నాలుగు శాతానికి ద్రవ్యోల్బణం రేటు తగ్గేందుకు రెండు సంవత్సరాలు పడుతుందని రిజర్వుబాంక్‌ గవర్నర్‌ శక్తికాంతదాస్‌ 2022 ఆగస్టు 23న చెప్పారు. వృద్ధి రేటును పెద్దగా కోల్పోకుండానే ఈ లక్ష్యాన్ని సాధిస్తామని అన్నారు. అంటే ఇప్పుడు పెరిగిన ధరల రేటు తగ్గేందుకు మరో రెండు సంవత్సరాలు పడుతుందని చెప్పటమే. నిజానికిది జనాలతో ధరల చేదు మాత్రను మింగించేందుకు, ఆందోళన చెందుతున్న నరేంద్రమోడీ సర్కార్‌కు ఊరట కలిగించేందుకు వెలిబుచ్చిన ఆశాభావం తప్ప పరిస్థితులు ఇప్పటి కంటే దిగజారితే ఏమిటన్నది ప్రశ్న. గవర్నరే చెప్పినట్లు ఇటీవలి గరిష్టం 7.8శాతానికి చేరుతుందని కూడా ఎంతో ముందుగానే ఆర్‌బిఐ చెప్పి ఉంటే విశ్వసనీయత ఉండేది. మన్మోహన్‌ సింగ్‌ ఏలుబడిలో ఇంతకంటే తీవ్ర స్థాయికి చేరినపుడు కూడా అప్పటి గవర్నర్లు ఇలాంటి మాటలే చెప్పారు. ఇప్పుడు నరేంద్రమోడీ సర్కార్‌ ఎందుకు ఆందోళన చెందుతున్నది ? ఎనిమిది సంవత్సరాల క్రితం చెప్పిన మాటలు, అందుకు ముందు గుజరాత్‌ సిఎంగా నరేంద్రమోడీ మహిమల మంత్రదండం గురించి మీడియా చెప్పిన కథలు, అన్నింటికి మించి మన్మోహన్‌ సింగ్‌ పాలన చివరి రోజుల్లో దిగజారిన పరిస్థితులు, అవినీతి అక్రమాల కారణంగా మోడీ అధికారానికి వస్తే తెల్లవారేసరికి అద్బుతాలు చేస్తారని నమ్మినవారికి ఎనిమిదేండ్లు గడిచినా రెచ్చిపోతున్న హిందూత్వ నూపుర్‌ శర్మలు, రాజాసింగ్‌లు తప్ప ఆర్ధికంగా జనానికి ఉపశమనం గురించి చెప్పాల్సిన వారు ఎక్కడా కనిపించటం లేదు. గత పదహారు నెలలుగా రెండంకెలకు పైగా నమోదవుతున్న టోకు ధరల ద్రవ్యోల్బణం ఐదు నెలల తరువాత జూలై నెలలో 13.93కనిష్ట స్థాయికి తగ్గింది. గత సంవత్సరం 11.57శాతం ఉంది. ఇంథనం, విద్యుత్‌ ద్రవ్యోల్బణం 43.75 స్థాయికి పెరిగింది.


– ద్రవ్యోల్బణం ఎందుకు సంభవిస్తుంది అన్నదాని మీద ఎవరి భాష్యం, కారణాలు వారివే. ప్రతికూల ప్రభావాలను జనం అనుభవిస్తున్నారు గనుక ఎవరు చెప్పేది వాస్తవానికి దగ్గరగా ఉందో ఎవరికి వారు నిర్ణయించుకోవాల్సిందే. ఆర్ధిక రంగంలో నగదు చెలామణి పెంపుదల కూడా దవ్యోల్బణానికి దారితీస్తుంది.1951 నుంచి 2022 వరకు దేశంలో నగదు సరఫరా నెలవారీ సగటున రు. 26,168.65 బిలియన్లు.1952అక్టోబరులో కనిష్ట రికార్డు రు.20.57 బిలియన్లు కాగా 2022 జూలై గరిష్ట రికార్డు 2,09,109.47 బి. రూపాయలు. సరఫరా పెరిగితే దవ్యోల్బణం పెరుగుతుంది, తగ్గితే తగ్గుతుంది. ఆర్ధిక రంగంలో ద్రవ్య సరఫరాకు అనుగుణంగా ఉత్పత్తి, సేవలు, వస్తు సరఫరా లేకపోతే ద్రవ్యోల్బణం పెరుగుతుంది అన్నది ఒక సూత్రీకరణ. ట్రేడింగ్‌ ఎకనమిక్స్‌ డాట్‌కామ్‌ సమాచారం ప్రకారం 2000 సంవత్సరంలో పదివేల బిలియన్లు కాగా 2010నాటికి 50వేలకు, 2015కు లక్ష, 2020కి 160వేలకు, 2022 జూలైలో 2,09,109.47 బి. రూపాయలకు చేరింది.


ఉద్యోగుల వేతనాలు పెరిగితే ధరలు పెరుగుతాయని చాలా మంది అనుకుంటారు. అసలు వేతన పెరుగుదల లేకున్నా ధరలు పెరుగుతాయని కొన్ని బుర్రలకు ఎక్కదు.2020-21 మూడవ త్రైమాసిక ఆదాయంలో గృహ పొదుపు అమెరికా, బ్రిటన్‌, కెనడా, జపాన్‌,ఆస్ట్రేలియా, ఐరోపా దేశాల్లో పది నుంచి ఇరవై శాతం ఉంది. అదే మన దేశంలో 2.8శాతం, ఇండోనేషియాలో రెండు శాతం తిరోగమనంలో ఉంది.అలాంటపుడు రెండు చోట్లా ఒకే కారణంతో ద్రవ్యోల్బణం పెరగకూడదు. మన దేశంలో ద్రవ్యోల్బణం పెరుగుదలకు వేతనాలు ఎంతవరకు కారణం ? దేశంలో 2014 నుంచి ద్రవ్యోల్బణ వార్షిక పెరుగుదల ఇలా ఉంది.

ఈ ఎనిమిది సంవత్సరాల్లో కేంద్ర ప్రభుత్వ ఏడవ వేతన కమిషన్‌ సిఫార్సులు 2017లో అమల్లోకి వచ్చాయి.కరోనా కాలంలో కొన్ని నెలలు అసలు ప్రైవేటు రంగంలో ఉపాధి, వేతనాల్లేవు, అనేక చోట్ల వేతన కోతలు ఉన్నప్పటికీ ద్రవ్యోల్బణం పెరిగింది. దేశంలో 70శాతం కార్మికశక్తి గ్రామాల్లోనే ఉంది.2020లో గ్రామీణ ప్రాంతాల్లో వేతనాలు 3.5శాతం తగ్గాయి, మరుసటి ఏడాది అరశాతం పెరగ్గా, 2021-22 తొలి తొమ్మిది నెలల్లో వ్యవసాయ పెరుగుదల 1.6శాతం, గ్రామీణ ఇతర కార్మికుల వేతనాలు 1.2శాతం తగ్గాయి.ఈ కాలంలో అసంఘటిత రంగ కార్మికులకు కనీసవేతనాలేమీ పెరగలేదు.కొన్ని రంగాల్లో కాస్త పెరిగినప్పటికీ మొత్తం మీద చూసినపుడు దేశంలో వేతనాలు పెద్దగా పెరగకున్నా ద్రవ్యోల్బణం పెరిగిందంటే దానికి వేరే కారణాలు దోహదం చేస్తున్నట్లే. పశ్చిమ దేశాల్లో ద్రవ్యోల్బణం పెరుగుదలకు గృహస్తుల కోసం కరోనా సందర్భంగా పెద్ద ఎత్తున చేపట్టిన ద్రవ్య ఉద్దీపన పధకాలు కారణంగా చెబుతున్నారు.మన దేశంలో పేదలకు నెలకు ఐదు కిలోల బియ్యం, కిలోపప్పులు, జనధన్‌ ఖాతాలున్న వారికి మూడు నెలలు ఐదేసి వందల నగదు, కొన్ని గాస్‌ బండలు తప్ప ఇచ్చిందేమీ లేదు. కరోనాతో నిమిత్తం లేని కిసాన్‌ నిధులు కూడా కలుపు కొని మొత్తం పాకేజి విలువ రు.1.76వేల కోట్లు మాత్రమే. మన దేశంలో కరోనా గృహస్తుల పొదుపు మొత్తాలను హరించటమే కాదు అప్పులపాలు చేసింది.
కొన్ని దేశాల్లో లాక్‌డౌన్ల వల్ల ఖర్చు చేసేందుకు వీలులేక బలవంతపు పొదుపు పెరిగిందని చెబుతున్నారు. పరిస్థితి చక్కబడిన తరువాత కొనుగోళ్లకు పూనుకోవటంతో అలాంటి చోట్ల అధిక ద్రవ్యోల్బణం తలెత్తిందని ఐఎంఎఫ్‌ చెప్పింది. ధనికులుగా ఉన్నవారి కొనుగోళ్లు పెరిగినప్పటికీ మొత్తం మీద ఇది మన దేశానికి వర్తించదు.

మాక్రోట్రెండ్స్‌ సంస్థ సమాచారం ప్రకారం కరోనాకు ముందు మన వినియోగదారుల 2018,19 రెండు సంవత్సరాల వార్షిక సగటు ఖర్చు 1,664.28 బిలియన్‌ డాలర్లు కాగా 2020,21 వార్షిక సగటు 1,751.73 బి.డాలర్లు అంటే 5.25 శాతం మాత్రమే పెరిగింది. ఇది ద్రవ్యోల్బణ పెరుగుదల రేటు 5.85 శాతం కంటే తక్కువ, అంటే వాస్తవ ఖర్చు తగ్గింది. ఇదే అమెరికాను చూస్తే 2021 మే నుంచి 2022 మార్చినెల మధ్య ద్రవ్యోల్బణం 8.5 శాతం ఉండగా 2022 మార్చినెలలో అక్కడి వినియోగదారుల ఖర్చు 18శాతం పెరిగింది. అంతకు రెండు సంవత్సరాల ముందు పన్నెండు శాతమే ఉండేది.2019తో పోలిస్తే అమెరికన్ల వద్ద ఉన్న పొదుపు మొత్తం 2.8లక్షల కోట్ల డాలర్లు ఎక్కువ. వారంతా ఆ మూటలను విప్పి కొనుగోళ్లకు పూనుకోవటంతో వస్తువులకు డిమాండ్‌ పెరిగి ద్రవ్యోల్బణం పెరిగింది. మన దేశంలో ఏప్రిల్‌తో పోలిస్తే మే నెలలో పట్టణాల్లో 16శాతం, గ్రామీణ ప్రాంతాల్లో 16.6శాతం అమ్మకాలు పడిపోయాయినా ద్రవ్యోల్బణం ఎందుకు తగ్గటం లేదు ? కరోనా కారణంగా తలెత్తిన పరిస్థితి నుంచి ఆర్ధిక రంగాలను కాపాడుకొనేందుకు అనేక ధనిక దేశాలు పెద్ద ఎత్తున కరెన్సీ నోట్లను ముద్రించి జనానికి నగదు అందచేశాయి. అక్కడ ద్రవ్యోల్బణం పెరుగుదలకు అదొక కారణమైతే, జనాలు ఆ సొమ్ముతో కొనుగోళ్లకు పూనుకోవటంతో సరకుల కొరత ఏర్పడటం, దిగుమతుల ధరలు పెరగటం వంటి కారణాలు దానికి ఆజ్యం పోశాయి.


ద్రవ్యోల్బణాన్ని లెక్కించేందుకు అన్ని దేశాలూ ఒకే ప్రాతిపదికను అనుసరించటం లేదు. పరిగణనలోకి తీసుకొనే అంశాల ప్రాముఖ్యత దేశదేశానికీ మారుతుంది. ఉదాహరణకు అమెరికాలో ఆహార వస్తువులకు 7.8శాతం ఇస్తే చైనాలో అది 18.4శాతం, మన దేశంలో వ్యవసాయ ఉత్పత్తులు మొత్తానికి 22.62శాతం కాగా వాటిలో ఆహార వస్తువులకు 15.26, పారిశ్రామిక ఉత్పత్తులకు ఇస్తున్న 64.23 శాతంలో ఆహార ఉత్పత్తులకు 19.12 శాతం ఉంది. అమెరికాలో రవాణా రంగానికి 15.1శాతం కాగా చైనాలో 10.1 మన దేశంలో 5.2 శాతం ఉంది. చైనాలో దుస్తులకు 6.2 శాతం, అమెరికాలో 2.8, మన దేశంలో 7.3 శాతం ఉంది. చైనా వస్తువులను ఎగుమతి చేస్తుండగా అమెరికా దిగుమతి చేసుకొనే దేశంగా ఉంది. కనుక వాటి ప్రాధాన్యతలు ఒకే విధంగా ఉండవు.


మన దేశంలో పెరుగుతున్న ద్రవ్యోల్బణం-ధరల పెరుగుదలకు అడ్డుకట్ట వేయకపోతే ఇబ్బందని ఐదు రాష్ట్రాల అసెంబ్లీ ఎన్నికలప్పటికే అర్ధమైంది. వాటిలో లబ్ది పొందటంతో పాటు ధరల అదుపునకు ఇంథన ధరలను స్థంభింప చేశారు. ఎన్నికల తరువాత కూడా 2022 ఏప్రిల్‌ ఆరవ తేదీ నుంచి అదే స్థంభన కొనసాగుతోంది. అదొక్కటే చాలదు కనుక కేంద్రం పెద్ద మొత్తంలో విధించిన సెస్‌ను కొంత తగ్గించారు. దాన్ని రాజకీయ అస్త్రంగా మార్చి ఇతర పార్టీలు అధికారంలో ఉన్న ప్రభుత్వాలు వాట్‌ను ఎందుకు తగ్గించవంటూ దాడి చేశారు. పెట్రోలు మీద లీటరుకు రు.8, డీజిలు మీద రు.6 తగ్గించి దీని వలన కేంద్ర ప్రభుత్వం ఏడాదికి లక్ష కోట్ల మేరకు ఆదాయాన్ని ” త్యాగం ” చేస్తున్నట్లు చెప్పారు. దాన్ని పెంచినపుడేమో మిలిటరీకోసమని జనానికి దేశభక్తి కబుర్లు చెప్పారు, తగ్గించినపుడు కేంద్ర ప్రభుత్వానికి దేశభక్తి తగ్గిందని అనుకోవాలా ? ఈ తగ్గింపు ప్రక్రియను మరో విధంగా చెప్పాలంటే చమురుపై భారీగా పన్నుల పెంపుదల ద్రవ్యోల్బణానికి దారితీస్తున్నదని అంగీకరించటమే. సత్యహరిశ్చంద్రుడివారసులమని, ఒకటే మాట ఒకటే బాణం అన్న రాముడి భక్తులమని చెప్పుకొనే వారికి నిజాన్ని అంగీకరించే ధైర్యం ఎందుకు లేదు ? 2021 ఏప్రిల్‌-మే మాసాల్లో ద్రవ్యోల్బణం రేటు 2.5శాతం కాగా అదే 2022లో మార్చి నెలలో ఆరుశాతానికి చేరింది.


2022 ఫిబ్రవరిలో ఉక్రెయిన్‌ సంక్షోభం తలెత్తక ముందే పెరుగుదల బాటలో ఉన్న ద్రవ్యోల్బణం తరువాత ఈ కారణంగా మరికొంత పెరిగింది. డాలరు నిల్వలను పెంచుకొనేందుకు ప్రత్యక్ష విదేశీ పెట్టుబడులతో పాటు మన స్టాక్‌ మార్కెట్లో వాటాల కొనుగోలుకు విదేశీ సంస్థలను ప్రభుత్వం అనుమతించింది.ఇదే విధంగా విదేశాల నుంచి తక్కువ వడ్డీలకు దొరుకుతున్న డాలరు రుణాలను కూడా ప్రోత్సహించింది. రూపాయి విలువ పతనాన్ని అడ్డుకోవటంలో ఘోరవైఫల్యం, అమెరికాలో వడ్డీ రేటు పెరుగుదల కారణంగా మన స్టాక్‌ మార్కెట్‌ నుంచి డాలరు పెట్టుబడులు వెనక్కు మరలాయి. ఇది కూడా ద్రవోల్బణం పెరుగుదలకు దారి తీశాయి.చమురు, ఇతర దిగుమతి వస్తువుల ధరల పెరుగుదలకు రూపాయి పతనం కూడా తోడైంది. దేశంలో ద్రవ్యోల్బణ పెరుగుదలకు విదేశీ ధోరణులే కారణమని తప్పించుకొనేందుకు కొందరు ప్రభుత్వానికి వంతపాడుతున్నారు. మన దేశాన్ని నయా ఉదారవాద చట్రంలో బిగించినందున ఆ విధానాలను అనుసరిస్తున్న దేశాల జబ్బులన్నీ మనకూ కొంతమేర అంటుకుంటాయి. జనాలకు చమురు, గాస్‌, ఇతర సబ్సిడీలను ఎత్తివేసి, పరిమితం చేసి, కోతలు పెట్టటం, కార్పొరేట్లకు పన్నురాయితీలు ఇవ్వటం, జనాల మీద పన్ను బాదుడు దానిలో భాగమే.పన్నుల పెంపుదల గురించి చట్ట సభల్లో చర్చకు తావులేకుండా జిఎస్‌టి మండలి, విద్యుత్‌ క్రమబద్దీకరణ మండళ్ల ఏర్పాటు, ప్రభుత్వ అదుపులేని ప్రైవేటు రంగానికి అన్నింటినీ అప్పగించటమూ అదే. జిఎస్‌టి విధానం రాక ముందు ధనికులు వాడే విలాస వస్తువులపై 30 నుంచి 45శాతం వరకు పన్నులు ఉండేవి. జిఎస్‌టి దాన్ని 28శాతానికి తగ్గించింది. ఆ మేరకు తాజాగా పెంచిన పన్నులు, విస్తరించిన వస్తువుల జాబితాను చూస్తే సామాన్యుల నడ్డి విరవటమే కాదు ద్రవ్యోల్బణ పెరుగుదలకూ దోహదం చేస్తున్నది. వస్తూత్పత్తిదారులు తమ మీద పడిన భారాన్ని జనం మీదకే నెడతారన్నది తెలిసిందే.


2020-21లో మన దేశం దిగుమతి చేసుకున్న ముడి చమురు పీపా సగటు ధర 44.82 డాలర్లు కాగా అది 2021-22కు 79.18కి పెరిగింది. 2022-23లో రష్యా తక్కువ ధరలకు చమురు ఇచ్చినప్పటికీ ఆగస్టు 23వ తేదీ వరకు ఏప్రిల్‌ నుంచి ఐదు నెలల సగటు 106.13 డాలర్లకు చేరింది. దీన్ని బట్టి మన దిగుమతుల బిల్లు పెరుగుతుంది, దానికి రూపాయి విలువ పతనంతో మరింత భారం అవుతుంది. కేంద్ర ప్రభుత్వం అనుసరిస్తున్న విధానాలతో పాటు విదేశాల నుంచి వస్తువులనే కాదు ద్రవ్యోల్బణాన్ని కూడా మనం దిగుమతి చేసుకుంటున్నాము. దేశంలో బొగ్గు నిల్వలున్నా వాటిని తవ్వకుండా ఖరీదైన బొగ్గును విదేశాల నుంచి దిగుమతి చేసుకోవాలని కేంద్రం విద్యుత్‌ సంస్థల మీద రుద్దటం ద్రవ్యోల్బణ దిగుమతిలో భాగం కాదా ? ఇలాంటి వాటి కారణంగానే వెంటనే ద్రవ్యోల్బణాన్ని తగ్గించే మంత్రదండం లేదని ఆర్‌బిఐ గవర్నర్‌ శక్తికాంతదాస్‌ చెప్పారనుకోవాలి. –

Consumer Price Index Numbers on Base 2012=100 for Rural, Urban and Combined for the Month of November 2016
Central Statistics Office (CSO), Ministry of Statistics and Programme Implementation has revised the Base Year of the Consumer Price Index (CPI) from 2010=100 to 2012=100 with effect from the release of indices for the month of January 2015.

  1. In this press note, the CPI (Rural, Urban, Combined) on Base 2012=100 is being released for the month of November 2016. In addition to this, Consumer Food Price Index (CFPI) for all India Rural, Urban and Combined are also being released for November 2016. All India Inflation rates (on point to point basis i.e. current month over same month of last year, i.e., November 2016 over November 2015), based on General Indices and CFPIs are given as follows:

  1. Provisional indices for the month of November 2016 and also the final indices for October 2016 are being released with this note for all-India and for State/UTs. All-India provisional General (all-groups), Group and Sub-group level CPI and CFPI numbers for November 2016 for Rural, Urban and Combined are given in Annexure I. The inflation rates of important categories of items are given in Annexure II. State/UT wise provisional General CPI numbers for Rural, Urban and Combined are given in Annexure III. Inflation rates of major States, having population more than 50 lakhs as per population Census 2011, are given in Annexure IV. State/UT–wise Group CPIs are available on the Ministry’s website (www.mospi.gov.in).
  2. Price data are collected from selected towns by the Field Operations Division of NSSO and from selected villages by the Department of Posts. Price data are received through web portals, maintained by the National Informatics Centre.

Next date of release:  12th January 2017 (Thursday) for December 2016.

Consumer Price Index Numbers on Base 2012=100 for Rural, Urban and combined for the month of August 2016
The Central Statistics Office (CSO), Ministry of Statistics and Programme Implementation has revised the Base Year of the Consumer Price Index (CPI) from 2010=100 to 2012=100 with effect from the release of indices for the month of January 2015.

  1. In this press note, the CPI (Rural, Urban, Combined) on Base 2012=100 is being released for the month of August 2016. In addition to this, Consumer Food Price Index (CFPI) for all India Rural, Urban and Combined are also being released for August 2016. All India Inflation rates (on point to point basis i.e. current month over same month of last year, i.e., August 2016 over August 2015), based on General Indices and CFPIs are given as follows:

  1. Provisional indices for the month of August 2016 and also the final indices for July 2016 are being released with this note for all-India and for State/UTs. All-India provisional General (all-groups), Group and Sub-group level CPI and CFPI numbers for August 2016 for Rural, Urban and Combined are given in Annexure I. The inflation rates of important categories of items are given in Annexure II. State/UT wise provisional General CPI numbers for Rural, Urban and Combined are given in Annexure III. Inflation rates of major States, having population more than 50 lakhs as per population Census 2011, are given in Annexure IV. State/UT–wise Group CPIs are available on the Ministry’s website (www.mospi.gov.in).
  2. Price data are collected from selected towns by the Field Operations Division of NSSO and from selected villages by the Department of Posts. Price data are received through web portals, maintained by the National Informatics Centre.

Next date of release:  13th October 2016 (Thursday) for September 2016.

The All-India CPI-IW for July, 2016 increased by 3 points and pegged at 280

The All-India CPI-IW for July, 2016 increased by 3 points and pegged at 280 (two hundred and eighty). On 1-month percentage change, it increased by (+) 1.08 per cent between June, 2016 and July, 2016 when compared with the increase of (+) 0.77 per cent between the same two months a year ago.

The maximum upward pressure to the change in current index came from Food group contributing (+) 1.65 percentage points to the total change. The House Rent index furtehr accentuated the overall index (+) 0.86 percentage points. At item level, Rice, Wheat, Wheet atta, Besan, Black Gram, Gram Dal, Groundnut Oil, Eggs (Hen), Poultry (Chicken), Milk, Chillies Green, Garlic, Onion, Brinjal, Cabbage, Cauliflower, Gourd, Palak, Potato, Pumpkin, Banana, Sugar etc. are responsible for the increase in index. Howerer, this increase was checked by Fish Fresh, French Beans, Tomato, Electriccity Charges, Petrol, etc. putting downward pressure on the index.

 The year-on-year inflation measured by monthly CPI-IW stood at 6.46 per cent for July, 2016 as compared to 6.13 per cent for the previous month and 4.37 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 9.34 per cent against 8.33 per cent of the previous month and 3.21 per cent during the corresponding month of the previous year.

At centre level, Bokaro reported the maximum increase of 11 points followed by munger-Jamalpur(10) points, Girdhi, Agar and Delhi (9)points each. Among others, 7 points increase was observed in 4 centres, 6 poiints in 10 centres, 5 points in 5 centres, 4 points in 9 centres, 3 pints in 8 centres, 2 pints in 8 centres, 5 pionts in 5 centres, 4 points in 9 centres, 3 points in 8 centres, 2 points in 8 centres and 1 point in 5 centres. On the contray, Mysore recorded a maximum decrease of 6 points followed by Mundakkayam and Coimbatore (5 points each), and Hubli Dharwar and Ernakulam (4 points each). Among others, 3 points decrease was observed in 4 centres, 2 points in 2 centres adn 1 point in 5 centres. Rest of the 8 centres’ indices remained stationary.

The indices of 33 centres are above All-India Index and other 43 centres indices are below national average. The indices of Vishakhapatnam and Mundakkayam centres remained at par with All-India Index.

Index Numbers of Wholesale Price in India (Base: 2004-05=100)

Review for the month of July, 2016

 The official Wholesale Price Index for ‘All Commodities’ (Base: 2004-05=100) for the month of July, 2016 rose by 1.0 percent to 183.9 (provisional) from 182.0 (provisional) for the previous month.

INFLATION

The annual rate of inflation, based on monthly WPI, stood at 3.55% (provisional) for the month of July, 2016 (over July, 2015) as compared to 1.62% (provisional) for the previous month and -4.00% during the corresponding month of the previous year.  Build up inflation rate in the financial year so far was 4.91% compared to a build up rate of 0.85% in the corresponding period of the previous year.

Inflation for important commodities / commodity groups is indicated in Annex-1 and Annex-II.

The movement of the index for the various commodity groups is summarized below:-

PRIMARY ARTICLES (Weight 20.12%)

The index for this major group rose by 2.5 percent to 269.5 (provisional) from 262.8 (provisional) for the previous month. The groups and items which showed variations during the month are as follows:-

The index for ‘Food Articles’ group rose by 2.4 percent to 285.8 (provisional) from 279.0 (provisional) for the previous month due to higher price of gram (20%), fruits & vegetables (7%), egg (5%), maize (3%), barley (2%) and coffee,      beef & buffalo meat, jowar, wheat, urad, rice, masur and pork (1% each).  However, the price of poultry chicken (5%),      ragi (4%), moong, mutton, bajra and tea (2% each) and fish-inland and fish-marine (1% each) declined.

The index for ‘Non-Food Articles’ group rose by 2.3 percent to 236.6 (provisional) from 231.2 (provisional) for the previous month due to higher price of raw cotton (13%), guar seed (10%), castor seed and raw rubber (7% each),      linseed and cotton seed (5% each), raw wool and rape & mustard seed (3% each) and niger seed, safflower (kardi seed) and groundnut seed (1% each).  However, the price of gingelly seed (7%), flowers (5%), soyabean (4%), raw jute (2%) and mesta (1%) declined.

The index for ‘Minerals’ group rose by 5.0 percent to 208.9 (provisional) from 199.0 (provisional) for the previous month due to higher price of manganese ore (12%), crude petroleum (9%),  iron ore and copper ore (2% each).  However, the price of sillimanite (12%), zinc concentrate (4%), chromite (2%) and phosphorite (1%) declined.

FUEL & POWER (Weight 14.91%)

The index for this major group rose by 0.8 percent to 187.9 (provisional) from 186.5 (provisional) for the previous month due to higher price of non-coking coal (15%), aviation turbine fuel (7%) and furnace oil (5%).  However, the price of      petrol (3%) and bitumen (1%) declined.

MANUFACTURED PRODUCTS (Weight 64.97%)

The index for this major group rose by 0.3 percent to 156.4 (provisional) from 156.0 (provisional) for the previous month. The groups and items for which the index showed variations during the month are as follows:-

The index for ‘Food Products’ group rose by 1.2 percent to 189.2 (provisional) from 186.9 (provisional) for the previous month due to higher price of tea leaf (unblended) (8%), tea dust (unblended) (5%), wheat flour (atta) (4%), gur and sooji (rawa) (3% each), maida, groundnut oil, khandsari, sugar and tea dust (blended) (2% each) and ghee, mustard & rapeseed oil and oil cakes (1% each).  However, the price of coffee powder (5%) and copra oil, gola (cattle feed), vanaspati and sunflower oil (1% each) declined.

The index for ‘Textiles’ group rose by 0.4 percent to 141.5 (provisional) from 140.9 (provisional) for the previous month due to higher price of jute sacking cloth and cotton yarn (2% each) and man made fabric (1%).  However, the price of      gunny and hessian cloth (2%) declined.

The index for ‘Wood & Wood Products’ group declined by 0.3 percent to 196.1 (provisional) from 196.6 (provisional) for the previous month due to lower price of timber/wooden planks (2%) and processed wood (1%).  However, the price of  plywood & fibre board (1%) moved up.

The index for ‘Paper & Paper Products’ group rose by 0.5 percent to 156.7 (provisional) from 155.9 (provisional) for the previous month due to higher price of corrugated sheet boxes (3%), books/ periodicals/ journals (2%) and newsprint (1%).

However, the price of computer stationery (1%) declined.

The index for ‘Leather & Leather Products’ group rose by 0.5 percent to 146.3 (provisional) from 145.5 (provisional) for the previous month due to higher price of leathers (1%).

The index for ‘Rubber & Plastic Products’ group rose by 0.3 percent to 146.5 (provisional) from 146.1 (provisional) for the previous month due to higher price of tubes (5%) and rubber products (2%).

The index for ‘Chemicals & Chemical Products’ group rose by 0.1 percent to 151.1 (provisional) from 150.9 (provisional) for the previous month due to higher price of tooth paste / tooth powder (8%) and hair/body oils, photographic goods,  pesticides and basic inorganic chemicals (1% each).  However, the price of di ammonium phosphate and lacquer & varnishes (1% each) declined.

The index for ‘Non-Metallic Mineral Products’ group rose by  0.5 percent to 178.6 (provisional) from 177.7 (provisional) for the previous month due to higher price of marbles (4%) and glass bottles & bottleware, grey cement and lime (1% each).  However, the price of railway sleeper and asbestos corrugated sheet (2% each) declined.

The index for ‘Basic Metals, Alloys & Metal Products’ group declined by 0.6 percent to 153.0 (provisional) from 153.9 (provisional) for the previous month due to lower price of pig iron and melting scrap (5% each), billets (4%), wire rods   (3%), rounds, angles, CRC, sponge iron, ferro manganese, pencil  ingots, rebars, joist & beams, HRC and plates (2% each) and gp/gc sheets, pipes/tubes/rods/strips and sheets (1% each).  However, the price of silver (6%), steel rods (5%),     lead and steel structures (4% each), gold & gold ornaments (2%) and steel castings, pressure cooker, metal containers and zinc (1% each) moved up.

The index for ‘Transport, Equipment & Parts’ group rose by 0.1 percent to 139.6 (provisional) from 139.4 (provisional) for the previous month due to higher price of lamp (1%).

FINAL INDEX FOR THE MONTH OF MAY, 2016 (BASE YEAR: 2004-05=100)

For the month of May, 2016, the final Wholesale Price Index for ‘All Commodities’ (Base: 2004-05=100) stood at 180.2 as compared to 179.4 (provisional) and annual rate of inflation based on final index stood at 1.24 percent as compared to 0.79 percent (provisional) respectively as reported on 14.06.2016.

The Central Statistics Office (CSO), Ministry of Statistics and Programme Implementation has revised the Base Year of the Consumer Price Index (CPI) from 2010=100 to 2012=100 with effect from the release of indices for the month of January 2015.

  1. In this press note, the CPI (Rural, Urban, Combined) on Base 2012=100 is being released for the month of July 2016. In addition to this, Consumer Food Price Index (CFPI) for all India Rural, Urban and Combined are also being released for July 2016. All India Inflation rates (on point to point basis i.e. current month over same month of last year, i.e., July 2016 over July 2015), based on General Indices and CFPIs are given as follows:

  1. Provisional indices for the month of July 2016 and also the final indices for June 2016 are being released with this note for all-India and for State/UTs. All-India provisional General (all-groups), Group and Sub-group level CPI and CFPI numbers for July 2016 for Rural, Urban and Combined are given in Annexure I. The inflation rates of important categories of items are given in Annexure II. State/UT wise provisional General CPI numbers for Rural, Urban and Combined are given in Annexure III. Inflation rates of major States, having population more than 50 lakhs as per population Census 2011, are given in Annexure IV. State/UT–wise Group CPIs are available on the Ministry’s website (www.mospi.gov.in).
  2. Price data are collected from selected towns by the Field Operations Division of NSSO and from selected villages by the Department of Posts. Price data are received through web portals, maintained by the National Informatics Centre.

Next date of release:  13th September 2016 (Tuesday) for August 2016.

The Central Statistics Office (CSO), Ministry of Statistics and Programme Implementation has revised the Base Year of the Consumer Price Index (CPI) from 2010=100 to 2012=100 with effect from the release of indices for the month of January 2015.

  1. In this press note, the CPI (Rural, Urban, Combined) on Base 2012=100 is being released for the month of January 2016. In addition to this, Consumer Food Price Index (CFPI) for all India Rural, Urban and Combined are also being released for January 2016. Inflation rates (on point to point basis i.e. January 2016 over January 2015), based on General Indices and CFPIs are given as follows:

  1. Provisional indices for the month of January 2016 and also the final indices for December 2015 are being released with this note for all-India and for State/UTs. All-India provisional General (all- groups), Group and Sub-group level CPI and CFPI numbers for January 2016 for Rural, Urban and Combined are given in Annexure I. The General Indices (Provisional) for the month of January 2016 for Rural, Urban and Combined are 128.1, 124.2 and 126.3 respectively.  The CFPI for Rural, Urban and Combined for the same month are 131.1, 131.0 and 131.1 respectively. The inflation rates of important categories of items are given in Annexure II.
  2. State/UT-wise General provisional CPI numbers for Rural, Urban and Combined are given in Annexure III. Inflation rates of major States, having population more than 50 lakhs as per population Census 2011, are given in Annexure IV. State/UT–wise Group CPIs are available on the Ministry’s website (www.mospi.gov.in).
  3. Price data are collected from selected towns by the Field Operations Division of NSSO and from selected villages by the Department of Posts. Price data are received through web portals, maintained by the National Informatics Centre.

Next date of release:  14th March 2016 (Monday) for February 2016

Consumer Price Index Numbers on Base 2012=100 for Rural, Urban and Combined for the Month of December 2015

The Central Statistics Office (CSO), Ministry of Statistics and Programme Implementation has revised the Base Year of the Consumer Price Index (CPI) from 2010=100 to 2012=100 with effect from the release of indices for the month of January 2015.

  1. In this press note, the CPI (Rural, Urban, Combined) on Base 2012=100 is being released for the month of December 2015. In addition to this, Consumer Food Price Index (CFPI) for all India Rural, Urban and Combined are also being released for December 2015. Inflation rates (on point to point basis i.e. December, 2015 over December 2014), based on General Indices and CFPIs are given as follows:

  1. Provisional indices for the month of December 2015 and also the final indices for November 2015 are being released with this note for all-India and for State/UTs. All-India provisional General (all- groups), Group and Sub-group level CPI and CFPI numbers for December, 2015 for Rural, Urban and Combined are given in Annexure I. The General Indices (Provisional) for the month of December 2015 for Rural, Urban and Combined are 127.9, 124.0 and 126.1 respectively.  The CFPI for Rural, Urban and Combined for the same month are 131.2, 131.4 and 131.3 respectively. The inflation rates of important categories of items are given in Annexure II.
  2. State/UT-wise General provisional CPI numbers for Rural, Urban and Combined are given in Annexure III. Inflation rates of major States, having population more than 50 lakhs as per population Census 2011, are given in Annexure IV. State/UT–wise Group CPIs are available on the Ministry’s website (http://www.mospi.gov.in).
  3. Price data are collected from selected towns by the Field Operations Division of NSSO and from selected villages by the Department of Posts. Price data are received through web portals, maintained by the National Informatics Centre.

Next date of release:  12th February 2016 (Friday) for January 2016
