Climate change jeopardises electricity supply

    Water shortages and a warmer climate could slash the efficiency of power plants in coming decades, meaning developing countries must prepare their power systems to cope, researchers warn.

Using data on water-dependent power plants and climate changeprojections, scientists demonstrated that fossil fuel plants could see a 30 per cent drop in efficiency by 2070 due to lack of cooling water. This is because river flow in large parts of regions such as Africa, South Asia and South America is projected to drop drastically because of global warming.

Hydropower stations — which make up 63 per cent of South America’s power generation — could see their efficiency fall by about a quarter, they write in a paper published in Nature Climate Change earlier this month (4 January).

“We were quite surprised about the order of magnitude. It could become a major issue,” says Keywan Riahi, a researcher at Austria’s International Institute for Applied Systems Analysis, who cowrote the paper. “It means that important investments made in the developing world now must factor in adaptation possibilities, because many of the issues we present will be relevant to power stations built today.”

Nearly all power stations, including hydropower, nuclear and fossil fuel plants, need lots of water to power the plants or cool them. Warmer water will reduce cooling efficiency, while water shortages could force entire power stations to shut down, the researchers warn.

The team suggests building more power stations close to the sea, but acknowledges that this makes them prone to damage from floods and storms. It also calls on developing countries to look at innovative technologies such as air cooling for future plants.

Refitting existing plants with air cooling is expensive, the researchers say, but might still be the most cost-effective option for the ten per cent of plants under most severe threat.

South Africa experiences severe droughts during El Niño, a recurring Pacific Ocean warming phenomenon that upsets global weather patterns, and already uses air cooling on 30 per cent of its coal power plants, says Fadiel Ahjum, an energy systems researcher at the University of Cape Town. Many plants also use cascade-type cooling systems that save water by reusing it several times, he says.

But Ahjum points out that such efforts require long-term planning and strong governance, which some developing countries may struggle to provide.

 “You need expertise to ensure that water supply is efficiently allocated, costed and managed to minimise the impact of pollution on future supply,” he says. “Energy planning requires collaboration with water planners and climatologists as well as timely decision-making, because outcomes are only evident several years after these decisions are made.”

Riahi adds that financing is also a barrier, even for solar and wind power — another proposed solution to the projected efficiency crisis. “Adapting your energy system requires high upfront investment” and long-term decisions, but a lack of short-term capital in developing countries makes this difficult, he says.

Meet the Dracoraptor, an Ancient Theropod Unearthed in Wales

In spring 2014, fossil-hunting brothers Rob and Nick Hanigan discovered a dinosaur skeleton on a beach near Penarth, Wales. Living over 200 million years ago, the dinosaur represented the earliest skeleton of a Jurassic dinosaur ever found, and the first theropod skeleton found in Wales.Now, researchers from the Univ. of Portsmouth, the Univ. of Manchester, and the National Museum Wales have described and named the dinosaur in a paper published in PLOS One.

“Theropod dinosaurs are extremely rare in the Lower Jurassic and most reports are of only fragmentary remains. This rarity results in a considerable gap in our knowledge of these animals at a time when, indications are, theropods were diversifying rapidly,” the researchers write. “In Europe Early Jurassic theropods are reported from the Hettangian of Scotland, England, France, and Belgium, but all of these occurrences are of fragmentary material, isolated bones, or a few associated elements, with most of it non-diagnostic at generic level.”

Isolated bones and teeth from dinosaurs have been found in south Wales, near Bridgend and Cowbridge.

The researchers named the specimen Dracoraptor hanigani. Dracoraptor means dragon thief andhanigani is derived the fossil finders’ last name. The dragon is the national symbol of Wales.

“The draco part of the name seemed fitting because the fossils were found in Wales and will be displayed in Wales, reflecting the red dragon of the Welsh flag,” said paleontologist Dave Martill. “Dracoraptor was a meat-eating dinosaur that would have used its small needle-sharp teeth with steak-knife serrations to pinch bits of meat here and there, hence the part of its name meaning thief.”

The bones, which included the skull, claws, teeth, and foot bones, were spread across five rock slabs. The researchers believe the specimen was a juvenile, as some of its bones were not fully formed. Martill said the animal was probably around 70 cm tall and 200 cm long, about the size of a leopard or cheetah.

It was a distant cousin of Tyrannosaurus rex.

“This animal was small, slim, and agile,” Martill said.

Neuroscientists Pinpoint Why Brain Fumbles

Even the most practiced performers experience anxiety on the stage. Empirical evidence suggests that having an audience can have either facilitative or detrimental effects on a performance.

Now, neuroscientists from the Univ. of Sussex have identified the brain network system responsible for anxious flubs and stumbles.

Using functional magnetic resonance neuroimaging (fMRI), the team observed the brains of people carrying out an activity. The task—which required study participants to exert a precise amount of force when gripping an object—was performed while the participant viewed video footage.

“The presence or absence of social evaluation was experimentally manipulated by presenting each participant with video footage of two observers who appeared to be closely evaluating the participant’s own task performance in real-time (observed condition) or that of another participant (unobserved condition),” the researchers wrote in Scientific Reports. “We predicted that the observed condition would elicit a mild level of anxiety in our participants.”

Participants, according to the researchers, reported heightened levels of anxiety when they perceived that they were being viewed. It caused them to grip the objects harder.

Brain scans of the participants showed that the area of the brain responsible for fine sensorimotor functions—the inferior parietal cortex (IPC)—was deactivated when participants believed they were being viewed. The IPC works with the brain’s posterior superior temporal sulcus (pSTS) to create the action-observation network, which humans use to infer what other people are thinking based on gaze and facial expressions.

According to Dr. Michiko Yoshie, the action-observation network could be related to performance anxiety, as people tend to care what others think of their performance.

“Our data suggest that social evaluation can vary force output through the altered engagement of (the IPC); a region implicated in sensorimotor integration necessary for object manipulation, and a component of the action-observation network which integrates and facilitates performance of observed actions,” the researchers write.

While this information may not directly help people overcome social anxiety, Yoshie said there are brain stimulation techniques that can help activate desired behavior, such as transcranial magnetic stimulation and transcranial direct current stimulation.

Statement by concerned scholars

The suicide of Rohith Vemula is now the subject of a ridiculous inquiry to be conducted by a Committee set up by Union HRD Minister Smriti Irani. The real reason and the politics behind it are clear to those who are willing to open their eyes. As academics, we are concerned that such a situation should prevail in Universities, and wish to register our protest.

Muzaffarnagar Baaqi Hai was to be screened at the University of Hyderabad. The action was planned by the Ambedkar Students’ Association. The Akhil Bharatiya Vidyarthi Parishad, student goons of the RSS, used force to try and halt this. Dalit students were subjected to verbal abuse as well as physical force. As a result of agitations the ABVP had to apologise in writing. This was what caused such tremendous heartburns to the Hindutva forces. While the screening of Muzaffarnagar Baaqi Hai has taken place in various parts of the country, and has also given rise to conflicts in various parts of the country, it is in UoH alone that the consequences turned so aggressive with full participation of the top echelons of the University. The new Vice Chancellor, Appa Rao Podile, had five PhD students suspended. They were subjected to social ostracism as well. Thrown out of hostel, debarred from entering library, administrative spaces, they were hounded in a way that no administration has hounded any upper caste student in our memory. It is also reported that an MHRD letter designated them anti-national for opposing the hanging of Yakub Memon. The MHRD, today  proclaiming autonomy of Universities, was goading UoH through several letters to take action against the ASA. Rohith had even written a letter to the Vice Chancellor a couple of weeks ago, where he suggested the University provide means of committing suicide to Dalit students. Even after this the authorities did nothing. And after the suicide, the police acted in a brutal and shameless manner, grabbing the body of Rohith and disposing of it in secrecy instead of handing it over to his relatives. 

As a result, we need to conclude the following:

         That while other conflicts, such as over communalism, over a host of issues, do remain important, when they are fought with Dalits at one end, the attitude of government and authorities becomes far more aggressive.

         That there is a generalised hostility to Dalits, and a great insensitivity to the burdens they carry, which is why the Hindutva offensive against the ASA could proceed so far with so little protest from across the country.

This should once again force us to open our eyes, as incidents repeatedly, whether the suicide of Chuni Kotal in 1992, or the death of Balmukund Bharti, again by suicide, or so many other cases should have, that while formally the Constitution of India declares the end of casteism, in reality Brahmanism is rampant, and Dalits today have to fight the same battle as Shambuk or Ekalavya. If we are really sincere in desiring democracy and substantive equality, we must stand up and be counted in the struggle against casteism.

We demand:

●Removal of Smriti Irani as the Minister in charge of a Department that  wrote repeated letters to UoH demanding punishment of so-called anti-national students.

●Removal of the Vice Chancellor and his punishment for casteism, and for abetting suicide.

●Action against all those using casteist abuse on social media against the ASA.

Global Crude oil price of Indian Basket was US$ 25.31 per bbl on 19.01.2016

The international crude oil price of Indian Basket as computed/published today by Petroleum Planning and Analysis Cell (PPAC) under the Ministry of Petroleum and Natural Gas was US$ 25.31 per barrel (bbl) on 19.01.2016. This was higher than the price of US$ 24.96 per bbl on previous publishing day of 18.01.2016.

In rupee terms, the price of Indian Basket increased to Rs 1710.29 per bbl on 19.01.2016 as compared to Rs 1687.27 per bbl on 18.01.2016. Rupee closed stronger at Rs 67.56 per US$ on 19.01.2016 as against Rs 67.59 per US$ on 18.01.2016. The table below gives details in this regard:

Production Performance of Oil & Natural Gas Sector for the month of December, 2015

  1. Crude Oil Production

1.1       Indigenous crude oil production (including condensate) during December, 2015 was 3079.611 TMT which is 1.38% lower than the target for the month and 4.09% lower than the production during corresponding period of last year. Cumulative crude oil production during April-December, 2015 was 27952.376 TMT which is 1.07% higher than target for the period and 0.79% lower than the production during corresponding period of last year. Unit-wise and state-wise crude oil production is given at Annexure-I. Unit-wise crude oil production (including condensate) for the month of December, 2015 and cumulatively for the period April-December, 2015 vis-à-vis same period of last year has been shown in Table-1.1 and month-wise in Figure-1.1

1.2       ONGC’s crude oil production during December, 2015 was 1895.637 TMT which is 0.47% lower than the target for the month and 0.06% higher than the production achieved in the corresponding month of last year. ONGC’s cumulative production during April-December, 2015 was 16883.815 TMT which is 0.30% lower than the cumulative target and 0.96% higher than the production during the corresponding period of last year. The shortfall in ONGC’s production was due to following reason:

Ø  Gujarat, Mehsana: Less Air injection in Santhal field, increasing water cut in down dip wells of N Kadi field, increase in water cut, increase in sick wells & power shut down.

Ø  Gujarat, Ahmedabad: Poor influx, ceasure of wells, increase in water cut, power shutdown, lift optimization & delayed / less gain from Gamij Field.

Ø  Gujarat, Cambay: Less than envisaged production from Nadiad and Vadatal, increase in water cut.

Ø  Assam: Low Gas injection pressure & poor influx.

Ø  Tamilnadu, Karaikal: Less than anticipated production from Madanam field & closure of wells due to less / nil off-take by consumers.

 

1.3          OIL’s crude oil production during December, 2015 was 270.124 TMT which is 12.41% lower than the target for the month and 6.30% lower than the production achieved in the corresponding month of last year. OIL’s cumulative production during April-December, 2015 was 2450.612 TMT which is 8.33% lower than the cumulative target and 4.97% lower than the production during the corresponding period of last year. Reasons for shortfall in production are given below:

Ø  Rise in water cut in wells of Shalmari, Greater Chandmari and Greater Hapjan Fields.

Ø  Permanent loss at Makum & Hapjan OCS.

Ø  Less than planned contribution from workover & new wells

 

 

1.4       Pvt. /JVs’ crude oil production during December, 2015 was 913.850 TMT which is 0.45% higher than the target for the month and 11.12% lower than production of corresponding month of last year. Pvt./JVs’ cumulative production during April-December, 2015 was 8617.949 TMT which is 7.08% higher than the cumulative target and 2.86% lower than the production during the corresponding period of last year. Reasons for shortfall in production are given below:

Ø  Cairn: Shutdown of Mangla processing terminal. Natural decline in Ravva, Mangala and underperformance of Bhagyam wells in RJ-ON-90/1

Ø  RIL: Under performance of wells of KG D6.

Ø  JV of ONGC, BG & RIL: Less production in Panna-Mukta due to shutdown.

Ø  GEOENPRO: Sand ingress in Kharsang

 

 

  1. Natural Gas Production

2.1       Natural Gas Production during December, 2015 was 2736.990 MMSCM which is 9.30% lower than the target for the month and 6.09% lower than the production during corresponding period of last year. Cumulative natural gas production during April-December, 2015 was 24697.304 MMSCM which is 6.32% lower than the target for the period and 2.76 % lower than the production during corresponding period of last year. Unit-wise and state-wise natural gas production is given at Annexure-II. Unit-wise natural gas production for the month of December, 2015 and cumulatively for the period April-December, 2015 vis-à-vis same period of last year has been shown in Table-2.1 and month-wise in Figure-2.1.

2.2       ONGC’s natural gas production during December, 2015 was 1818.978 MMSCM which is 11.65% lower than the target for the month and 4.16% lower than the production achieved in the corresponding month of last year. ONGC’s cumulative natural gas production during April-December, 2015 was 16272.130 MMSCM which is 8.50% lower than the cumulative target and 1.96% lower than the production during the corresponding period of last year. Reasons for the shortfall are given below:

v  Eastern Offshore: Delay in commencement of production from one deep water well

v  Bassein & Satellite: Less production from new well/side-track wells and decline in Bassein fields. Inspection / maintenance of compressors at BPA/BPB platforms

v  Gujarat: Closure of wells due to unplanned shut down of GAIL Gas line from Ahmedabad/Kalol to Ramol. Decline in associated gas production in South Kadi & Gamij fields

v  Andhra Pradesh: Closure of 42 wells as GAIL pipelines in Tatipaka-Lanco & Endamaru-Oduru sections are still under repair.

v  Assam: Decline in associated gas production in Geleki & Lakwa fields.

v  Tripura: Less off take due to stoppage of 2nd unit of OTPC

2.3       OIL’s natural gas production during December, 2015 was 266.102 MMSCM which is 2.65% higher than the target for the month and 14.66% higher than the production achieved in the corresponding month of last year. OIL’s cumulative natural gas production during April-December, 2015 was 2120.061 MMSCM which is 6.64% lower than the cumulative target and 3.00% higher than the production during the corresponding period of last year. Reasons for the shortfall are given below:

Ø  Shortfall in production of natural gas is mainly due to low uplifitment by the following consumers:-

  1. a) LTPS due to transporters line capacity constraint.
  2. b) BCPL, due to pre-commissioning job
  3. c) Less offtake by Tea Gardens due to off season

 

2.4       Pvt. /JVs’ natural gas production during December, 2015 was 651.910 MMSCM which is 6.81% lower than the target for the month and 16.91% lower than the production achieved in the corresponding month of last year. Pvt. /JV’s cumulative natural gas production during April-December, 2015 was 6305.113 MMSCM which is 0.05% lower than the cumulative target and 6.48% lower than the production during the corresponding period of last year. Reasons for the shortfall are given below:

Ø  RIL (KG-D6): Underperformance of MA wells.

Ø  JV of BG, RIL & ONGC: Less Production in Panna Mukta of BGEPIL due to shut down PPA riser repair. Panna-Mukta carried out its planned shutdown for riser repair in April- May’15 and Gas Evacuation constraint in July’15 due to repair of 42” SB – HAZIRA ONGC Line.

Ø  Cairn: Non-associated gas producing well LB-7 watered out prematurely in CB-OS2. M &S Tapti field proposed for abandonment.

Ø  Other operators: Hazira field proposed for abandonment. Natural decline in PY 1, Dholka.

Ø  CBM: Extended dewatering in Raniganj South (GEECL), Delayed forest clearance in Raniganj East (Essar).

 

  1. Refinery Production (in terms of Crude oil processed):

3.1       Refinery production during December, 2015 was 20146.410 TMT which is 3.94% higher than the target for the month and 2.13% higher than the production during corresponding period of last year. Cumulative production during April-December, 2015 was 170710.665 TMT which is 2.08% higher than the target for the period and 2.41% higher than the production during corresponding period of last year. Unit-wise production is given at Annexure-III. Unit-wise production for the month of December, 2015 and cumulatively for the period April-December, 2015 vis-à-vis same period of last year has been shown in Table-3.1 and month-wise in Figure-3.1.

3.2       PSU Refineries’ production during December, 2015 was 10848.589 TMT which is 0.91% higher than the target for the month and 2.83% higher than the production achieved in the corresponding month of last year. Cumulative production of PSUs during April-December, 2015 was 91958.032 TMT which is 0.71% higher than the cumulative target and 2.40% higher than the production during the corresponding period of last year. Reasons for shortfalls in PSU refineries are given below:

v  IOCL, Gujarat: Throughput is restricted due to lower North Gujarat crude availability.

v  IOCL, Digboi: Throughput is restricted due to lower Assam crude availability.

v  IOCL, Panipat: Throughput is lower due to planned HCU shutdown.

v  CPCL, Manali: Crude throughput was lower than plan on account of (i) Refinery shutdown due to unprecedented rain and floods during first week of Dec’15. (ii) VGO containment due to single MUG compressor operation of Hydrocracker Unit.

v  CPCL, Narimanam: Crude throughput lower than target as RCO/LSHS movement to Manali Refinery was affected due to floods and CDU was under shutdown from 6.12.15 to 14.12.15.

v  NRL, Numaligarh: Lower receipt of Crude from OIL.

3.3       Production in JV refineries during December, 2015 was 1436.554 TMT which is 13.80% higher than the target for the month and 1.08% lower than the production achieved in the corresponding month of last year. Cumulative production in JV refineries during April-December, 2015 was 12919.504 TMT which is 23.49% higher than the cumulative target and 32.01% higher than the production during the corresponding period of last year.

 

3.4       Production in private refineries during December, 2015 was 7861.267 TMT which is 6.67% higher than the target for the month and 1.77% higher than the production achieved in the corresponding month of last year. Cumulative production in private refineries during April-December, 2015 was 65833.129 TMT which is 0.58% higher than the cumulative target and 1.89% lower than the production during the corresponding period of last year.

3.5       Refinery-wise details of the capacity utilization and Production of petroleum products during the month of December, 2015 and cumulatively for the period April-December, 2015 vis-à-vis April-December,2014 are given at Annexures-IV and V respectively.

సామాజిక , వర్గ సమస్యలపై జమిలిగా కార్యరంగంలోకి దిగాలి

      చచ్చినా చలించని లోకం అని తెలియని పసివాని స్ధితిలో హైదరాబాద్‌ కేంద్ర విశ్వవిద్యాలయ రోహిత్‌ బలవన్మరణం పాలయ్యాడు. దేశమంతటా తీవ్ర నిరసనలు వ్యక్తమౌతున్నాయి. సమాజ చరిత్రలో ఎందరో వీరులు సమాజం కోసం, జన హితం కోసం వురికొయ్యలతో వూయలులూగారు, ప్రత్యక్ష పోరులో వీరమరణం పొందారు. ముందుగా ప్రకటించి మరీ ప్రాణత్యాగాలు చేశారు. అయినా చలించలా. అందుకు లోకాన్ని నిందిస్తామా ? ఎవరైనా అలాచేస్తే వచ్చే వుపయోగం వుండదు, తాము చెయ్యాల్సిన కర్తవ్యాన్ని కూడా నీరసంతో నిర్వర్తించలేరు. ఇలాంటి వుదంతాలు జరిగినపుడు అందరూ ఒకే విధంగా స్పందిస్తారని ఆశించకూడదని ఇప్పుడు మరోసారి రుజువైంది.ఈ సందర్బంగా సహజంగానే దళిత వుద్యమాలు, భవిష్యత్‌ గురించి అనేక మందిలో చర్చ, అంతర్మధనం మొదలైంది.

    వినదగునెవ్వరు చెప్పిన వినిన0తనే వేగ పడక అన్నట్లు చర్చలో ముందుకు వచ్చే అన్ని అంశాలను ప్రతి వుద్యమకారుడూ వుద్రేక పడకుండా సహనంతో మంచిచెడుల గురించి ఆలోచించాలి. గతంలో జరిగిన దాని గురించి గుణపాఠాలు తీసుకోవాలే తప్ప దెప్పి పొడుపులు, ఎవరి బాధ్యత ఎంత అన్నది ముందుకు రాకూడదు. ఇది వ్యక్తిగతమైనదో లేక కొందరు వ్యక్తులకు సంబంధించినదో కాదు. ఆర్ధిక వ్యవస్ధతో ముడిపడిన ఒక పెద్ద సంక్లిష్ట సామాజిక సమస్య. ప్రపంచంలో ఎక్కడా లేని ఈ సమస్యను మనదైన పరిష్కారంతోనే స్వస్థి పలకాల్సి వుంది. ఒక విద్యార్ధి బలవన్మరణానికి పాల్పడ్డాడు. అసలు అటువంటి పరిస్ధితి ఎందుకు వచ్చింది, భవిష్యత్‌లో పునరావృతం కాకుండా ఎలా చూడాలి అన్నది సభ్య సమాజ వైఖరిగా వుండాలి పోయి, అతడు దళితుడు కాదు బీసి అని, బీసి బంధువు దత్తాత్రేయ మీద విమర్శలా అని సమస్యను పక్కదారి పట్టించటానికి బిజెపి పార్టీకి చెందిన రెండు విభాగాలే పూనుకోవటాన్ని చూశాము. అలాగే ‘ విశ్వవిద్యాలయ అవమానత్వం, పెత్తందారీతనం, క్రూరత్వం, కుల,మత రాజకీయం ఎంత కారణమో -వాటి మీద పోరాడుతున్న దళిత, బహుజన వుద్యమాలూ, ప్రగతిశీల శక్తులూ కూడా రోహిత్‌ మరణానికి అంతే కారణం’ అని ఒక వ్యాఖ్యాత చెప్పటాన్ని ఎలా అర్ధం చేసుకోవాలి ? నిరాశా, నిస్పృహలు వుండవచ్చు గానీ ఇలాంటి వ్యాఖ్యలు, నిర్ధారణలకు రావటం వలన పైన పేర్కొన్న శక్తులకే ప్రయోజనం తప్ప వాటిని వ్యతిరేకించే వారికి కాదు. నిజానికి రోహిత్‌ మరణం చుట్టూ తిరుగుతున్న అంశాలను చూస్తే అవి కేవలం తక్షణ దళిత సమస్యలు కావు. దేశం మొత్తానికి సవాలు విసిరిన హిందూత్వను వ్యతిరేకించే , ఒక వుదంతంపై తమ అభిప్రాయం చెప్పుకొనే ప్రజాస్వామిక స్వేచ్ఛ హక్కు ఇమిడి అంశం. రోహిత్‌ చెప్పిన అంశాలంటూ సామాజిక మీడియాలో తిరుగుతున్న వీడియోలో అదే వుంది. ఎంతో స్పష్టంగా తన భావాలను రోహిత్‌ వెల్లడించాడు.

     నిజమే మూకుమ్మడి వుద్యమం చేసి వుంటే రోహిత్‌ బతికి వుండేవాడే. జరగకపోవటానికి కారకులు ఎవరు ? అటువంటి వుద్యమాలు చేసే వాతావరణం వున్నదా ? ఆ వ్యాఖ్యాతే చెప్పినట్లు ‘ సస్పెన్షన్‌కు గురైన దళిత విద్యార్ధులు అంబేద్కరిస్టు స్టూడెంట్‌ అసోసియేషన్‌కు సంబంధించిన వాళ్లు,యూనివర్సిటీలో సమస్యలను పరిష్కరించుకోవటం మీదే వారి ప్రధాన దృష్టి. బయటి సంస్ధలతో వారికి పెద్ద సంబంధ బాంధవ్యాలు లేవు. కనీసం దళిత సంఘాలతో కూడా వారికున్నది అరకొర మైత్రి మాత్రమే’ అంటూనే ప్రగతిశీల వుద్యమాలపై తీవ్ర వ్యాఖ్యలు చేయటం విచారకరం.

    ఈ రోజు అస్థిత్వ ధోరణులు సమాజాన్ని వూపివేస్తున్నాయి. వాటికి గురికాని వారు దాదాపుగా లేరంటే అతిశయోక్తి కాదు. స్వాతంత్య్ర వుద్యమ కాలంలో ఎక్కడ ఏ సమస్య తలెత్తినా అక్కడి వారు పిలిచినా పిలవక పోయినా తెలియచేయకపోయినా తెలిస్తే చాలు వుద్యమకారులు వాలిపోయి వారితో మమేకమైన వుదంతాలు మనకు ఎన్నో కనిపిస్తాయి. ఇప్పుడా పరిస్ధితి వుందా?

      అవినీతి వ్యతిరేక ఆందోళనలో భాగంగా న్యూఢిల్లీలో అన్నా హజారే నాయకత్వంలో జరిగిన దీక్షలు, నిరసనల గురించి తెలిసినదే. మొత్తం రాజకీయ పార్టీలన్నీ ఒకటే అనే పేరుతో అవినీతికి దూరంగా వున్న వామపక్షాలతో సహా అన్నింటినీ దూరంగా పెట్టి రాజకీయ రహితం పేరుతో నడిపించిన విషయం తెలిసిందే. తరువాత దానిలో ఒకరైన కేజ్రీవాల్‌ స్వంత రాజకీయ పార్టీని పెట్టుకున్నాడు. కిరణ్‌బేడీ బిజెపిలో చేరిపోయారు.జనరల్‌ వీకె సింగ్‌ ఇపుడు మోడీ మంత్రివర్గంలో సభ్యుడు. అన్నా హజారేను అరెస్టు చేసినపుడు వామపక్షాలు ఖండించాయి తప్ప అంతకు మించి ముందుకు పోతాయని ఎవరైనా ఎలా ఆశిస్తారు. ప్రతి వుద్యమం వెనుక ఏదో ఒక లక్ష్మం వుంటుంది. బయటకు చెప్పనిదేదో వుంది కదా అని అవినీతి వ్యతిరేక వుద్యమానికి మద్దతు పలకకుండా ఎలా వుంటారు? ఈ వుద్యమం పట్ల దళితనేతల లేదా మేధావుల వైఖరి ఏమిటి ? అది అగ్రవర్ణాల వుద్యమం అని చంద్రభాను ప్రసాద్‌ వ్యాఖ్యానిస్తే, మనువాది వుద్యమం, సామాజిక న్యాయ వ్యతిరేకం, దళితులు, గిరిజనులు, ఓబిసీలకు దానితో సంబంధం లేదు, వ్యతిరేకిస్తామని కంచె ఐలయ్య పేర్కొన్నారు.

     కుల వివక్షకు వ్యతిరేకంగా ఐక్య ఆంధ్రప్రదేశ్‌లో కుల వివక్ష వ్యతిరేక సంఘం ఏర్పడి ఆందోళనలు చేస్తుంటే దళిత సంఘాలు దూరంగా ప్రేక్షక పాత్ర వహించాయి. దానిలో సిపిఎంలో పని చేసే కార్యకర్తలు చురుకుగా పనిచేస్తుండవచ్చు, పార్టీ రాష్ట్ర కార్యదర్శిగా వున్న బివి రాఘవులు రంగారెడ్డి జిల్లాలో యాత్ర చేస్తే దాన్నొక రాజకీయ ప్రయోజన చర్యగా చూశారు. అంతెందుకు అస్ధిత్త ధోరణులు ఎంతగా పెరిగి పోయాయంటే స్త్రీల సమస్యలను స్త్రీలే పరిష్కరించుకోవాలి, దళితులు సమస్యలను దళితులే పరిష్కరించుకోవాలి , బీసిల సమస్యలను బీసీలే పరిష్కరించుకోవాలి. ఇతరులకు వాటిలో స్ధానం లేదు, వారికి అసలు ఆ సమస్యలు తెలియవు అన్న ధోరణి ప్రబలిందా లేదా ? చివరికి అది ఇంకా ముదిరి పోయింది. లేకుంటే ‘వివిధ రంగాలలో వివిధ కోణాల నుంచి దళిత బహుజన జీవితాన్ని, అనుభవాల్ని విశ్లేషించుకుంటూ కొత్త కొత్త పోరాట రూపాల్ని ఆవిష్కరించటం ఇక్కడ మృగ్యం.ఎవరి కుల సంక్షేమం కోసం వారు కట్టుబడి వుండటం తప్ప వుమ్మడి పోరాటాల్ని చేపట్టటానికి ఇరుకు విబేధాల్ని పక్కన పెట్టే సమన్వయం లేదు.’ అని పైన నేను పేర్కొన్న వ్యాఖ్యాత వాపోవటం నూటికి నూరు పాళ్లు నిజం. ‘ సరైన అంబేద్కరిస్టు దృష్టితో కుల నిర్మూలనోద్యమాన్ని బలోపేతం చేయగలిగే వుద్యమాలు రూపొందక పోవటం దళిత బహుజన ప్రపంచానికి చెందిన తక్షణ ప్రశ్న. మన కోసం మనం నిలబడుతూ అందరి కోసం పోరాడాలనే పూలే స్ఫూర్తిని విస్మరించిన దళిత బహుజన సంఘాలు రోహిత్‌ లాంటి ఎంతో మంది విలువైన వ్యక్తుల్ని నిలుపుకోలేకపోతున్నాయి. కనుక ఈ కోణంలో రోహిత్‌ మరణానికి వర్తమాన దళిత బహుజన వుద్యమాలే ఎక్కువ బాధ్యత వహించాల్సి వుంది’ అని కూడా పేర్కొన్నారు. చివరకు రోజువారీ కుల నిర్మూలనా పోరాటాలతో మమేకమవ్వటమే మన ముందున్న కర్తవ్యం అని సూత్రీకరించారు.

    అంబేద్కర్‌ ప్రారంభించిన కుల నిర్మూలన ఒక ఆదర్శం. అది సాధ్యమా, సాధ్యం కావటానికి ఎంత సమయం పడుతుంది అనేవి వూహాజనిత ప్రశ్నలు. పై రచయితే చెబుతున్నట్లు ఎవరి కుల సంక్షేమం కోసం వారు కట్టుబడి వుంటున్నపుడు కుల నిర్మూలన ఎలా సాధ్య పడుతుంది? సమరశీల కుల నిర్మూలనా పోరాటాలు ఎలా జరుగుతాయి? అసలు ఐక్యత ఎలా కుదురుతుంది? అందువలన కుల గిరి ఆలోచనా పరిధి నుంచి బయట పడాలి. కమ్యూనిస్టులు తమ అంతిమ లక్ష్యం సోషలిజం, కమ్యూనిజం అని చెబుతారు. దాన్ని చేరుకోవటానికి ఎన్నో మెట్లు ఎక్కాలి. మెట్టు ఎక్కకుండా మేడమీదకు ఎగిరితే నడుములు విరుగుతాయి తప్ప పైకి ఎక్కలేరు. అందుకే అలాంటి మెట్టుగా మన దేశంలో సిపిఎం జనతా ప్రజాస్వామిక విప్లవ దశ గురించి తన కార్యక్రమాన్ని రూపొందించుకున్నట్లుగానే ప్రపంచంలో ప్రతి కమ్యూనిస్టు పార్టీ తన కార్యక్రమాన్ని రూపొందించుకుంటుంది. దాన్ని సాధించటానికి అనుసరించే ఎత్తుగడలు, మార్గాల గురించి విబేధాలు వేరే విషయం.

     పెట్టుబడిదారీ విధాన వయస్సుతో పోల్చితే మన దేశంలో ఘనీభవించి పోయిన కుల, మనువాద వ్యవస్ధ ఎన్నో రెట్లు ఎక్కువ. పెట్టుబడిదారీ విధానంలో 99శాతం కార్మిక వర్గానికి కనిపించే ప్రత్యక్ష శతృవు ఒక శాతం యజమాని మాత్రమే. నిచ్చెన మెట్ల కుల వ్యవస్ధలో అలా కాదు. ప్రతి మెట్టుకూ ప్రతి కులమూ ఒక యజమాని. అందువలన ఎదుర్కోవటం అంత తేలిక కాదు. అందువలన దళిత బహజన సంఘాలు కూడా అంతిమ లక్ష్యంగా కుల నిర్మూలన లక్ష్యాన్ని పెట్టుకోవచ్చు.  సాధనకు మిత్రులను కలుపుకో తప్పదు. అనేక అవలక్షణాలున్న ఈ సమాజం నుంచి ఆదర్శవంతమైన కొత్త సమాజం రావాలి రావాలి తప్ప వేరే ఎక్కడి నుంచో ఊడి పడదు. అందుకే సామాజికోద్యమాలతో పాటు వర్గ వుద్యమాలనూ జమిలిగా సాగిస్తేనే ప్రయోజనం. ఏది ముందు, ఏది వెనుక,దేనికి మొదటి ప్రాధాన్యత, దేెనికి రెండవ ప్రాధాన్యత అన్న వృధా చర్చలోకి పోకుండా అంతిమ లక్ష్యానికి అనుగుణంగా ఏది ముందుకు వస్తే దానిపై కేంద్రీకరించి సమన్వయం చేసుకుంటూ పనిచేయాలి. ఒకదాని కోసం మరొక దానిని వాయిదా వేయాల్సిన పనిలేదు. పక్కదారి పట్టాల్సిన అవసరం లేదు. కుల వ్యవస్ధలో సామాజిక అణచివేతతో పాటు వర్గ దోపిడీ కూడా మిళితమై వుంది. అందువలన కుల వ్యవస్ధపై పోరాటానికి వర్గదోపిడీని వ్యతిరేకించే శక్తులన్నీ కలసి వస్తాయి. ఒక సంస్ధలో వుండి పనిచేయలేమనుకుంటారా విడివిడిగా వుండొచ్చు, సమన్వయం చేసుకోవచ్చు, కలసి పనిచేయవచ్చు. ఈ దిశగా దళిత వుద్యమం, వామపక్షాలూ, ఇతర భావ సారూప్యత గల శక్తులు, వ్యక్తులూ అందరూ కలసి పనిచేయటమే రోహిత్‌కు సరైన నివాళి అవుతుంది.

హైదరాబాదు కేంద్రీయ విశ్వవిద్యాలయంలో ఆత్మహత్య చేసుకున్న వేముల రోహిత్‌ దళితుడు కాదు బిసి: ఎబివిపి

అయితే ఏమిటట !

     వారు చెబుతున్నదాని ప్రకారం దళితుడు కాదు, వెనుకబడిన తరగతికి చెందిన యువకుడు. కావచ్చు, కాకపోవచ్చు, లేదు బిసి కాకపోతే ఓసి, ఓసీలోకూడా హిందూత్వను వ్యతిరేకించే గట్టి కార్యకర్త అనుకోండి…. అంతమాత్రాన అందుకు కారకులుగా విమర్శలను ఎదుర్కొంటున్నవారిని నిలదీయ కూడదా ? ఎంతో భవిష్యత్‌ వున్న ఒక విద్యార్ధిని ఆత్మహత్యకు పురికొల్పిన పరిస్ధితుల గురించి ప్రశ్నించకూడదా ? నేరగాళ్లను వదలి వేయాలా? శిక్షించాలా ? ఎబివిపి వారికి వచ్చిన సమస్య ఏమిటి ?

దొరల పాలనా భావజాలం నుంచి బయటకురాని రాజకీయ నేతలే బీసి బంధువైన దత్తాత్రేయపై కుతంత్రాలకు పాల్పడుతున్నారు : బిజెపి ఓబిసి మోర్చా

అయితే ఏమిటట !

     ఒక విమర్శ రాగానే మోర్చావారికి మూర్ఛ రావాలా ? మోర్చా, ఎబివిపి రెండూ సంఘపరివార్‌ సంస్ధలే ఒకే నోటితో, అదీ నరం వున్న నాలుక నోటితో కదా మాట్లాడాల్సింది. విశ్వవిద్యాలయానికి దత్తాత్రేయ వుత్తరాల మీద వుత్తరాలు రాసి తోటి మంత్రి స్మృతి ఇరానీతో రాయించి ప్రతిభావంతుడైన ఒక బీసి విద్యార్ధి జీవితంతో అడుకుంటే అయన బీసి బంధువా ? బలి తీసుకొనే వ్యక్తా ? ఎన్ని నోళ్లు వున్నాయి ? వున్న నోటికి నరం వుందా ?

     ఇక్కడ వీరి బాధ రోహిత్‌ ఎవరన్నది కాదు, దేశానికి విషంగా మారిన కాషాయ హిందూత్వ, ఎబివిపి, ఆర్‌ఎస్‌ఎస్‌ను గట్టిగా వ్యతిరేకించటమే అసలు సమస్య. దీర్ఘకాలం ఆర్‌ఎస్‌ఎస్‌ ప్రచార్‌క్‌గా వున్న దత్తాత్రేయ, వారి బాటలో నడుస్తున్న మరో మంత్రి స్మృతి ఇరానీ, విద్యార్ధులు చెబుతున్నదాని ప్రకారం దళితులు, బిసిల పొడగిట్టని విసి పొదిలి అప్పారావు అత్యుత్సాహం మ్తొత్తంగా హిందూత్వ వున్మాదం, దానికి లొంగిపోవటమే రోహిత్‌ను బలి తీసుకున్నాయన్నది స్పష్టం.

ముంబై పేలుళ్ల వుగ్రవాది యాకుబ్‌ మెమెన్‌ను వురితీస్తే దాన్ని ఖండిస్తూ విశ్వవిద్యాలయంలో జరిగిన సభలో రోహిత్‌ పాల్గొన్నాడు: సోషల్‌ మీడియా, కాషాయ మీడియా సేవకులు

అయితే ఏమిటట !

     శవాల కోసం గగన విహారం చేయటమే రాబందుల పని, ఎక్కడ కనిపిస్తే అక్కడ వాలి పోతాయి. ఎక్కడ సంఘపరివార్‌ సంస్ధలు, వ్యక్తులకు ఇబ్బంది వస్తుందా అని అక్కడ వాలి పోదామా అని రాబందుల మాదిరి హిందూత్వ ప్రచార సేవకులు వెంటనే సామాజిక మీడియాలో తమ పనిలోకి దిగి పోతారు. మెమెన్‌ వంటి ఒక జాతి వ్యతిరేక శక్తి మరణిస్తే అంతగా స్పందించిన రోహిత్‌ ఆత్మహత్య చేసుకుంటే ఇంతగా స్పందించాలా అన్నట్లు వ్యంగ్యోక్తులతో ప్రచారానికి దిగారు.

     వుగ్రవాదులు విదేశాలలో కుట్ర చేసి దాడులకు పాల్పడ్డారా, స్వదేశంలోనే కుట్రలు చేశారా అన్నది సమస్య కాదు. ఎక్కడ చేసినా కుట్ర కుట్రే ఖండించాల్సిందే, శిక్షించాల్సిందే. ఎవరూ సమర్ధించరు. అనేక మంది హిందూ వుగ్రవాదులు జైళ్లలో వున్నారా లేదా ? స్వామి అసిమానంద ఆర్‌ఎస్‌ఎస్‌ కార్యకర్త. అజ్మీర్‌ షరీఫ్‌, మక్కామసీదు, మాలెగావ్‌, సంఝౌతా ఎక్స్‌ప్రెస్‌ బాంబు పేలుళ్ల కేసులో ముద్దాయా కాదా ? తన నేరాలను మెజిస్ట్రేట్‌ ముందు అంగీకరించాడా లేదా ? దర్యాప్తు సంస్ధలు తనపై వత్తిడి తెచ్చాని బుకాయించాడు. అందులో ఆశ్చర్యం లేదు.అలా బుకాయించిన తరువాత కారవాన్‌ పత్రికకు ఇచ్చిన ఇంటర్వ్యూలో వుగ్రదాడులకు ఆర్‌ఎసెస్‌ ప్రధాన కార్యదర్శి మోహన్‌ భగవత్‌ అంగీకరించాడని చెప్పాడు. తరువాత తానలా అనలేదన్నాడు. అయితే కారవాన్‌ పత్రిక ఆడియో టేపులను విడుదల చేసి అసిమానంద్‌ నిజస్వరూపాన్ని బయట పెట్టింది.యూకూబ్‌ మెమెన్‌ తనంతట తానుగా లొంగిపోయాడన్నది అందరికీ తెలిసిన నిజం. పేలుళ్ల కుట్రకు సంబంóంచి అనేక విషయాలు వెల్లడించాడు. వాటితో తనకు ఎలా సంబంధం లేదో చెప్పటానికే లొంగిపోయాడన్నది ఒక కధనం. దీన్ని కొంత మంది నమ్మవచ్చు, నమ్మకపోవచ్చు. యూకూబ్‌ మెమెన్‌ వురితీయాల్సిన వ్యక్తి కాదని స్వయంగా కేంద్ర ప్రభుత్వ కాబినెట్‌ సెక్రటేరియట్‌లో అదనపు కార్యదర్శిగానూ, పరిశోధన మరియు విశ్లేషణ( రా) పాకిస్థాన్‌ విభాగానికి అధిపతిగా పనిచేసిన బి రామన్‌ ఒక వ్యాసంలో రాశారు. ఇదేమీ రహస్యం కాదు. అలా రాసినంత మాత్రాన ఆయన దేశవ్యతిరేక శక్తా ? వురి శిక్షలను మొత్తంగా వ్యతిరేకించే సిపిఎం మెమెన్‌ వురిని వ్యతిరేకించింది. యావజ్జీవ శిక్షగా మార్చాలని కోరింది. ఇతర అనేక మంది ఈ అభిప్రాయాన్ని కలిగి వున్నారు. కేంద్రీయ విశ్వ విద్యాలయంలోని కొందరు విద్యార్ధులు కూడా ఆ కారణంగానే సంతాపసభకు హాజరై వుండవచ్చు, వారిలో రోహిత్‌ ఒకరు కావచ్చు. తప్పేముంది ? ముంబైలో వేలాది మంది మెమెన్‌ అంత్యక్రియలకు హాజరయ్యారు. అంత మాత్రాన వారంతా జాతి వ్యతిరేక శక్తులా ?

     జాతిపిత మహాత్మా గాంధీని చంపిన ఆర్‌ఎస్‌ఎస్‌ గాడ్సేకు గుడి కట్టేందుకు, వాడి వర్ధంతి,జయంతులను పాటింటే వారు, వారికి మద్దతు పలికే హిందూత్వ శక్తులు దేశ భక్తులుగా చలా మణి అవుతుండగా వాటి గురించి ఏమిటని ఏ చర్యలు తీసుకున్నారని లేఖలు రాయటంలో సిద్ధ హస్తుడైన దత్తాత్రేయ రాష్ట్ర ప్రభుత్వాలకు ఎందుకు లేఖలు రాయటం లేదు? అంతెందుకు మజీతియా వేజ్‌ బోర్టు సిఫార్సులను మీడియా సంస్ధలు అమలు జరపటం లేదన్నది బహిరంగ రహస్యం. జర్నలిస్టులు స్వయంగా అయనకు చాలాసార్లు మౌఖికంగా చెప్పారు, రాతపూర్వకంగా ఇచ్చారు, ఆ సిఫార్సులను అమలు జరిపేందుకు కేంద్ర కార్మికశాఖా మంత్రిగా రాష్ట్రాలకు లేఖలు రాయాల్సిన బాధ్యత ఆయనదే . ఎన్ని రాష్ట్రాలకు,ఎన్నిసార్లు రాశారు?్ల సమాధానం రాకపోతే గుర్తు చేస్తూ మళ్లీ మళ్లీ ఎన్ని సార్లు లేఖలు రాశారో చెప్పగలరా ? పత్రికలకు వివరాలు విడుదల చేయగలరా ? ఒక ఎంపీ, కేంద్ర మంత్రి దేశంలో ఏం జరిగినా పట్టించుకోవాలి కదా ?

హిందుత్వను, కాషాయాన్ని తానెంతగా వ్యతిరేకిస్తున్నాడో రోహిత్‌ చెప్పే వీడియోను కమలం గ్రూపు పేరుతో వున్నవారు సామాజిక మీడియాలో తిప్పుతున్నారు. అతని నిజస్వరూపం ఇది, అందుకు సాక్ష్యం అది అంటున్నారు.

అయితే ఏమిటట !

     వీడియోలో రోహిత్‌ చెప్పినదానిలో దానిలో తప్పేముంది? హిందువుగా జీవించు, హిందువునని గర్వించు అని ఆర్‌ఎస్‌ఎస్‌ చెప్పటం లేదా దాన్ని గోడల నిండా చెడరాయటం లేదా ? ఆవును చంపిన వారిని కొట్టి చంపమని వేదాలు చెప్పాయని ఆర్‌ఎస్‌ఎస్‌ పత్రిక పాంచజన్యలో వినయకృష్ణ చతుర్వేది రాయలేదా. రోహిత్‌ అంతకంటే దారుణంగా ఏమీ చెప్పలేదే. హిందూత్వ, దానికి విద్యార్ధులలో ప్రతినిధులుగా వున్న ఎబివిపి కనపడితే ఎదిరించమని తన సంస్ధ చెప్పిందన్నాడు .దళితులకు ఇంకేం నేర్పించిందంటే హిందూత్వగానీ, హిందువులుగానీ హిందూ పేరు చెప్పుకొని మైనారిటీలపైకి వచ్చే వాళ్లనిగానీ, దళితుల గురించి గానీ మాట్లాడే వారుగానీ కనపడితే ఎదిరించమని చెప్పింది అని చెప్పాడు. అంతే తప్ప కొట్టమనో, చంపమనో చెప్పింది అనలేదుగా !

     ఇక్కడ దళితుల గురించి మాట్లాడటం అంటే వారి కులం పేరు చెప్పి తిట్టటం, వర్ణవ్యవస్ధ పేరుతో ఎక్కడుండాల్సినోళ్లు అ్కడుండాలని అంటరానితనం పాటించటం వంటి హిందూయిజం కనపడితే ఎదిరించటమని అంబేద్కర్‌ ఎప్పుడో చెప్పాడు. . ఎబివిపి హిందుత్వ గురించి చెప్పినట్లుగానే అదే అంబేద్కర్‌ విద్యార్ధి సంఘమూ చెబుతోంది.తరతరాలుగా మానవత్వానికే మచ్చ తెచ్చిన హిందూత్వ గురించి ఘనంగా చెప్పుకుంటున్నవారు వుండగా లేనిది అందుకు తరతరాలుగా బలై అవమానాలు పొందిన వారు దానిని ఎదిరించమని చెప్పటం ఎలా తప్పవుతుంది. దోపిడీ వ్యవస్ధను కూల్చివేయమని కమ్యూనిస్టులు బహిరంగంగా చెప్పటం లేదా? ప్రత్యర్ధి పార్టీని ఓడించటమని పిలుపివ్వని, కార్యకర్తలకు చెప్పని పార్టీ ఏదో చెప్పమనండి.

     గుజరాత్‌ మారణకాండ సందర్బంగా మూడు రోజుల పాటు ఏం చేయదలచుకుంటే అది చేయండని 2002లో ముఖ్యమంత్రిగా వున్న నరేంద్రమోడీ చెప్పారని నాడు భజరంగ దళ్‌ జాతీయ సమన్వయ కర్తగా వున్న హరేష్‌ భట్‌ చెప్పిన అంశాలు కూడా వీడియోలో వచ్చాయి. అంబేద్కర్‌ సంఘం లేదా సంఘపరివార్‌ను వ్యతిరేకించే వామపక్షాలు, ఇతర సంస్ధలు అలా చెప్పినట్లు వీడియోలు లేవే . సామాజిక మీడియాలో రోహిత్‌ వీడియోను తిప్పుతున్నవారు గుజరాత్‌ వీడియోను ఎందుకు చేయరు? అలాంటి వీడియోలను చూసిన తరువాత ఎవరైనా కాషాయ ముసుగులో జరిపే దారుణాలను వ్యతిరేకించనందుకు, అసహ్యించుకోనందుకు సిగ్గుపడాలి. వీడియో కనుక నిజమైనదైతే బ్యానర్లను చించి వుండవచ్చు, ప్రాణాలను తీయలేదే, గుజరాత్‌ మాదిరి మారణకాండకు రోహిత్‌ పాల్పడలేదే, ప్రోత్సహించలేదే ! వేలాది మంది ప్రాణాలు తీసిన గుజరాత్‌ మారణకాండలో ఇంతవరకు ఒక్కరంటే ఒక్కరికీ వురి శిక్ష పడలేదేం ? శిక్షలు పడిన వారికి ఇంటి కంటే జైలు పదిలం అన్నట్లు సకల సౌకర్యాలు కల్పించటం సోషల్‌ మీడియాలోని కొంత మందికి కనిపించటం లేదా ? వారి బాధ ఏమిటి ?

విద్యార్ధులపై చర్యకు వత్తిడి చేయలేదు:బిజెపి నేతలు

    అరచేతిని చూసుకొనేందుకు అద్దం కావాలా? వరుసగా తెరిపి లేకుండా రాసిన లేఖల తేదీలు చూస్తే వత్తిడి చేసిందీ లేనిదీ తేటతెల్లమైంది. నిజంగా ఒక ఎంపీ, ఒక మంత్రి లేఖ రాస్తే ఒక చిన్న విషయం మీద ప్రభుత్వ శాఖలు అంతగా వెంటపడటం ఆశ్చర్యమే. ఎన్నికలలో లోక్‌పాల్‌, నల్లధనం వెలికితీత గురించి తాను లేఖ రాస్తే కనీసం ప్రధాని కార్యాలయం స్పందించి తిరుగు జవాబు కూడా రాయలేదని 18 నెలల తరువాత అన్నా హజారే అంతటి పెద్ద మనిషి వాపోయిన విషయం తెలియదా ? అగస్టు నుంచి లేఖల మీద లేఖలు రెండు మంత్రిత్వశాఖలు రాయటం వత్తిడి కాదా ? వైస్‌ ఛాన్సలర్‌ కొత్తగా వచ్చి విద్యార్ధుల బహిష్కరణ మీద చూపిన శ్రద్ధ, ఆసక్తి అంతకు ముందు విశ్వవిద్యాలయంలో కమిటీలు చేసిన సిపార్సులపై లేదెందుకు?

The Polit Bureau of the Communist Party of India (Marxist) has issued the
following statement:

The Polit Bureau of the CPI(M) expresses its deep anguish at the suicide of
a dalit student, Vemula Rohit, in the Central University of Hyderabad.

The four dalit students were on indefinite hunger strike protesting against
the newly-appointed Vice Chancellor’s decision to rusticate them from the
hostels of the University.

Following an alleged altercation between the RSS student wing – ABVP – and
the Ambedkar Students Union, an enquiry was conducted by the University and
the incident appeared to have been settled.

The newly-appointed Vice Chancellor, allegedly, under pressure from the
Minister of the Union Cabinet belonging to Hyderabad and the consequent
direction by the Human Resources Development Ministry, had taken this action
of suspension from the hostels.  The hunger strike was a protest against
this action by the Vice Chancellor.

Under these circumstances, the Polit Bureau of the CPI(M) condemns the Vice
Chancellor’s motivated decision that led to this suicide  and demands that
the Vice Chancellor be booked under the SC Prevention of Atrocities Act
immediately.

The Central government must conduct a thorough enquiry into this incident in
this prestigious Central University that was established by law by the
Parliament of India.

Mineral Production during November 2015 (Provisional)

The index of mineral production of mining and quarrying sector for the month of November (new Series 2004-05=100) 2015 at 131.5, was 2.3% higher as compared to November 2014. The cumulative growth for the period April- November 2015-16 over the corresponding period of previous year stands at (+) 2.1%.

The total value of mineral production (excluding atomic & minor minerals) in the country during November 2015 was Rs. 19381 crore. The contribution of Coal was the highest at Rs. 8266 crore (43%). Next in the order of importance were: Petroleum (crude) Rs. 5525 crore, Natural gas (utilized) Rs. 2177 crore, Iron ore Rs. 1791 crore, Limestone Rs. 463 crore and Lignite Rs.286 crore. These six minerals together contributed about 95% of the total value of mineral production in November 2015.

Production level of important minerals in November 2015 were: Coal 568 lakh tonnes, Lignite 23 lakh tonnes, Natural gas (utilized) 2632  million cu. m., Petroleum (crude) 30 lakh tonnes, Bauxite 1934 thousand tonnes, Chromite 290 thousand tonnes, Copper conc. 12 thousand tonnes, Gold 102 kg., Iron ore 130 lakh tonnes, Lead conc. 20 thousand tonnes, Manganese ore 173 thousand tonnes, Zinc conc. 128  thousand tonnes, Apatite & Phosphorite 131 thousand tonnes, Limestone 231 lakh tonnes, Magnesite 22 thousand  tonnes  and Diamond  2117 carat.

The production of important minerals showing  positive growth during November 2015 over November 2014 include Chromite’ (124%), ‘Iron ore’ (41.7%), ‘Copper conc.’ (38%), ‘Apatite & Phosphorite’ (21.7%), ‘Lead conc. (18.9 %), ‘Bauxite’ (17.7%),     ‘Magnesite’ (13.6%), ‘Coal’ (3.7%), and ‘Limestone’ ( 3.3%).     . The production of other important minerals showing negative growth are: ‘Lignite’ [(-) 30.6%], ‘Diamond’ [(-) 25.4%], ‘Gold’ [(-) 19%], ‘Manganese ore’ [(-) 8%], ‘Zinc conc.’ [(-) 4.5%], Natural gas (utilized)’ [(-) 3.4%], and ‘Petroleum (crude)’ [(-) 3.3%].
