Manoj Sinha launches India Post Help Centre and a Toll Free Number 1924
Ministry of Communications today launched India Post Help Centre and a Toll Free Number 1924 to address the grievances of people in the Country related to Department of Posts. Inaugurating the Help Centre here, Minister of Communications, Shri Manoj Sinha said that the move comes in the wake of Prime Minister Shri Narendra Modi’s PRAGATI (Pro-Active Governance And Timely Implementation) review meetings, where he exhorts the Union Ministers to actively address the grievances of the common man by setting up and strengthening Public Redressal Grievances Mechanism.

Shri Sinha said that the Help Centre has been launched in three languages -Hindi, English and Malayalam  and gradually all regional languages will be included which are mentioned in the Schedule of the Indian Constitution.

He said, the Help Centre will be functioning from 8 A.M to 8 P.M on all working days except holidays. Shri Sinha said that soon, in every circle a nodal officer will be appointed to bring efficiency in redressal mechanism.

The Minister stressed that except in the case of policy decisions, all complaints related to postal services will be addressed within 24 Hours. Shri Sinha recalled that last month he had launched  “Twitter Sewa” for addressing the complaints and concerns of common man and other stake-holders in the telecom and postal sectors, where on an average 100 complaints are received daily related to postal services. He said, the  Department of Posts is one of the 8th largest Department/Ministry in terms of numbers of complaints received. A toll free helpline number ‘1924’ would be available for customers from all over India from landline/mobile phone of service providers namely AirTel, Idea, Vodaphone, Telenor, Aircel, MTS, Reliance etc.

The complaints received from the complainant on toll free number ‘1924’ would be registered in Computerized Customer Centre (CCC) Portal by the operators at the Dak Bhawan and the 11 digits ticket number would be provided to the complainants. If the complaint already registered, the complainant would be informed the status as viewed in CCC Portal. As soon as the complaint is generated on CCC Portal, the concerned post office will take immediate necessary action to resolve it and would upload the status.

All the Postal Circles will have a Control Room for monitoring and redressal of complaints. The Nodal Officer in each Circle will open the CCC Portal every day and check all the complaints beginning with “100030 – …… the Toll Free Complaints” and will examine for quick disposal. The Circle Heads would direct to all the Post Offices concerned to ensure that they log in CCC Portal at the beginning of day and at the end of the day compulsorily.

The case disposal time is one working day subject to policy matters. The complainant would be informed, if it involves policy matter. A reasonable reply should be uploaded in the CCC Portal.  The Circle will update the status of each such cases every 24 hrs. through email on adgpg@indiapost.gov.in. The name of Officers with email address and mobile number in each Circle who will be Nodal Officer, should be sent on email adgpg@indiapost.gov.in .CPMG should review the ‘1924’ pending cases every day and in case of pendency going beyond 24 hours would give full details and convey his/her observation to PG Cell of Directorate which will provide weekly report to the Office of Secretary (Posts). The Circles would provide utmost priority and quick disposal of the complaints received through Toll Free Centre. All the Circles would propagate and give wide publicity of “Toll Free Number 1924” within their jurisdiction through appropriate medium within budgetary limit.

AIPRPA CWC DECISIONS FOR APROGRAMME OF ACTION ON POSTAL PENSIONERS CHARTER OF DEMANDS

THREE STAGE PROGRAMME OF ACTION

(i)                Demonstrations shall be held at all places by the AIPRPA on 19th September, 2016 andMemorandum will be forwarded to Health and Finance Ministers

(ii)             Mass Dharna by Postal & RMS Pensioners on 21st October, 2016 to demand implementation of the Charter of Demands.

(iii)           ‘Chalo Delhi’ by Postal & RMS Pensioners to conduct a ‘Mass Demonstration’ in front of Parliament on 21st February (Date will be subject to finalisation in consultation with NCCPA to synchronize with the National Convention against NPS proposed by NCCPA) and to submit the Memorandum to the Prime Minster of India.

All District / Divisional Secretaries are requested to organise the Demonstration on 19th September, 2016 either at morning or lunch hour or in the evening and submit the following Memorandum by Speed Post to Honourable Finance Minister Government of India New Delhi – 110001 and to the Honourable Health Minister Government of India, Nirman Bhawan, New Delhi – 110108.

MEMORANDUM SUBMITTED TO HONOURABLE FINANCE MINISTER & HONOURABLE HEALTH MINISTER AS PER THE DECISION OF THE CWNTRAL WORKING COMMITTEE OF ALL INDIA POSTAL & RMS PENSIONERS ASSOCIATION:

Respected Sir,

We, the Members of All India Postal & RMS Pensioners Association ______________________________

District / Division under ________________________________ State, submit this Memorandum for the consideration and favourable action of Government of India.

1.   Grant of Universal Pension @ 3000/- to all Senior Citizens:

The Senior Citizens of India, irrespective of their industry including agriculture or any other unorganized sector should be protected in their old age. The OASIS project under Shri.Atal Behari Vajpayee Government stated that all the workers in their old age must get social security. It is the responsibility of Government to take care of all the senior citizens even though they are not retired from pensionable service like Government jobs. The demand for a universal pension to all  senior citizens is gaining ground in all countries. India should take the lead and enact a law to protect all senior citizens above age of 60 and not covered by any pension scheme with at least a pension of Rs.3000/- per month by the Central Government.

2.   Scrapping NPS for Central Government Employees:

The decision taken by the Government to bring all Central Government Employees recruited on or after 1.1.2004 under New Pension Scheme, now renamed as ‘National Pension System’ is violative of Constitution, as it discriminates one section of Government employees against another. The introduction of NPS through PFRDA Act against the recommendations of 6th CPC constituted Expert Committee headed by Doctor Gayatri of Bangalore Institute of Economic Studies was a retrograde step taken by the Government. The NPS does not guarantee any minimum  pension and everything is left to the vagarities of the share market. There is no guarantee that a Government Employee after serving for three or four decades will get at least half the basic pay of his last pay drawn as his pension like the employees recruited before 1.1.2004. Contrast this with the fact that even after a single day holding the position of a Member of Parliament; every M.P is eligible for a guaranteed government pension! The 7th CPC has in detail narrated the weaknesses in the system of NPS, which goes to prove that there is no guarantee to any minimum pension after retirement for a Government Employee  entering service after 1.1.2004. While the NPS should have been restricted only to those employees and workers for whom no other pension system is in vogue as originally thought out in OASIS Project, the implementation of NPS to a section of government employees also was a step in wrong direction. The NPS has to go as far as all Government Employees without any discrimination.

3.   Full Parity in Pension between past and present pensioners:

5thCPC had recommended that all pensioners must be notionally brought on to the new pay scale implemented prospectively by treating them as though as they were in service before refixing their pension at the rate of 50% of pay of the post or cadre from which a pensioner had retired. This recommendation had been diluted by 6thCPC by denying the notional fixation and also the Refixation based on the new scale of pay granted to the same post or cadre. The 6th CPC had only recommended for calculations in the replacement scale of pay corresponding to the pre-revised scale of pay in which the pensioner had retired. The 7th CPC even though had conceded to take into account notionally the number of increments earned by the pensioner, has not recommended for basing it on the pay scale recommened for the cadre or the post but only on the pay scale corresponding to the pre-revised scale of pay. The grant of OROP to the Pensioners of Armed Forces by the Government ensures the fixation of pension based on the pay scale granted to the same rank and the number of increments earned by the retired pensioner. This factor is rejected to the Civilian Pensioner. This is discriminatory treatment between one class of pensioners and another by the Government. All the Civilian Pensioners also should be granted ‘Pension Refixation’ based on the scale of pay of the post or cadre granted by the 6th and 7th Pay Commission instead of replacement scale corresponding to the replacement scale only.

4.   Grant of Option Number 1 of Pension Refixation by 7th CPC:

The 7th Pay Commission had granted two options to all Pre-2016 Pensioners on the Refixation of their pension from 1.1.2016. Option No.2 is application of 2.57 fitment factor. Option No.1 is to take the number of increments earned by the Pensioner notionally in the last pay scale before his retirement and fix the pension based on the appropriate cell in the Pay Matrix corresponding to the Level of Pay Scale. Many Pensioners may be benefited by Option Number 1 method. Unfortunately the stand taken by the Pension Ministry that Option Number 1 is not feasible as the number of increments earned by pensioners cannot be verified with non available records. Actually the averment of the Pension Ministry is untenable as the PPO of Pensioners carry most of the details besides other records to verify the number of increments earned by the Pensioner before retirement. On several occassions pension records had been reconstructed based on court judgments and therefore it is not tenable to say that the Option Number 1 is not feasible. Denying Option Number 1 is like denying a step taken towards pension parity between the past and present pensioners, even though it is not full parity between the past and present pensioners. Therefore Option Number 1 recommended by the 7th CPC should be extended to those pensioners for whom it is more advantageous than Option Number 2.

5.   Changing from nearest level to next level in Pay Matrix for increments:

A Pay matrix is recommended by the 7th CPC with appropriate level of starting pay for the corresponding pre-revised scale pay. But all further stages corresponding to incremental stages are worked out in Ms Excel format with the ‘nearest level’ instead of ‘next level’. This causes loss at many levels as the sum so worked out by the command of ‘nearest level’ does not guarantee the actual rate of increment of 3% in many places. The rate of annual increment has been recommended as 3% but the calculation in the Pay matrix denies the same 3% at various stages. The preparation of Pay matrix is contradictory to the accepted recommendation of 3% annual increment. The Pay Matrix is to be redrafted with ‘next level’ instead of ‘nearest level’ applied to work out the incremental stages of pay scales. This anomaly is causing a loss to Pre-2016 Pensioners also as 1their pension option Number 1 is to be based on the Pay Matrix only.

6.   Refixation of Pre-2006 Pensioners of Postman, HSG-1 Postmasters, IPOs, ASPOS etc:

The Refixation of Pension for Pre-2006 Postman, HSG-1 Postmasters, IPOs, ASPOS etc based on their pre-revised scale of pay only instead of their pay scale granted and implemented by Government from 1.1.2006 is an injustice. After OPOP acceptance by the Government to Armed Forces Pensioners, denial of pension fixation to Pre-2006 Pensioners in the Civilian side based on the scale of pay of the same post or cadre is discriminatory. They should also be ordered for Refixation of pension based on the scale of pay granted to the cadre of Postman, HSG-1 Postmasters, IPOs and ASPOs etc from 1.1.2006.

7.   Injustice to Pre-2006 HSG-1 Postmasters in pension fixation:

The denial of Refixation of pension in case of Pre-2006 HSG-1 Postmasters on 4600 Grade Pay level is totally an injustice. The HSG-1 is a promotional cadre to HSG-2; After HSG-2 Postmaster cadre is granted a replacement scale of 4200 Grade Pay by amalgamation of several pay scales into one, the grant of 4600 Grade Pay level to HSG-1 is naturally a replacement scale of pay to them only. The interpretation taken by the Government that the scale of 4600 grade pay given to HSG-1 is an upgraded pay is basically wrong as both the feeder cadre and a promotional cadre cannot be the same scale pay. The net result of misinterpretation of the issue by the Government is that even the BCR Postal Assistants who were supervised by the HSG-1 Postmasters are fixed in the same level of 4200 Grade Pay for their pension calculation. This has to set right by considering the 4600 GP scale of pay to HSG-1 Postmasters granted from 1.1.2006 as the replacement scale of pay and all Pre-2006 HSG-1 Postmasters are to be fixed their pension appropriately.

8.   Refixation of Pension to Post 1.1.1996 Pensioners of Postman cadre:

The Supreme Court had accepted the position proposed by the Department of Posts that the grant of two advance increments will be taken into calculation for pension purposes for all post 1.1.1996 postman retirees. This position has not been translated into practice by the Department of Posts. No orders are issued as per the direction of the Supreme Court even after months. Necessary orders are to be issued for refixing the pension of all Post 1.1.1996 Postman pensioners as per the direction of the Supreme court without further delay.

9.   Grant of FMA @ 2000:

The Fixed Medical Advance is at present given @ 500/- per month. It was 300/- only and the Pay Commission should have gone into it naturally, but the Government had unilaterally raised it as 500/- and prevented the CPC from going into the issue. The cost of medicines and consultation fees has gone up in the recent times; most of the pensioners are suffering from different illness and even the diabetic medicines are costing more than 2000/- per month. Expecting a pensioner to manage all his family’s out-patient medical expenses within a paultry sum of 500/- per month is by any standards unjustified. The employees in EPF department are being drawn a sum of 2000/- per month right from 1.1.2006 is also a fact to prove that already the rationale for grant of 2000/- is recognized by the Government in other place. Notwithstanding the fact that this issue is under the consideration of the High Level Committee headed by the Finance Secretary and the Expenditure Secretary, the FMA has to be revised from 500/- to at least 2000/- per month.

10.               Accepting the recommendations of 7th CPC on Medical Treatment:

The 7th Pay Commission had recommended some basic issues related to medical treatment of pensioners. Importantly it had categorized the discrimination being shown towards Postal Pensioners in the matter of denial of entry into CGHS medical system as untenable and recommended to allow all pensioners into CGHS system without conditions. The stand of the Health Ministry that Postal Department has its own Postal Dispensaries and therefore unless the postal pensioner was a CGHS beneficiary while in service, he or she cannot be allowed into CGHs is utterly discriminatory as Postal Dispensaries are not covering all the Postal Employees or Pensioners. The 7th CPC has recommended to merge Postal Dispensaries also with CGHS. It has also recommended for a comprehensive Medical Insurance for employees and pensioners to get treatment in a cashless and hassle free manner. Merger of CGHS with Railway and Defense Hospital systems also is  recommended by the Pay Commission. These recommendations are left to respective Ministries / Departments for taking appropriate decisions instead of Cabinet taking a positive decision regarding their implementation. These recommendations are made after going in depth into the medical issues of pensioners and therefore the Departments or Ministries should not be dealing them only on the basis of expenditure to either dilute them or deny them in a casual manner. These recommendations are vital for the health care for thousands of postal pensioners all over the country who are out-of the CGHS coverage areas and hence are to be  urgently accepted for implementation.

11.               Revision of Pension by treating the period of training as eligible service for grant of TBOP/BCR upgradations:

The Postal Employees were granted TBOP/BCR promotions before 1.9.2008. It had been ordered to treat the period of training undergone by the Postal Assistants as eligible service for grant of t heir TBOP / BCR upgradations. Accordingly the date of TBOP / BCR were revised for many employees. This order should have been extended to pensioners also who would have been eligible for their TBOP or BCR upgradations but for denial of treating the period of training to them also. Grant of TBOP or BCR would have elevated them to them to the next upgraded scale to facilitate higher fixation of pension. The application of these orders for one section of employees and denial of extending them to the retired employees is unjustified. The eligible pensiones are to be extended with the benefit of Refixation by applying the above orders to them also and by granting them the financial up gradations who were otherwise missed their TBOP/BCR.

12.               Rent free BSNL land line phones to erstwhile P&T Employees:

The issue of grant of rent free land line phones of BSNL is  pending in the SCOVA also for a pretty long time. Several Courts have ruled against the discrimination shown towards one class of people against the other. The cut off date fixed by the DoT is most discriminatory as it disallows other erstwhile P&T employees from getting the benefit. All the erstwhile P&T employees irrespective of their period of service in the combined department of Posts and Telecommunications shall be granted the benefit of a rent-free land line phone by BSNL.

13.               Allotment of vacant Postal Staff Quarters to Postal Pensioners:

Several Postal Staff Quarters are lying not only vacant but also getting corroded due to non-occupation for a long time. The Staff Quarters which are not occupied by the willing employees can be allotted to willing pensioners of Postal Department so that the buildings will be comparatively maintained by occupation besides some rent is collected by the Department also. The vacant postal staff quarters may be granted to Postal Pensioners on nominal rent.

    ఆంధ్రప్రదేశ్‌కు కేంద్ర ప్రభుత్వం చివరికి ప్రత్యేక హోదా, ప్రత్యేక పాకేజి కూడా లేకుండా ప్రత్యేక సాయం పేరుతో దిగువ గురువారం సాయంత్రం ఆర్ధిక మంత్రిత్వశాఖ వెబ్‌సైట్‌లో ఒక వివరణాత్మక నోట్‌ను వుంచింది. దానిలోని ముఖ్యాంశాలు ఇలా వున్నాయి.

   పద్నాలుగవ ఆర్ధిక సంఘం నివేదికలో పేర్కొన్న మేరకు ఆంధ్రప్రదేశ్‌ ఆర్ధిక లోటు మొత్తం రు.22,113 కోట్లు.ఈ మొత్తాన్ని ఐదు సంవత్సరాల వ్యవధిలో కేంద్రం చెల్లిస్తుంది.

    రాష్ట్ర విభజన కారణంగా ఏర్పడిన ఆర్ధికలోటు పూడ్చటంలో భాగంగా ఇప్పటికే రు.3,979.5 కోట్లను కేంద్రం ఇచ్చింది, మిగలిన మొత్తాన్ని వార్షిక వాయిదాలలో చెల్లిస్తుంది.

    రాష్ట్ర నూతన రాజధాని నిర్మాణ నిమిత్తం ఇప్పటికే 2,500 కోట్ల రూపాయలు చెల్లించింది. మిగిలిన వెయ్యి కోట్ల రూపాయలను తగు సమయంలో చెల్లిస్తుంది.

   వెనుకబడిన ప్రాంతాల ప్రత్యేక పాకేజి కింద ఇప్పటికే రు.1050 కోట్లు చెల్లించింది, మరో 1050 కోట్లను వచ్చే సంవత్సరాలలో అందచేస్తుంది.

   పోలవరం ప్రాజెక్టు ద్వారా 960 మెగావాట్ల విద్యుత్‌ వుత్పత్తి, 7.2లక్షల ఎకరాలకు సాగునీరు అందిస్తుంది, ఎనభై టిఎంసిల నీటిని కృష్ణా నదీ పరీవాహక ప్రాంతానికి మళ్లించే విధంగా రూపొందించారు. 2005-06 ధరలలో ఈ ప్రాజెక్టుకు రు 10,152.04 కోట్ల మేరకు ప్రణాళికా సంఘం అనుమతించింది. తరువాత కేంద్ర జలవనరుల సలహా సంఘం సిఫార్సుల మేరకు 2010-11 ధరలలో రు.16,010..45 కోట్లకు పెంచింది. దీనిలో రు.2,868 కోట్ల విద్యుత్‌, మంచి నీటి పధకాల మొత్తం కలసి వుంది.ఆంధ్ర ప్రదేశ్‌ పునర్‌వ్యవస్థీకరణ చట్ట ఆమోదం పొందక ముందు కేంద్ర ప్రభుత్వ ఏఐబిపి సాయంతో ఆంధ్రప్రదేశ్‌ ప్రభుత్వం ఆ ప్రాజెక్టు నిర్మాణానికి 2014 మార్చి 31వరకు రు.5,135.87 కోట్లు ఖర్చు చేసింది. దీనిలో కేంద్రసాయం రు.562.469 కోట్లు వుంది. దిగువ పద్దతిలో పోలవరం ప్రాజెక్టుకు కేంద్ర ప్రభుత్వ సాయం ఇలా వుంటుంది.

    2014 ఏప్రిల్‌ ఒకటవ తేదీ నుంచి ప్రాజెక్టులో సాగునీటి అవసరాలకు అయ్యే ఖర్చులో మిగిలిన మొత్తాన్ని నూరుశాతం అందిస్తుంది. కేంద్ర ప్రభుత్వం తరఫున ప్రాజెక్టు నిర్మాణానికి తమను అనుమతించాలన్న ఆంధ్రప్రదేశ్‌ అభ్యర్ధనను కేంద్రం అంగీకరించింది.

   అర్హత కలిగిన వెనుకబడిన ప్రాంతాలను నోటిఫై చేసినప్పటి నుంచి నగదు ప్రోత్సాహకాలు చెల్లించేందుకు కేంద్రం ఇప్పటికే నిర్ణయించింది.

  విద్యా సంస్థల ఏర్పాటు విషయానికి వస్తే పెట్రోలియం విశ్వవిద్యాలయాన్ని ఇప్పటికే ప్రారంభించారు.తాత్కాలిక ప్రాంగణంలో ఐఐటి పని చేయటం ప్రారంభమైంది. ప్రధాన ప్రాంగణ నిర్మాణం జరగాల్సి వుంది. కర్నూలులో ఇన్ఫర్మేషన్‌ టెక్నాలజీ సెంటర్‌ తాత్కాలిక భవనాలలో ప్రారంభమైంది. ప్రధాన కాంపస్‌ నిర్మాణం జరగాల్సి వుంది. అనంతపురంలో కేంద్రీయ విశ్వవిద్యాలయానికి స్ధలాన్ని ఇప్పటికే ఎంపిక చేశారు. తిరుపతిలో ఇండియన్‌ ఇనిస్టిట్యూట్‌ ఆఫ్‌ సైన్స్‌ ఎడ్యుకేషన్‌ మరియు పరిశోధనా సంస్ధను, విశాఖలో ఐఐఎంను ఏర్పాటు చేశారు. గుంటూరులో ఆలిండియా ఇనిస్టిట్యూట్‌ ఆఫ్‌ మెడికల్‌ సైన్సెస్‌ ఏర్పాటుకు ఆమోదం తెలిపి, స్ధలాన్ని కూడా తీసుకున్నారు. గిరిజన విశ్వవిద్యాలయ ఏర్పాటుకు స్థల ఎంపిక కమిటీ ఇప్పటికే స్థలాన్ని ఆమోదించింది. జాతీయ విపత్తు యాజమాన్య సంస్ధ ఏర్పాటకు అవసరమైన స్ధలాన్ని తీసుకోవలసి వుంది.

  ఆచరణ సాధ్యతకు లోబడి దుగ్గరాజపట్నంలో పిపిపి పద్దతిలో ప్రధాన రేవు ఏర్పాటుకు సూత్రప్రాయంగా ఆర్ధిక వ్యవహారాల మంత్రి వుపసంఘం అంగీకరించింది. వుక్కు, ఆయిల్‌ కార్పొరేషన్‌ యూనిట్ల ఏర్పాటు ప్రతిపాదనలను పరిశీలించాల్సి వుంది.

   విమానాశ్రయాలకు సంబంధించి విశాఖలో ఇప్పటికే అంతర్జాతీయ విమానాలు నడుస్తున్నాయి. తదుపరి విస్తరణకు భోగాపురంలో స్ధలాన్ని గుర్తించారు. దానిని ఎయిర్‌పోర్ట్‌ అధారిటీకి అప్పగించాల్సి వుంది. దానిని ఆ సంస్ధ లేదా పిపిపి పద్దతిలో అభివృద్ధి చేయవచ్చు. సాంకేతిక, ఇర్ధిక సాధ్యత నివేదికను రాష్ట్ర ప్రభుత్వం తయారు చేయాల్సి వుంది. విజయవాడ విమానాశ్రయ విస్తరణ అభివృద్ధికి రాష్ట్ర ప్రభుత్వం 698 ఎకరాలను సేకరించాల్సి వుంది. తిరుపతి విమానాశ్రయంలో నూతన టెర్నినల్‌ను గతేడాది అక్టోబరు 22న ప్రధాని ప్రారంభించారు. మూడు విమానాలను పార్కింగ్‌ చేయటానికి ఏర్పాట్లు పూర్తయ్యాయి. ప్రస్తుతం వున్న సౌకర్యాలు అంతర్జాతీయ విమానాలు దిగటానికి సరిపోతాయి. మరో నాలుగు విమానాల పార్కింగ్‌కు వున్న స్ధలంలోనే ఏర్పాట్లు చేస్తారు.

   జాతీయ రహదారుల ఏర్పాటు జాతీయ రహదారుల సంస్ధ అనేక చర్యలు తీసుకుంది. ప్రతిపాదిత ఆంధ్రప్రదేశ్‌ నూతన రాజధానితో హైదరాబాదు, ఆ ప్రాంతంలోని ఇతర పట్టణాలకు వేగంగా ప్రయాణించేందుకు అవసరమైన చర్యలు పరిశీలనలో వున్నాయి. విశాఖ, విజయవాడ-గుంటూరు-తెనాలి పట్టణ ప్రాంతాలలో మెట్రో రైళ్ల ఏర్పాటుకు చేసిన ప్రతిపాదనలను చురుకుగా పరిశీలించటం జరుగుతున్నది.

   పద్నాలుగవ ఆర్ధిక సంఘం సిఫార్సుల మేరకు 2015 ఏప్రిల్‌ ఒకటి నుంచి పూర్తిగా చెల్లించటం జరుగుతున్నది. ఫలితంగా 2014-15తో పోల్చితే 2015-16లో 55శాతం పెరిగి అదనంగా రు.7787 కోట్లు వచ్చాయి. మరుసటి ఏడాదికి కూడా అలాగే చెల్లించటం జరుగుతున్నది.

1 The Central Government is committed to help and assist the newly created State of Andhra Pradesh. The commitments of the Centre emanate from four basic documents, namely, the provisions of the Andhra Pradesh Reorganisation Act, 2014, the report of the Fourteenth Finance Commission, the statement of the then Prime Minister before the Parliament on 20.2.2014 and the Report dated 1.12.2015 of Vice Chairman, NITI Aayog on Developmental Support to the Successor State of Andhra Pradesh under the Andhra Pradesh Reorganisation Act 2014.

2. The above mentioned commitments are broadly categorized as under:-

(i) The Andhra Pradesh Reorganisation Act:

(a) Section 46 of the Act provides for a reference to be made to the Fourteenth Finance Commission to take into account the resources available to the Successor States and make separate awards to them. It further provides for a developmental package to be given to the backward areas of the State of Andhra Pradesh. It also provides for adequate incentives in particular for Rayalaseema and north coastal regions of the State.

(b) Section 90 of the Act declares the Polavaram Irrigation Project as a National Project.

(c) Under Section 93 of the Act, the details of institutions and infrastructure to be developed in the State are outlined in the Thirteenth Schedule to the Act.

(d) Section 94 of the Act provides for appropriate fiscal measures, including offer of tax incentives, to be given to the Successor States to promote industrialization and economic growth. It further provides for support to programmes for backward areas including physical and social infrastructure. In addition, it provides for giving special financial support for creation of essential facilities in the new capital of the successor State of Andhra Pradesh, including the Raj Bhawan, High Court, Government Secretariat, Legislative 2 Assembly, Legislative Council and such other essential infrastructure.

(ii) Statement of the then Prime Minister Dr. Manmohan Singh on 20.2.2014: The then Prime Minister, Dr. Manmohan Singh on 20.2.2014 stated before the Rajya Sabha that Special Category Status would be extended to the State of Andhra Pradesh for a period of five years. This would be done to put the State’s finances on a firmer footing. He further stated that the resource gap for the year 2014-15 would be compensated by the Central Government.

(iii) Fourteenth Finance Commission: The Fourteenth Finance Commission defined the financial relationship between Centre and the States for the five year period ending 2019-20. The Commission did not make a distinction between Special and General Category States. Its approach was to fill the resource gap of each State to the extent possible through tax devolution. Accordingly, the Commission recommended an enhanced devolution of 42% of the Central Government’s tax revenues to States. If devolution alone could not cover the assessed gap, for certain States, a revenue deficit grant was provided. Andhra Pradesh was one of the States determined to be a revenue deficit State, and the Commission recommended that the Centre would provide revenue deficit grant for the period of the Fourteenth Finance Commission. The amount of deficit for each year was mentioned in the report itself and a total of Rs.22,113 crores is to be paid to Andhra Pradesh as revenue deficit grant for the 5 year period.

(iv) Report on Developmental Support to Andhra Pradesh dated 1.12.2015: The Vice Chairman, NITI Aayog Dr. Arvind Panagariya studied various aspects of the support to be given to Andhra Pradesh under the Reorganisation Act and made recommendations regarding effective implementation.

3 The Central Government’s commitments to the State of Andhra Pradesh

. Under the Andhra Pradesh Reorganisation Act, the commitment for the resource gap for the year 2014-15 is being met on the basis of standardized expenditure for that year. The revenue gap has been tentatively quantified subject to further adjustment on account of figures relating to certain pension schemes. A part of the revenue gap compensation amounting to Rs.3,979.5 crore has already been paid and the balance is being paid in annual instalments.

An amount of Rs.2,500 crore has already been paid as support for creation of new capital of State of Andhra Pradesh and a balance of Rs.1,000 crore would be paid in due course. An amount of Rs.1,050 crore has been disbursed as special package for backward areas and a further amount of Rs.1,050 crore would be paid in the coming years.

4. The Polavaram Project is on the river Godavari near Ramayyapeta village of Polavaram mandal, about 42 km upstream of Sir Arthur Cotton Barrage in the State of Andhra Pradesh. It envisages construction of a dam and canal system to create ultimate irrigation potential of 2,91,000 ha. (7.2 lakh acres), generation of 960 MW of hydro power, drinking water supply to a population of 28.50 lakh in 540 villages and diversion of 80 TMC of water to Krishna river basin. The project was accorded investment clearance by the Planning Commission for Rs.10,151.04 crore (at 2005-06 price level) in 2009. Further, the Advisory Committee of Ministry of Water Resources approved the cost at 2010-11 price level as Rs.16,010.45 crore during January, 2011 including power and drinking water component of Rs.2868 crore. Prior to the passage of the AP Reorganisation Act, the Polavaram Project was being implemented by the Government of Andhra Pradesh with Central Assistance under the Accelerated Irrigation Benefits Programme (AIBP). An expenditure of Rs.5,135.87 crore had been incurred up to 31.3. 2014 including Central Assistance of Rs.562.469 crore.

The Central Government will fund the Polavaram Irrigation Project in the following manner:

(i) It will provide 100% of the remaining cost of the irrigation component only of the project for the period starting from 1.4.2014, to the extent of the cost of the irrigation component on that date.

(ii) In view of the recommendations of the Vice Chairman NITI Aayog that it will be appropriate for the State of Andhra Pradesh to execute this project (as it is an important project and the State Government is keen to complete it at the earliest), the Government of India has agreed to the State’s request for the execution of the project by the State Government on behalf of the Government of India.

5. Government of India has already legislated for fiscal incentives of enhanced investment allowance and accelerated depreciation. They will come into effect once notified, after the State of Andhra Pradesh identifies the eligible backward areas.

6. In respect of educational and other institutions:  A Petroleum University has already been established.

 The IIT has already been functioning from a transit campus and the main campus is being constructed.

 The National Institute of Technology has already been functioning since September 2015 in a temporary campus and its main campus is being constructed.

 The Indian Institute of Information Technology, Kurnool has already started functioning from the temporary campus and would start functioning and its main campus is being constructed.

 The site for the Central University in Anantapur district has already been selected. 5  The Indian Institute of Science Education and Research has been established in Tirupati.

 The Indian Institute of Management has been established at Visakhapatnam.

 An All India Institute of Medical Sciences has been approved at Guntur and the land for the same is being taken over.

 A Tribal University is to be established in the State of Andhra Pradesh for which a Site Selection Committee of the State has already approved the land.

 A National Institute of Disaster Management is being established in the State of Andhra Pradesh for which identification and takeover of the land is being completed.

7.(i) The Cabinet Committee on Economic Affairs has given in-principle approval for the establishment of a major port at Dugarajapatnam in Andhra Pradesh on PPP basis, subject to feasibility.

(ii) Proposals with regard to the Steel Authority of India, Indian Oil Corporation/HPCL to set up units in Andhra Pradesh are being examined as provided in the Reorganisation Act.

(iii) Regarding airports:  In Vishakhapatnam, international flights are already operating. For further expansion, land has been identified at Bhogapuram. The State is to acquire and hand over land for development by AAI as per the standard terms for such development or develop on its own by PPP. A techno economic feasibility report is to be undertaken by State Government.  For Vijayawada, MoU has been signed by AAI with Govt. of Andhra Pradesh to develop the existing terminal. The State is to 6 acquire 698 acres of land required for the expansion as per the standard terms.  For Tirupati, the new terminal was inaugurated by the Prime Minister on 22.10.2015. A new apron for parking for 3 aircraft has been completed. The existing runway, apron and terminal building are adequate for commencing international flights. Expansion of new apron for parking additional 4 aircraft and isolation bay is under construction within the available land.

(iv) The National Highway Authority of India has taken several steps for establishment of the National Highways in the State of Andhra Pradesh. The Railways is considering measures for establishing a rapid rail and road connectivity between the new proposed capital of Andhra Pradesh with Hyderabad and other cities in the region. The Government of India is actively considering proposals for the establishment of the Metro Rail in Visakhapatnam and VijayawadaGuntur-Tenali urban area.

8. The Fourteenth Finance Commission’s award came into effect from 1.4.2015. The enhanced devolution amount due to Andhra Pradesh is being paid in entirety. This has resulted in an increase of Rs.7,787 crore in tax devolution in 2015-16 compared to 2014-15, a growth of 55%. The revenue deficit grants for each of the years recommended by the Fourteenth Finance Commission will also be paid by the Government of India to the State of Andhra Pradesh. The same has been done for the year 2015-16 and 2016-17. There are no issues pending on that score.

9. The Government of India is thus honouring and shall honour all commitments made under the Andhra Pradesh Reorganisation Act.

10. The statement of the then Prime Minister, Dr. Manmohan Singh on 20.2.2014 contains six paragraphs. There are no issues with regard to five out of the six paragraphs. With regard to the first point i.e. the grant of special status, an apparent conflict has set in, between the statement and the recommendations of the Fourteenth Finance Commission which came subsequently. On page 17 (para 2.29 & 2.30) of the Report, the Commission has stated (inter alia):

“We did not make a distinction between special and general category states in determining our norms and recommendations…… In our assessment of State resources, we have taken into account the disabilities arising from constraints unique to each State to arrive at the expenditure requirements. In this regard, we have observed that the North-eastern and hill States have several unique features that have a bearing on their fiscal resources and expenditure needs, such as low level of economic activity, remoteness and international borders. Our objective has been to fill the resource gaps of each State to the extent possible through tax devolution. However, we have provided post-devolution revenue deficit grants for States where devolution alone could not cover the assessed gap……

We are of the view that intra-state inequality is within the policy jurisdiction of the States and provisioning of adequate resources through tax devolution should enable them to address intra-state inequalities in an effective manner.”

Thus following the recommendations of the 14th Finance Commission, the class of special category states ceases to exist. However, the Central Government has agreed to give a special assistance measure for Government of Andhra Pradesh for five years, which would make up for the additional Central share the State might have received during these years, i.e. 2015-16 to 2019-20, as envisaged in the then Prime Minister’s statement dated 20.2.2014. This will be in the form of Central Government funding for externally aided projects for the state for Andhra Pradesh signed and disbursed during these years.

11. Thus the Government of India has effectively addressed all commitments made to the State of Andhra Pradesh in the Andhra Pradesh Reorganisation Act, the Fourteenth Finance Commission and the statement of the then Prime Minister on 20.2.2014.

నాడు పార్లమెంట్‌ తలుపులు మూసి ప్రహసన ప్రాయంగా కాంగ్రెస్‌,బిజెపి ఇతర పార్టీల నేతలు కుమ్మక్కై చీకట్లో రాష్ట్ర విభజన తీర్మానం చేశారు. అయితే ఆ విభజన హామీలను తుంగలో తొక్కేందుకు మిగతా పార్టీలకు అవకాశం ఇవ్వకుండా నేడు బిజెపి నేతలు అర్ధరాత్రి సమాయాన్ని ఎంచుకొని ప్రత్యేక హొదా లేదని ప్రకటించారు. అది విద్రోహం అని మిగతా పార్టీలన్నీ విమర్శిస్తే తెలుగు దేశం, బిజెపి పార్టీలు స్వాగతం పలికాయి.

     ప్రతిపక్ష వైసిపి సభ్యులు నిశ్శబ్దంగా కూర్చుంటే ప్రత్యేక హోదా గురించి ప్రకటన చేస్తానని ముఖ్య మంత్రి చంద్రబాబు నాయుడు గురువారం నాడు శాసనసభలో పదే పదే ప్రకటించటాన్ని యావత్‌ తెలుగు ప్రజలూ గమనించారు. రెండు సంవత్సరాలకు పైగా రాజకీయ పార్టీలు, జనం నోర్మూసుకుని కూర్చున్నా ఎన్నడూ దాని గురించి సూటిగా మాట్లాడని చంద్రబాబు ప్రత్యేక హోదా, పాకేజీ కూడా ఇచ్చేది లేదని ఒకవైపు కేంద్రం తేట తెల్లంగా ప్రకటించిన తరువాత దాని గురించి తాను ప్రకటన చేస్తానని చెప్పటమే రాజకీయ జాణతనం. తెలుగుదేశం పార్టీ ఎంతగా ఆత్మరక్షణలో పడిపోయిందంటే వైసిపి సభ్యులు అసెంబ్లీ కార్యకలాపాలు సాగకుండా నినాదాలతో అడ్డుకుంటుంటే తెలుగు దేశం సభ్యులు ముఖాలు వేలాడవేసుకొని నిస్సహాయంగా కూర్చుండి పోయారు. అదే మిగతా సందర్బాలలో గతంలో వారెన్నడూ అంత వినమ్రతతో కూర్చోలేదు. బహుశా ప్రస్తుత అసెంబ్లీలో అధికారపక్షం ఇలా నీరుగారి పోయి వుండటం ఇదే మొదటిసారి.

    తాము రాజకీయంగా నిండా మునిగి జనాన్ని ముఖ్యంగా యువత భవిష్యత్‌ను అంధకారంలో ముంచిన పెద్దలు ముసుగులో గుద్దులాట ఎందుకనుకున్నారో ఏమో వెంటనే తేల్చివేశారు. ఇక తేల్చు కోవలసింది జనమే. ఆంధ్రప్రదేశ్‌కు ప్రత్యేక సాయం చేసేందుకు ఇరుగు పొరుగు రాష్ట్రాల ముఖ్యమంత్రులు అంగీకరించారని కేంద్ర మంత్రులు ప్రకటించినపుడే అది వట్టిస్తరి మంచినీళ్లని తేలిపోయింది. పోలవరం ప్రాజెక్టుకు జాతీయ హోదా కల్పిస్తున్నట్లు పెద్ద వూదరగొడుతున్నారు. ఆ ప్రాజెక్టుకు జాతీయ హోదా కల్పించాలని తెలుగుదేశం పార్టీ పుట్టక ముందు నుంచే ఆ డిమాండ్‌ వుంది. కేంద్ర ప్రభుత్వం రూపొందించిన మార్గదర్శక సూత్రాల ప్రకారం ఏ సాగునీరు, విద్యుత్‌ ప్రాజెక్టుకైనా ఆ సూత్రాలు వర్తిస్తే కేంద్ర ప్రభుత్వం వాటిని జాతీయ ప్రాజెక్టులుగా ప్రకటించి 90శాతం నిధులు అంద చేస్తుంది.ఇప్పటికే అలాంటి 14 ప్రాజెక్టుల జాబితాను ఈ చిరునామాలో చూడవచ్చు.http://wrmin.nic.in/writereaddata/Guidelines/NProjects572133778.pdf పోలవరం ప్రాజెక్టును కేంద్రం చేపట్టటం ద్వారా ఆ మేరకు రాష్ట్రానికి వెసులుబాటు కలుగుతుంది. అలాంటి హోదా ఇవ్వటానికి రాష్ట్రాన్ని విభజించటానికి సంబంధం లేదు. రాష్ట్రాన్ని విభజించిన కారణంగా వెసులు బాటు కోసం ఆహోదా ఇచ్చినట్లు చెప్పటం మోసం చేయటమే. నిబంధనలకు విరుద్ధంగా ప్రత్యేక హోదాను కల్పించటాన్ని మిగతా రాష్ట్రాలు వ్యతిరేకించినపుడు, జాతీయ ప్రాజెక్టు హోదా తమ పధకాలకు సైతం ఎందుకు కల్పించరని కేంద్రాన్ని ఇతర రాష్ట్రాలు అడగకుండా వుంటాయా ? ఒక వేళ నిబంధనలకు విరుద్ధంగా రాష్ట్రాన్ని విభజించినందుకు పరిహారంగా ఇస్తే ఆమేరకు నిబంధనలను కూడా సవరించకుండా ఎలా సాధ్యం. ఒక రాష్ట్రానికి మినహాయింపు ఇవ్వటానికి మిగతా రాష్ట్రాలు ఎలా అంగీకరిస్తాయి ?

    ప్రత్యేక హోదా విషయమై ఒకే నోటితో రెండు మాటలు మాట్లాడుతూ అనేక అనుమానాలకు తావిస్తున్నారు. ఒక రాష్ట్రానికి ప్రత్యేక హోదా కలిపిస్తే మరో పదకొండు రాష్ట్రాలు అడుగుతాయి కనుక రాజకీయంగా సమస్యలు తలెత్తే అవకాశం వుంది కనుక కొత్తగా ఏ రాష్ట్రానికీ ఇవ్వదలచలేదు. ఒక వేళ ఇచ్చినా రాయితీలను గణనీయంగా తగ్గించిన కారణంగా పెద్దగా ప్రయోజనం వుండదు. ఇదే సమయంలో ప్రత్యేక హోదా పొందిన రాష్ట్రాలు కూడా పెద్దగా లబ్డి పొందింది లేదు. ఇప్పుడు ఇన్ని విషయాలు చెబుతున్న పెద్దలకు ఈ విషయాలన్నీ రెండు సంవత్సరాలకు ముందు ఎన్నికల సందర్భంగా, లేదా గత రెండు సంవత్సరాలుగా తెలియవా ? వేదికల మీద వాగ్దానాలు కురిపించిన పెద్దలు రాజ్యాంగం, నిబంధనలు తెలియని అజ్ఞానులు కాదే ! కేంద్రం నుంచి రాష్ట్రాలకు ఇచ్చే పన్నుల వాటా 32 నుంచి 42 శాతానికి పెంచారు. అయితే కుడి చేత్తో ఇచ్చి ఎడమచేత్తో తీసుకున్నట్లుగా కేంద్రం అమలు జరుపుతున్న అనేక పధకాలను రాష్ట్రాలకు బదలాయించారు. ఫలితంగా పది శాతం నిధులతో పాటు అంత కంటే ఎక్కువే భారం మోపారు. రెండవది రాష్ట్రాలకు వాటా లేని సెస్సుల వంటి వాటిని ఇటీవలి కాలంలో విపరీతంగా పెంచారు. దాని వలన జనం జేబుల నుంచి కేంద్రానికి వెళ్లేది కూడా పెరిగింది.

     ప్రత్యేక హోదా రాయితీలకు అవకాశం వున్న రాష్ట్రాలలో ఇప్పటికే అనేక మంది వాటిని నమ్ముకొని పరిశ్రమలు పెట్టారు. ఇప్పుడు జిఎస్‌టి వచ్చింది కనుక ఆ రాయితీలను మధ్యలో నిలిపివేస్తారా ? అదే మాదిరి జమ్మూ కాశ్మీర్‌కు రాజ్యాంగ బద్దంగానే ప్రత్యేక ప్రతిపత్తి వుంది. మరి అక్కడ ఎలా అమలు జరుపుతారు. ఈ సమస్యలన్నీ పరిష్కారం అయ్యే వరకు పార్లమెంట్‌లో , వెలుపలా వాగ్దానం చేసిన మాదిరి ఆంధ్ర ప్రదేశ్‌కు ప్రత్యేక హోదా ప్రకటిస్తే మిగతా రాష్ట్రాలకు అమలు జరిగినంత కాలం అమలు జరుగుతాయి. మిగతావాటికి ఆగిపోతే ఆంధ్రప్రదేశ్‌కూ నిలిచిపోతాయి, నలుగురితో నారాయణ ! పేచీ వుండదు, బిజెపి మోసం చేసిందనే విమర్శలూ వుండవు. అలాంటపుడు వాగ్దానం చేసిన మేరకు ప్రకటించటానికి ఇబ్బంది ఏమిటి ? ఇప్పటికైనా చౌకబారు రాజకీయాలు మానుకొని యువత ఆకాంక్షలను నెరవేర్చేందుకు పని చేయటం అవసరం. కేంద్రం తన విధానాలు మార్చుకొని ఆంధ్రప్రదేశ్‌లో తగినన్ని పెట్టుబడులు పెట్టి వుపాధి కల్పించాలి. కడపలో మరో వుక్కు ఫ్యాక్టరీ ఎందుకు పెట్టరు, వివిధ రంగాలలో ి ప్రయివేటు పెట్టుబడులను ఆహ్వానిస్తున్న కేంద్ర ప్రభుత్వం మౌలిక రంగాలైన పెట్రోలియం, రక్షణ వంటి రంగాలకు అవసరమైన వుత్పత్తుల తయారీకి మరో ఇసిఐఎల్‌, మరో ఆర్డినెన్స్‌ ఫ్యాక్టరీ,అణ ఇంధన కాంప్లెక్స్‌, వంటివి ఆంధ్రప్రదేశ్‌లో పెట్టటానికి ఆటంకం ఏమిటి ? ఐడిపిఎల్‌ వంటి వాటిని స్ధాపించి యువతకు వుపాధితో పాటు జనానికి చౌకగా ఔషధాలు అందించటానికి వున్న ఇబ్బంది ఏమిటి ?

   ఇప్పుడున్నపరిస్థితుల్లో ఎవరైనా ఇప్పటికే మౌలిక సదుపాయాలు, మార్కెటింగ్‌ వున్న ప్రాంతాలలోనే పరిశ్రమలు పెడతారు. ప్రభుత్వం పెద్ద ఎత్తున పెట్టుబడులు పెట్టే చైనాలోనే ప్రయివేటు రంగం పరిశ్రమలన్నీ ఆ విధంగా కొన్ని అభివృద్ధి చెందిన ప్రాంతాలలోనే కేంద్రీకృతమయ్యాయి. అభివృద్ధి కొత్త సమస్యలను సృష్టించింది. దాంతో పరిశ్రమలు లేని ప్రాంతాలలో పెట్టుబడులకు కేంద్రీకరించింది. గతంలో ప్రభుత్వం పెట్టుబడి పెట్టిన విధానం కూడా కొన్ని అసమానతలను సృష్టించింది. ప్రభుత్వ రంగ పరిశ్రమలు, పలు సంస్థలను హైదరాబాదులోనే కేంద్రీకరించటంతో అటు తెలంగాణాలో మిగిలిన జిల్లాలు, ఇటు ఆంధ్రప్రాంతంలో కొంతమేరకు విశాఖ మినహా మిగిలిన జిల్లాలన్నీ వెనుకబడిపోయాయి. మన దేశంలో కూడా వెనుకబడిన ప్రాంతాలలో ప్రభుత్వం పెట్టుబడులు పెట్టకుండా ప్రయివేటు వారి వచ్చి ఒరగపెడతారనుకుంటే అంతకంటే భ్రమ మరొకటి వుండదు.అందువలన ప్రత్యేక హోదాతో పాటు కేంద్ర ప్రభుత్వం ఆంధ్రప్రదేశ్‌లో పెట్టుబడులు పెట్టాలని డిమాండ్‌ చేయటం ఎంతో సముచితం.

Under Ujala Scheme Over 15.45 Crore LED Bulbs Distributed so Far

The Unnat Jyoti by Affordable LEDs (UJALA) programme  has been widely accepted across rural and urban areas of the country and so far over 15.45 crore LED bulbs have already been distributed under this programme. Over 5.15 crore Indian households have already benefitted from this programme and have made their homes brighter.

The UJALA  is the world’s largest Light Emitting Diode (LED) programme for the residential sector. The initiative is being implemented by Energy Efficiency Services Limited (EESL) a public sector undertaking of Ministry of Power.

The scheme is presently operational in 18 states and 4 Union Territories. EESL will roll out the scheme in West Bengal and North Eastern states in the coming days. In the remaining states and Union Territories, the decision to roll out the scheme is pending with the respective state governments.

 LED bulbs can be collected from designated distribution kiosks across the country, the details of which are available on www.ujala.gov.in.

The LED bulbs distributed under the UJALA scheme is one third the market price and these superior quality bulbs also come with a three-year free replacement warranty. Under the UJALA scheme, consumers can avail these LED bulbs at an upfront cost and can save nearly Rs. 336 every year on their electricity bills per LED bulb, making the bulbs free to the user in just 3 months.

Ministry of Power, through Energy Efficiency Services Limited (EESL), has ensured that the common man is made aware of the scheme through various platforms. In every state, where the scheme is functional, traditional media such as Television, Radio and Newspapers; Out of Home media such as Hoardings, Communication Vans, Posters, etc.; and Digital platforms such as website, Social Media, Mobile App and microsite are used to spread awareness about distribution of these bulbs.

Government of India is committed to achieving its target of replacing all the 77 crore inefficient bulbs in India with LEDs. This will result in reduction of 20,000 MW load, energy savings of 100 billion kWh and Green House Gas (GHG) reduction of 80 million tonnes every year.

The Union Home Minister Shri Rajnath Singh today chaired the follow-up meeting of the All Party delegation that visited Jammu and Kashmir on September 04-05, 2016.

Following is the statement of the All Party delegation after the follow-up meeting:

“The members of the All Party Parliamentary Delegation have expressed serious concerns of the prevailing situation in the State of Jammu and Kashmir. The members of the delegation are of the opinion that there is no place for violence in a civilized society. There can be no compromises on issue of National Sovereignty.

The members appeal to the people of the state to shun the path of Violence and resolve all the issues through dialogue and discussion. The members requested the central and state government to take steps for a dialogue with all stake-holders. The members asked the Central and State Government to take steps to ensure that educational institutions, Government offices and Commercial establishments start functioning normally at the earliest. They requested the government to take effective steps to ensure security for all citizens and provide medical treatment to citizens and security personnel injured in the agitation.”

The CPI(M)  General Secretary Sitaram Yechury  and the CPI General Secretary S.Sudhakar Reddy have issued the following statement On the Current Events in the Kashmir Valley

The state of Jammu & Kashmir has been a part of India ever since the
accession of the state to the Indian Union in October 1947. Throughout the
chequered history of the past six decades, Kashmir has been not just a
territorial dispute for India but a test of the secular, democratic and
federal nature of the Indian Republic.

For the past nearly two months Kashmir has been in turmoil.  Since the
killing of Burhan Wani, a Hizbul Commander, the people in the Valley have
been out on the streets in mass protests. More than 70 people have died in
the firing by the security forces and a few thousand have been injured. Two
security personnel have also lost their lives. Pellet guns used by the
security forces have blinded and maimed many.  Instead of quelling the
protesters, it only intensified with each death and injury in police firing.
The main force driving these protests are the youth. These mass protests
that have spread into rural Kashmir, graphically illustrate the deep sense
of alienation of the people from the Indian State. At no time has the gulf
between India and the Kashmiri people been so wide. This serious situation
calls for an examination of the entire Kashmir problem.

The consistent stand the Left parties have been taking is that Jammu &
Kashmir has a special status which was reflected in the adoption of Article
370 of the Indian Constitution. At the heart of the matter lies how in
letter and spirit its autonomy and special status, eroded over the years,
can be restored. A political agreement must be reached, which should be
acceptable to the people whereby the state of Jammu & Kashmir would remain
as part of the Indian Union but by fulfilling the commitment, made to the
state and the people in 1948.

The entire geo-political situation has changed in the post-independence
decades. A solution to the Kashmir problem has also the dimension of India
and Pakistan discussing to settle long standing disputes.

These immediate steps must begin by taking certain confidence building
measures:

*       The first of these must be the immediate cessation of the use of
pellet guns.
*       Secondly, withdraw the AFSPA and the army from the civilian areas.
*       Thirdly, order a judicial enquiry into all instances of excesses
committed by the armed forces against civilians.
*       Fourthly, adequate compensation to all families who have suffered
loss of lives and rehabilitation of the injured by ensuring their means of
livelihood must be undertaken immediately.
*       Fifthly, time bound projects for economic development and employment
generation, including transfer of Dulhasti and Uri power projects; opening
of an IIM and IIT in Srinagar.

Further, the initiation of the political dialogue must not be based on any
preconditions.  The earlier recommendations of the various working groups
and the report of the team of interlocutors appointed after the visit of the
all party delegation in 2010 following the then disturbances must be kept in
consideration.

The Left parties suggest the following necessary steps at for arriving
towards a political solution in the current concrete circumstances:

a.    The internal dialogue with all stakeholders in Jammu & Kashmir should
proceed on the basis reversing the erosion of Article 370. The three regions
of the state, Jammu, the valley and Ladakh, should have autonomous
structures within the State of Jammu & Kashmir. This will entail changes in
the constitutional and legal scheme which can begin by revising the existing
orders and laws. Ultimately, a fresh political framework should emerge.

b.    The second dimension is the India-Pakistan factor. Since 2014 India
has been adopting a blow hot-blow cold policy towards a comprehensive
dialogue with Pakistan. This Government of India had announced that this
dialogue will also deal with the question of Kashmir, the government must
carry forward this process safeguarding India’s interests and ensure that
Pakistan is brought to the discussion table.

The people in the rest of the country are being fed various stereotypes
about the Kashmiri people. Kashmiris are being depicted as secessionists,
terrorists and pro-Pakistan. This must be put to an end. Reports of attacks
on Kashmiri youth in other parts of the country must be immediately
investigated and culprits punished.

The All-India CPI-IW for July, 2016 increased by 3 points and pegged at 280

The All-India CPI-IW for July, 2016 increased by 3 points and pegged at 280 (two hundred and eighty). On 1-month percentage change, it increased by (+) 1.08 per cent between June, 2016 and July, 2016 when compared with the increase of (+) 0.77 per cent between the same two months a year ago.

The maximum upward pressure to the change in current index came from Food group contributing (+) 1.65 percentage points to the total change. The House Rent index furtehr accentuated the overall index (+) 0.86 percentage points. At item level, Rice, Wheat, Wheet atta, Besan, Black Gram, Gram Dal, Groundnut Oil, Eggs (Hen), Poultry (Chicken), Milk, Chillies Green, Garlic, Onion, Brinjal, Cabbage, Cauliflower, Gourd, Palak, Potato, Pumpkin, Banana, Sugar etc. are responsible for the increase in index. Howerer, this increase was checked by Fish Fresh, French Beans, Tomato, Electriccity Charges, Petrol, etc. putting downward pressure on the index.

 The year-on-year inflation measured by monthly CPI-IW stood at 6.46 per cent for July, 2016 as compared to 6.13 per cent for the previous month and 4.37 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 9.34 per cent against 8.33 per cent of the previous month and 3.21 per cent during the corresponding month of the previous year.

At centre level, Bokaro reported the maximum increase of 11 points followed by munger-Jamalpur(10) points, Girdhi, Agar and Delhi (9)points each. Among others, 7 points increase was observed in 4 centres, 6 poiints in 10 centres, 5 points in 5 centres, 4 points in 9 centres, 3 pints in 8 centres, 2 pints in 8 centres, 5 pionts in 5 centres, 4 points in 9 centres, 3 points in 8 centres, 2 points in 8 centres and 1 point in 5 centres. On the contray, Mysore recorded a maximum decrease of 6 points followed by Mundakkayam and Coimbatore (5 points each), and Hubli Dharwar and Ernakulam (4 points each). Among others, 3 points decrease was observed in 4 centres, 2 points in 2 centres adn 1 point in 5 centres. Rest of the 8 centres’ indices remained stationary.

The indices of 33 centres are above All-India Index and other 43 centres indices are below national average. The indices of Vishakhapatnam and Mundakkayam centres remained at par with All-India Index.

The next issue of CPI-IW for the month of August, 2016 will be released on Friday, 30th September, 2016. The same will also be available on the office website http://www.labourbureaunew.gov.in.
