs. 4,047 crore. To ensure that farmers are paid their dues expeditiously, the financial assistance has been passed on directly to the cane growers by the banks after obtaining the list from the mills. Furthermore, the Government has provided one year moratorium on this loan, and will bear the interest subvention cost to the extent of Rs. 600 crore for the said period.

To further ensure timely payment of cane dues in the current sugar season, the Government has decided to provide a production subsidy @ of Rs. 4.50 per quintal of cane crushed to offset cane cost. The said subsidy shall be paid directly to the farmers on behalf of the mills and be adjusted against the cane price payable to the farmers towards FRP including arrears relating to previous years. Subsequent balance, if any, shall be credited into the mill’s account. Priority will be given to settling cane dues arrears of the previous years.

The Government has notified mill-wise Minimum Indicative Export Quota (MIEQ) for export of sugar. A national grid allocating ethanol supplies to Oil Marketing Companies (OMCs) by distilleries attached to sugar mills under Ethanol Blending Program (EBP) has been notified. The production subsidy is a performance incentive and will be provided to those mills which have exported at least 80% of the targets notified under the MIEQ and in case of mills having distillation capacities to produce ethanol have achieved 80% of the targets notified by the Department under the EBP.

People across the world are confused about the major threat to public health posed by drug-resistant superbugs and do not know how to stop that risk growing, the World Health Organization (WHO) said on Monday.

Ramping up its fight against antibiotic resistance with a survey of public awareness, the United Nations health agency said 64 percent of those asked believed wrongly that penicillin-based drugs and other antibiotics can treat colds and flu, despite the fact such medicines have no impact on viruses.

Around a third of people surveyed also wrongly believed they should stop taking antibiotics when they feel better, rather than completing the prescribed treatment course, the WHO said.

“The findings … point to the urgent need to improve understanding around antibiotic resistance,” said Keiji Fukuda, the WHO’s special representative for antimicrobial resistance.

“One of the biggest health challenges of the 21st century will require global behaviour change by individuals and societies.”

Antibiotic resistance happens when bacteria mutate and adapt to become resistant to the antibiotics used to treat the infections they cause. Over-use and misuse of antibiotics exacerbate the development of drug resistant bacteria, often called superbugs.

Superbug infections — including multi-drug-resistant forms of tuberculosis, typhoid and gonorrhoea — kill hundreds of thousands of people a year, and the trend is growing.

“The rise of antibiotic resistance is a global health crisis,” the WHO’s director-general Margaret Chan said in a statement. “It is reaching dangerously high levels in all parts of the world.”

The WHO surveyed 10,000 people across 12 countries — Barbados, China, Egypt, India, Indonesia, Mexico, Nigeria, Russia, Serbia, South Africa, Sudan and Vietnam — and found many worrying misconceptions.

Three quarters of respondents think antibiotic resistance means the body is resistant to the drugs, for example, whereas in fact it is the bacteria themselves that become resistant to antibiotics and their spread causes hard-to-treat infections.

Some 66 percent believe individuals are not at risk of a drug-resistant infection if they personally take their antibiotics as prescribed.

And nearly half of those surveyed think drug resistance is only a problem in people who take antibiotics often. In fact, anyone, anywhere, of any age, can get a superbug infection.

The general strike in Greece today, Thursday, was a bigger success than anyone expected. No boats, no trains and no planes moved. In Athens the Metro stopped all day, as did buses in the morning and evening.

On the strike demonstration there were groups of workers—bank staff for example—who haven’t had an organised contingent since 2011. It was the biggest strike demonstration since the huge strikes that brought down the government of technocrats in 2012.

Before the official rally, a march organised by the Communist Party stretched for around a kilometre. So did a feeder march from the Archaeological Museum with a big presence of the anti-capitalist left front Antarsya. The official rally in front of parliament was huge.

This was bigger than, or at least comparable to, the rally for the No vote in July’s referendum when left wing prime minister Alexis Tsipras spoke.

The message was clear. People may have voted for Tsipras’ party Syriza in the election. But that doesn’t mean they accept what his government does. He may have electoral control, but he can’t control people’s reaction to austerity.

By the eve of the strike Syriza was even pressured to announce its own token support. Their line was that the strike would strengthen their hand in negotiations with the “Troika” of Greece’s institutional creditors.

But the government has already given into the Troika on the issues at stake. It’s implementing pension cuts, and more cuts are coming.

Parliament has already voted to increase the retirement age to 67. And existing pensioners will have their payments cut because they retired younger than that.

That’s before the main bill on pensions has even reached parliament. Government documents released the day before the strike revealed that pensions will be cut by ending the link to final salaries.

Blackmail

The pressure is on for unions to call another general strike on the day that bill reaches parliament. The Troika is using its support for bailed out Greek banks to blackmail the government into bringing it forward to this month or next at the latest.

A number of other disputes are developing with more strikes expected in shipping, local government and hospitals.

And a demonstration to mark the anniversary of the 1974 Polytechnic uprising against Greece’s military dictatorship is expected to be very big. Teachers and students, angry at underfunding and understaffing in education, are likely to turn out in large numbers.

The right has tried to use the refugee crisis to attack Syriza, but they haven’t succeeded. Instead the government is under pressure from the left.

A debate is opening up about the alternatives.

When right wing governments implemented austerity, people could hope for a left government to replace them and end austerity. Now that prospect is gone, some argued that people would be disappointed and the strikes would flop. That has not been the case.

Others—in the Communist Party and the Popular Unity split from Syriza—argue that we must now go for a “real” left government. But the prospect of that happening is very remote. In electoral terms both are far too small.

People went out on strike and demonstrated despite this. They can see that workers’ own action can force the government to make a U-turn and stop implementing austerity

WTO meet: India needs to stand by farmers

Developing countries must ensure that WTO is not reduced to a permanent satellite of Washington and Brussels

An electoral debacle for the ruling party in a major state is one thing. But the failure to safeguard the interests of hundreds of millions of poor farmers will be a much bigger embarrassment. That is the predicament the Narendra Modi governments faces in less than five weeks. The verdict of the people in Bihar, India’s third-most populated state with around 100 million people, came as a body blow to Modi and his party. The inescapable lesson is that people want inclusive economic and social development with justice.

But, on a larger global stage, the Bihar electoral result also resonates with another message. It is whether governments in developing countries can secure multilateral justice for their subsistence/livelihood farmers. The existing global trade rules do not favour the wretched of the earth. That these rules are rigged in favour of rich countries is conclusively established by numerous studies. Little wonder that governments in industrialized countries continue to provide tens of billions of dollars regardless of the distortions they cause in the international markets. The cotton farmers of West Africa have suffered untold misery because of the American subsidies. The US, for example, provides around $50,000 to its farmers on a per capita basis annually. In contrast, India offers around $200 per farmer. And the number of people dependent on farming in India runs into hundreds of millions while in the US they add up to a little more than 25,000 farmers.

Come 15 December, the farmers of India and other countries will know whether their governments stood for their bread-and-butter interests at the trade ministerial summit of the World Trade Organization (WTO) in Nairobi, Kenya. The meeting is also an acid test for the future of WTO and whether it continues to pursue the unfinished Doha Development Agenda trade negotiations.

The US and the European Union started the Doha negotiations in 2001, immediately after the 9/11 terrorist attacks, promising that “the needs and interests of developing members” will be squarely addressed. After adopting intransigent positions during the past 14 years, the two trade elephants are working round the clock to bury the Doha negotiations at Nairobi.

More insidiously, the US and the EU along with other industrialized nations have ensured that the iniquitous rules of the previous Uruguay Round for farm subsidies are left untouched. Of course, it suits them to continue with their farm subsidies on an increasing scale. Hence, the sustained attempt to terminate the Doha negotiations in Nairobi without reforming those distorting farm subsidies.

Last month, India hosted a meeting of African leaders in New Delhi. When trade ministers meet in Nairobi, Modi said at the meeting, they should ensure that the “the Doha Development Agenda of 2001 is not closed without achieving those fundamental principles”. They should also “achieve a permanent solution on the public stockholding programmes for food security and special safeguard mechanism (SSM) in agriculture for the developing countries,” he said.

These two outcomes are central to the survival of poor farmers in India and other developing countries. The public stockholding programme enables governments in the developing world to procure food grains at market prices from subsistence farmers and then distribute them at cheaper prices to people for their daily consumption. But the rules governing the public stockholding programmes are filled with conflicting provisions. While the public stockholding programmes figure in the so-called green-box subsidies that are exempted from reduction commitments, they also come under the purview of trade-distorting subsidies. This anomaly needs to be corrected.

In a similar vein, SSM is critical for preventing unforeseen surges in imports of agricultural products coming from subsidized farmers of rich countries. The G-33 coalition of 47 developing countries led by Indonesia, in which India, China, and other countries of Africa, Asia, and South America are members, have offered simple proposals based on the decisions taken in the Doha negotiations.

These two issues could have been easily sorted out over the last two years. Indeed, the outcome on the permanent solution for public stockholding programmes for food security is mandated as part of the decisions taken last year, following a bilateral agreement between the US and India.

But the industrialized countries chose to adopt a vicious form of diversionary tactics time and time again. Last week, the US, the EU, Australia, Canada, Norway, along with Chile, Colombia, Paraguay and Pakistan, among others, scuppered the proposed outcomes on both the public stockholding programmes for food security and SSM, citing extraneous reasons.

During a meeting of heads of delegations at WTO on Friday, Chinese trade envoy Yu Jianhua pointed a finger at these countries for having walked away with the trade facilitation agreement last year while turning their backs to the remaining issues of the DDA.

Indeed, New Delhi had blundered by signing the bilateral agreement with the US on the public stockholding programmes without securing cast-iron guarantees last year. It should have known that there was never any genuine intention on the part of the US and other countries to deliver on the promises they made either in the DDA or at the Bali ministerial meeting.

The reasons for closing the round by these countries are as clear as daylight. They want to transform WTO to serve their egregious interests and sweeten bilateral deals struck among them. The developmental agenda of the DDA has almost been killed by these countries.

China, India, South Africa, Indonesia and other countries should form a robust alliance to prevent these sordid developments at the 10th ministerial conference. The developing countries must ensure that WTO is not reduced to a permanent satellite of Washington and Brussels. In short, the Modi government has an opportunity to prove that it stands for its farmers when push comes to shove at Nairobi. Otherwise, poor farmers of Bihar, Uttar Pradesh, West Bengal, Tamil Nadu, and Kerala will never forgive.

1965,66 సంవత్సరాలలో ఇండోనేషియాలో నియంత సుహార్తో నాయకత్వంలో జరిగిన కమ్యూనిస్టు వూచకోతపై ఐరోపాలోని హేగ్‌ నగరంలో జరిగే ‘ప్రజాకోర్టు’కు హాజరు కావద్దని ఇండోనేషియా ప్రభుత్వం విద్యార్ధినేతలను బెదిరించింది. ఈనెల 10-13 తేదీలలో జరిగే ఈ విచారణకు హాజరైనట్లయితే విద్యార్ధులకు స్కాలర్‌షిప్పులను నిలిపివేస్తామని నెదర్లాండ్స్‌లోని ఇండోనేషియా రాయబారకార్యాలయ అధికారులు లిడెన్‌లోని ఇండోనేషియా విద్యార్ది అసోసియేషన్‌ (పిపిఐ) విద్యార్ధులను పిలిపించి బెదిరించినట్లు ప్రజాకోర్టు కమిటీ అధిపతి, మానవ హక్కుల న్యాయవాది నూర్‌సిభానీ కాట్‌జసుంగ్‌కాన్‌ తెలిపారు. యాభై సంవత్సరాల నాటి ఊచకోత గురించి విచారణ జరపటాన్ని కమ్యూనిజం పునరుద్దరణగా రాయబార కార్యాలయం పరిగణిస్తున్నదని ఆమె జకర్తా పోస్టు పత్రికతో వ్యాఖ్యానించారు. రాయబార కార్యాలయానికి స్కాలర్‌ షిప్పులను నిలిపివేసే అధికారం లేదని, దాని పని విద్యార్ధులను బెదిరించటం కాదని ఆమె ఆగ్రహం వెలిబుచ్చారు. ఇదే విధంగా హింసాకాండకు గురైన, అదృశ్యమైన వ్యక్తుల విచారణ కమిటీ అధ్యక్షుడు హారిస్‌ అజార్‌ కూడా అధికారుల చర్యను ఖండించారు. ఈ చర్య అనారిక స్వభావాన్ని వెల్లడిస్తున్నదని, ఎందుకు తమ ప్రభుత్వం ఇలా చేస్తున్నదో అర్ధం కావటం లేదని వ్యాఖ్యానించారు. ప్రస్తుతం ప్రభుత్వంలోని పోలీసు, సైన్యం లేదా ప్రభుత్వంలోని పలుకుబడిగల ఎవరో దీని వెనుక వున్నారని, వాస్తవానికి ఇప్పుడు కమ్యూనిజంతో ముప్పులేదని కొందరు వ్యాఖ్యానించారు.
