Global Crude oil price of Indian Basket was US$ 46.51 per bbl on 16.08.2016

The international crude oil price of Indian Basket as computed/published today by Petroleum Planning and Analysis Cell (PPAC) under the Ministry of Petroleum and Natural Gas was US$ 46.51 per barrel (bbl) on 16.08.2016. This was higher than the price of US$ 45.38 per bbl on previous publishing day of 15.08.2016.

In rupee terms, the price of Indian Basket increased to Rs. 3111.15 per bbl on 16.08.2016 as compared to Rs. 3032.70 per bbl on 15.08.2016. Rupee closed weaker at Rs. 66.90 per US$ on 16.08.2016 as against Rs. 66.83 per US$ on 15.08.2016. The table below gives details in this regard:

Ancient camping site dating 8500 BC discovered by ASI at 14000 feet above sea level on the way to Saser La to Ladakh
An ancient camping site dating ninth millennium BC has been discovered by the Archaeological Survey of India (ASI), under Ministry of Culture, on the way to Saser La which leads to the Karakoram Pass in Ladakh. While exploring in Nubra valley during 2015-16, Dr. S.B. Ota, Joint Director General in ASI observed both sides of hill and valley as the serpentine road, gradually climbed along the Saser Stream.

    తగినంత మంది న్యాయమూర్తులను నియమించకపోవటంపై సుప్రీం కోర్టు ప్రధాన న్యాయమూర్తి టిఎస్‌ ఠాకూర్‌ న్యూఢిల్లీలో జరిగిన ప్రధాన న్యాయమూర్తులు, ముఖ్య మంత్రుల సమావేశంలో సాక్షాత్తూ ప్రధాని సమక్షంలో తన ఆవేదనను ఆపుకోలేక కంటతడి పెట్టిన విషయం చాలా మందికి గుర్తుండే వుంటుంది. అనూహ్యమైన ఆ పరిణామంతో కంగుతిన్న ప్రధాన మంత్రి న్యాయమూర్తుల నియామకం గురించి చర్యలు తీసుకొనే విషయం ప్రధాన న్యాయమూర్తి, ఇతరులతో మాట్లాడతానని ప్రకటించినట్లు వార్తలు వచ్చిన విషయం కూడా తెలిసిందే. అలాంటి ప్రధాని ఇంతవరకు ఏ చర్యా తీసుకోకపోవటం పట్ల తాను ఆశాభంగం చెందినట్లు అదే ప్రధాన న్యాయమూర్తి ప్రధాన మంత్రిని బహిరంగంగా ప్రశ్నించి మరో సంచలనానికి కారకులయ్యారు. మీడియా దీని గురించి పెద్దగా ప్రాధాన్యత ఇవ్వలేదు, ఎందుకంటే వేలు ప్రధాని వైపు చూపుతుంది, అది ఆయనకు ఆగ్రహం తెప్పిస్తుంది కనుక అని వేరే చెప్పనవసరం లేదు. స్వాతంత్య్రదినోత్సవం రోజున సుప్రీం కోర్టు వద్ద జాతీయ పతాక ఆవిష్కరణ అనంతరం ప్రధాన న్యాయమూర్తి మాట్లాడారు.

   ‘మీరు బహుళ ప్రజాదరణ పొందిన మరియు జాతీయ వాది ప్రధాన మంత్రి ఒకటిన్నర గంటల పాటు చేసిన ప్రసంగం విన్నారు. మీరు కేంద్ర న్యాయ శాఖ మంత్రి మాట్లాడింది కూడా విన్నారు. వుపన్యాసంలో న్యాయప్రస్తావన చో టు చేసుకుంటుందేమోనని నేను కూడా ఆశించాను. న్యాయమూర్తుల నియామకం గురించి మాట్లాడతారనుకున్నాను. నేను ఈ వేదిక మీద ఒక్కటే చెప్పదలచుకున్నాను. మీరు (వేదికపై వున్న న్యాయశాఖ మంత్రి రవిశంకర ప్రసాద్‌ను వుద్ధేశించి) దారిద్య్రాన్ని తొలగించండి, జనానికి వుపాధి కల్పించండి, జాతిని ఐక్యంగా వుంచండి మరియు పెద్ద పధకాలన్నింటినీ రూపొందించండి కానీ మన దేశ ప్రజలకు న్యాయం చేయటం గురించి కూడా ఆలోచనకు చోటివ్వండి.’ అన్నారు. ‘మీరు ఇతరుల మీద పండ్లూ, పూలూ చల్లారు, అదే విధంగా నేను కూడా వాటికోసం ఇక్కడ వేచి చూస్తున్నాను’ అంటూ ఒక వుర్దూ కవితను చదివారు.’ నా వైఖరి ఏమిటో అందరికీ స్పష్టం, కోర్టు వెలుపలా లేదా బయట అయినా నేను నా మనసులో వున్నదానిని మాట్లాడతాను. నేను ఒక వున్నత స్ధాయికి వచ్చాను, సాధించగలిగింది సాధించాను. నేను ఇంతకు మించి వున్నతికి పోయేదేమీ వుండదు. అందువలన నా మనసులో వున్నదాని గురించి నేను మాట్లాడేప్పుడు ఇతరుల గురించి ఆలోచించను, సంకోచించను. నేను ఒక మంచి మాట చెబితే అది ప్రతి ఒక్కరి హృదయాన్ని తాకుతుంది, అదే నా బలం. బ్రిటీష్‌ వారి పాలనలో ఒక కేసును ఖరారు చేయటానికి పది సంవత్సరాలు పట్టేది, ఇప్పుడు అంతకంటే ఎక్కువ సమయం పడుతోంది. ఇప్పుడు కేసులు, వివాదాలు ఎక్కువయ్యాయి. ప్రజల ఆకాంక్షలు కూడా పెరిగాయి. ఇదంతా మాకు కష్టంగా మారుతోంది అందుకే ఈ సమస్యల గురించి పట్టించుకొమ్మని పదే పదే ప్రభుత్వాన్ని కోరుతున్నాం.’ అని చెప్పారు.

  సుప్రీం కోర్టులో పతాకావిష్కరణ కార్యక్రమం సందర్భంగా ప్రధాన న్యాయమూర్తి జండా ఎగురవేసేందుకు ప్రయత్నించగా జండా ముడి విడిపోలేదు. తన ప్రసంగంలో ఈ అంశాన్ని ప్రస్తావిస్తూ ‘ మనం కూడా లబ్దిదారులమే,మనల్ని కూడా అడుగుతారు కానీ రవిశంకర్‌ ప్రసాద్‌గారూ ఈ ముడులను తీవ్రంగా పరిగణించండి.నేను పతాకావిష్కరణ చేయబోయినపుడు జరగాల్సిన విధంగా ముడులు విడిపో లేదు, అయినప్పటికీ ఇక్కడున్నవారందరికీ నేను ఒకటి చెప్పాలి. ఆ ముడుల గురించి ఆయన ధృఢంగా వుంటే మేము కూడా అలాగే వుంటాం. ఈ రోజు ఇక్కడ జండా ఎగుర వేయటానికి మేము ఇనుప రాడ్డును తీసి తిరిగి జండాను ఎలా అమార్చామో అంతా మీరు చూశారు’ అని కూడా పరోక్షంగా ప్రభుత్వ తీరును విమర్శించారు.

    ఈ రోజు భారత జనాభా 125 కోట్లు, దాదాపు 40శాతం మంది దారిద్య్ర రేఖకు దిగువన వున్నారు. మీరు గీచిన గీత ప్రకారం గ్రామాలలో రోజుకు రు 26, పట్టణాలలో రు.32లపైన సంపాదించిన వారంతా దారిద్య్రరేఖకు ఎగువున వున్నట్లే. కాబట్టి 70 సంవత్సరాల స్వాతంత్య్రం తరువాత కూడా మనం దారిద్య్రాన్ని నిర్మూలించగలమా లేదా అన్నది సవాలుగా వుంది.సుప్రీం కోర్టులో ఒక గుమస్తా వుద్యోగానికి కూడా ఒక పోస్టు గ్య్రాడ్యుయేట్‌ దరఖాస్తు చేస్తాడు. మనం దారిద్య్రం, దోపిడీ నుంచి ఎప్పుడు విముక్తి పొందుతామో అదే నిజమైన స్వాతంత్య్రం అని ఠాకూర్‌ చెప్పారు.

    గత శుక్రవారం నాడు ఒక ప్రజా ప్రయోజన వ్యాజ్యం విచారణ సందర్బంగా జస్టిస్‌ ఠాకూర్‌ జడ్జీల నియామకం గురించి ప్రభుత్వంపై అపనమ్మక భావం కలుగుతోందని, ఈ ప్రతిష్టంభన తొలగింపునకు అవసరమైతే కోర్టు జోక్యం చేసుకొనే స్ధితికి తీసుకు వెళ్ల వద్దని ఘాటుగా వ్యాఖ్యానించారు.’ వ్యవస్ధ స్థంభించేవరకు తీసుకురాకండి, న్యాయమూర్తుల నియామకంలో ఆటంకాలను మేము సహించజాలం, అది కోర్టు పనిని ఆటంకపరుస్తోంది. జవాబుదారీతనాన్ని ఇప్పుడు వేగవంతం చేస్తాం, ఎందుకీ అపనమ్మకం, ఈ ఆటంకం ఇలాగే కొనసాగేట్లయితే న్యాయపరంగా జోక్యం చేసుకోవాల్సి వస్తుంది. కొలీజియం మీకు పంపిన ప్రతి ఫైలు కోసం మేము అడగాల్సి వుంది అని చెప్పారు.

   న్యాయమూర్తుల కొరత కారణంగా దేశంలోని వివిధ కోర్టులలో మూడు కోట్ల కేసులు పెండింగ్‌లో వున్నాయి. మూడు దశాబ్దాల క్రితమే కనీసం నలభైవేల మంది న్యాయమూర్తులు అవసరమని లా కమిషన్‌ సిఫార్సు చేయగా ప్రస్తుతం 21వేల మంది మాత్రమే వున్నారు. దేశంలోని 24 హైకోర్టులలో 38లక్షలు, సుప్రీం కోర్టులో 60వేల కేసులు పెండింగ్‌లో వున్నాయి. జస్టిస్‌ వివి రావు ఆరు సంవత్సరాల క్రితం ఒకసారి మాట్లాడుతూ వివిధ కోర్టులలో వున్న 3.128 కోట్ల కేసుల విచారణ పూర్తి కావాలంటే 320 సంవత్సరాలు పడుతుందని చెప్పారు. గత మూడు దశాబ్దాలలో న్యాయమూర్తుల సంఖ్యదేశంలో ఆరు రెట్లు పెరిగితే కేసులు పన్నెండు రెట్లు పెరిగాయి.రానున్న మూడు దశాబ్దాలలో కేసులు 15 కోట్లకు చేరితే వాటి పరిష్కారానికి 75వేల మంది న్యాయమూర్తుల అవసరం వుంటుందని ఒక అంచనా. ప్రతి పదిలక్షల మంది జనాభాకు 50 మంది న్యాయమూర్తుల అవసరం వుందని 1987లోనే లా కమిషన్‌ సిఫార్సు చేయగా ఆ సమయంలో పది మంది వుండగా ప్రస్తుతం మన దేశంలో 13 మంది వున్నారు. అమెరికాలో 1980 దశకంలోనే 107, బ్రిటన్‌లో 51, కెనడాలో 75 మంది చొప్పున న్యాయమూర్తులున్నారు.

   సుప్రీం కోర్టు ప్రధాన న్యాయమూర్తి ప్రధాని ప్రసంగంలో న్యాయమూర్తుల నియామకం గురించి ప్రస్తావన లేకపోవటాన్ని ప్రశ్నించటంతో అనేక మంది స్పందించారు. ఢిల్లీ ముఖ్యమంత్రి కేజ్రీవాల్‌ మాట్లాడుతూ ఆర్‌ఎస్‌ఎస్‌తో సంబంధాలు వున్నవారి కోసం వెతుకుతున్న కారణంగానే కొలిజియం సిఫార్సు చేసినప్పటికీ కేంద్ర ప్రభుత్వం హైకోర్టు న్యాయమూర్తుల నియామకాన్ని ఆలశ్యం చేస్తున్నదని విమర్శించారు.

  న్యాయమూర్తులు స్వతంత్రంగా వ్యవహరించకుండా తనకు దాసులుగా వుండాలని ప్రధాని కోరుకుంటున్న కారణంగానే నియామకాలు జరపటం లేదని కాంగ్రెస్‌ ప్రతినిధి రణదీప్‌ సూర్జేవాలా పేర్కొన్నారు.. న్యాయమూర్తులు ప్రధాని ప్రసంగాలపై వ్యాఖ్యలు చేయకూడదని లోక్‌సత్తా నాయకుడు జయప్రకాష్‌ నారాయణ్‌ వ్యాఖ్యానించారు. న్యాయం ఎంత త్వరగా అందచేయాలో అని ఆలోచించాల్సిన న్యాయమూర్తులు దానికి బదులు ఎంత త్వరగా న్యాయమూర్తులను నియమిస్తారా అని చూడకూడదని, న్యాయమూర్తుల నియామకంతోనే న్యాయం జరగదని నరేంద్రమోడీని సమర్ధించే మితవాద పత్రిక స్వరాజ్య వ్యాఖ్యాత జగన్నాధన్‌ పేర్కొన్నారు.

Index Numbers of Wholesale Price in India (Base: 2004-05=100)

Review for the month of July, 2016

 The official Wholesale Price Index for ‘All Commodities’ (Base: 2004-05=100) for the month of July, 2016 rose by 1.0 percent to 183.9 (provisional) from 182.0 (provisional) for the previous month.

INFLATION

The annual rate of inflation, based on monthly WPI, stood at 3.55% (provisional) for the month of July, 2016 (over July, 2015) as compared to 1.62% (provisional) for the previous month and -4.00% during the corresponding month of the previous year.  Build up inflation rate in the financial year so far was 4.91% compared to a build up rate of 0.85% in the corresponding period of the previous year.

Inflation for important commodities / commodity groups is indicated in Annex-1 and Annex-II.

The movement of the index for the various commodity groups is summarized below:-

PRIMARY ARTICLES (Weight 20.12%)

The index for this major group rose by 2.5 percent to 269.5 (provisional) from 262.8 (provisional) for the previous month. The groups and items which showed variations during the month are as follows:-

The index for ‘Food Articles’ group rose by 2.4 percent to 285.8 (provisional) from 279.0 (provisional) for the previous month due to higher price of gram (20%), fruits & vegetables (7%), egg (5%), maize (3%), barley (2%) and coffee,      beef & buffalo meat, jowar, wheat, urad, rice, masur and pork (1% each).  However, the price of poultry chicken (5%),      ragi (4%), moong, mutton, bajra and tea (2% each) and fish-inland and fish-marine (1% each) declined.

The index for ‘Non-Food Articles’ group rose by 2.3 percent to 236.6 (provisional) from 231.2 (provisional) for the previous month due to higher price of raw cotton (13%), guar seed (10%), castor seed and raw rubber (7% each),      linseed and cotton seed (5% each), raw wool and rape & mustard seed (3% each) and niger seed, safflower (kardi seed) and groundnut seed (1% each).  However, the price of gingelly seed (7%), flowers (5%), soyabean (4%), raw jute (2%) and mesta (1%) declined.

The index for ‘Minerals’ group rose by 5.0 percent to 208.9 (provisional) from 199.0 (provisional) for the previous month due to higher price of manganese ore (12%), crude petroleum (9%),  iron ore and copper ore (2% each).  However, the price of sillimanite (12%), zinc concentrate (4%), chromite (2%) and phosphorite (1%) declined.

FUEL & POWER (Weight 14.91%)

The index for this major group rose by 0.8 percent to 187.9 (provisional) from 186.5 (provisional) for the previous month due to higher price of non-coking coal (15%), aviation turbine fuel (7%) and furnace oil (5%).  However, the price of      petrol (3%) and bitumen (1%) declined.

MANUFACTURED PRODUCTS (Weight 64.97%)

The index for this major group rose by 0.3 percent to 156.4 (provisional) from 156.0 (provisional) for the previous month. The groups and items for which the index showed variations during the month are as follows:-

The index for ‘Food Products’ group rose by 1.2 percent to 189.2 (provisional) from 186.9 (provisional) for the previous month due to higher price of tea leaf (unblended) (8%), tea dust (unblended) (5%), wheat flour (atta) (4%), gur and sooji (rawa) (3% each), maida, groundnut oil, khandsari, sugar and tea dust (blended) (2% each) and ghee, mustard & rapeseed oil and oil cakes (1% each).  However, the price of coffee powder (5%) and copra oil, gola (cattle feed), vanaspati and sunflower oil (1% each) declined.

The index for ‘Textiles’ group rose by 0.4 percent to 141.5 (provisional) from 140.9 (provisional) for the previous month due to higher price of jute sacking cloth and cotton yarn (2% each) and man made fabric (1%).  However, the price of      gunny and hessian cloth (2%) declined.

The index for ‘Wood & Wood Products’ group declined by 0.3 percent to 196.1 (provisional) from 196.6 (provisional) for the previous month due to lower price of timber/wooden planks (2%) and processed wood (1%).  However, the price of  plywood & fibre board (1%) moved up.

The index for ‘Paper & Paper Products’ group rose by 0.5 percent to 156.7 (provisional) from 155.9 (provisional) for the previous month due to higher price of corrugated sheet boxes (3%), books/ periodicals/ journals (2%) and newsprint (1%).

However, the price of computer stationery (1%) declined.

The index for ‘Leather & Leather Products’ group rose by 0.5 percent to 146.3 (provisional) from 145.5 (provisional) for the previous month due to higher price of leathers (1%).

The index for ‘Rubber & Plastic Products’ group rose by 0.3 percent to 146.5 (provisional) from 146.1 (provisional) for the previous month due to higher price of tubes (5%) and rubber products (2%).

The index for ‘Chemicals & Chemical Products’ group rose by 0.1 percent to 151.1 (provisional) from 150.9 (provisional) for the previous month due to higher price of tooth paste / tooth powder (8%) and hair/body oils, photographic goods,  pesticides and basic inorganic chemicals (1% each).  However, the price of di ammonium phosphate and lacquer & varnishes (1% each) declined.

The index for ‘Non-Metallic Mineral Products’ group rose by  0.5 percent to 178.6 (provisional) from 177.7 (provisional) for the previous month due to higher price of marbles (4%) and glass bottles & bottleware, grey cement and lime (1% each).  However, the price of railway sleeper and asbestos corrugated sheet (2% each) declined.

The index for ‘Basic Metals, Alloys & Metal Products’ group declined by 0.6 percent to 153.0 (provisional) from 153.9 (provisional) for the previous month due to lower price of pig iron and melting scrap (5% each), billets (4%), wire rods   (3%), rounds, angles, CRC, sponge iron, ferro manganese, pencil  ingots, rebars, joist & beams, HRC and plates (2% each) and gp/gc sheets, pipes/tubes/rods/strips and sheets (1% each).  However, the price of silver (6%), steel rods (5%),     lead and steel structures (4% each), gold & gold ornaments (2%) and steel castings, pressure cooker, metal containers and zinc (1% each) moved up.

The index for ‘Transport, Equipment & Parts’ group rose by 0.1 percent to 139.6 (provisional) from 139.4 (provisional) for the previous month due to higher price of lamp (1%).

FINAL INDEX FOR THE MONTH OF MAY, 2016 (BASE YEAR: 2004-05=100)

For the month of May, 2016, the final Wholesale Price Index for ‘All Commodities’ (Base: 2004-05=100) stood at 180.2 as compared to 179.4 (provisional) and annual rate of inflation based on final index stood at 1.24 percent as compared to 0.79 percent (provisional) respectively as reported on 14.06.2016.

     రాజస్థాన్‌లోని హింగోనియా గోశాలలో ఈ ఏడాది జనవరి నుంచి జాలై వరకు బిజెపి వారు చెప్పే 8,122 మంది ‘గోమాతలు ‘ మరణించారు. అధికారికంగా ప్రకటించిన లెక్కలివి. అయితేనేం అక్కడి బిజెపి ప్రభుత్వం ఒక్క అనుమానిత లేదా నిర్లక్ష్య హత్య కేసును కూడా ఎవరి మీదా నమోదు చేయలేదు, కనీసం విచారణ జరపలేదు. ఒక్క దాడి కూడా జరగలేదు కనుక ఏ ఒక్క ‘గో సంరక్షుడి’కీ ఇది పట్టలేదనుకోవాలి. బీహార్‌లో లాలూ ప్రసాద్‌ ప్రసాద్‌ యాదవ్‌ ఏలుబడిలో మాదిరి బిజెపి సర్కారున్న రాజస్థాన్‌లో గోమాత పేరుతో గడ్డి తింటున్నారనే విమర్శలు వచ్చాయి. నాలుగు సంవత్సరాల క్రితం ఈ గోశాలలో నూటికి 7.09 శాతం గోమాతలు మరణిస్తే ఇప్పడు 11.31 శాతానికి పెరిగాయని కూడా ప్రభుత్వం వెల్లడించింది. బిజెపి పాలనలో గోవులకు ఈ గతి పట్టటం ఆశ్చర్యకరమే. ఆవుల మరణానికి కారకులైన వారిపై చర్య తీసుకోవాలని కోరుతూ జైపూర్‌లోని సచివాలయం వద్ద హర్యానాకు చెందిన రాష్ట్రీయ గో సంత్‌ గోపాల్‌ దాస్‌ మహరాజ్‌ నాయకత్వంలో గో రక్షకులు నిరసన తెలిపేందుకు ప్రయత్నించగా 144వ సెక్షన్‌ విధించి పోలీసులు లాఠీ చార్జి చేశారని వార్తలు వచ్చాయి. గో సంరక్షణ కూడా దేశ భక్తిగా మారిపోతున్న రోజులు కనుక భవిష్యత్‌లో దీనిని కూడా స్వాతంత్య్ర సమరంతో సమంగా గుర్తిస్తే లాఠీ దెబ్బలు తిన్నవారికి పెన్షన్లు ఇచ్చే అవకాశం వుండొచ్చు. రాబోయే రోజుల్లో బిజెపిలో ముఠా కుమ్ములాటలు తలెత్తితే ఇదే ఆవు చుట్టూ కేంద్రీకృతమయ్యే అవకాశాలుంటాయా ? ఏమో ?

     ఆవు గురించి అసలు సిసలైన ‘హిందూ హృదయ సామ్రాట్‌ ‘గా కీర్తించబడే విడి సావర్కర్‌ చెప్పిన మాటలు గనుక వింటే గో రక్షకులుగా జనం ముందుకు వస్తున్న కాషాయ యోధులు సావర్కర్‌ను సైతం పక్కకు నెట్టేస్తారు. పాకిస్తాన్‌ ఏజంటని ముద్రవేసినా ఆశ్చర్యం లేదు. ‘ఆవు ఒక వుపయోగకరమైన జంతువు మాత్రమే, దేవత కాదని చెప్పిన అసలైన హిందూ హృదయ సామ్రాట్‌’ అనే శీర్షికతో ‘ ద క్వింట్‌ ‘ అనే వెబ్‌ సైట్‌లో అషిష్‌ దీక్షిత్‌ అనే రచయిత ఆగస్టు 13న ఒక విశ్లేషణ రాశారు.అది ఇలా ప్రారంభం అవుతుంది.’ ‘హిందూత్వ’ అనే పదాన్ని వునికిలోకి తెచ్చింది వినాయక్‌ దామోదర్‌ సావర్కర్‌ అని మీకు తెలుసా ? ఎవరైతే ఆర్‌ఎస్‌ఎస్‌తో అనేక విషయాలలో ఏకీభవించని సావర్కర్‌ గురించే ,’హిందూ హృదయ సామ్రాట్‌ ‘అని తొలిసారిగా వుపయోగించారని మీకు తెలుసా ? ఆవు ‘ఒక వుపయోగకరమైన జంతువు అవసరమైతే దానిని తినవచ్చు ‘ అని కూడా అతను అన్నాడని మీకు తెలుసా ? ఇరవై ఒకటవ శతాబ్దంలోని జనం దీనిని జీర్ణించుకోలేకపోతే వంద సంవత్సరాల క్రితం వారెలా స్పందించి వుంటారో వూహించుకోండి ! అతని రాజకీయ హిందూత్వ ఆలోచనతో అనుచరులు ప్రభావితులయ్యారు, అయితే వారిలో ఎక్కువ మంది హిందూ మతం గురించి అతని ‘శాస్త్రీయ మరియు పురోగామి ‘ ఆలోచనలతో ఏకీభవించరు. గో సంరక్షణ దేశం ముందున్న అత్యంత ప్రాముఖ్యమైన విషయంగా కనిపిస్తున్న నేడు హిందుత్వకు చిహ్నంగా వున్న విడి సావర్కర్‌ ఆవును ఆర్ధిక పురోగతికి వినియోగించుకోవాలని చెప్పాడని తెలుసుకోండి. ‘విదన్యాన్‌ -నిషిత నిబంధ ( సైన్సు అనుకూల వ్యాసాలు)లో అవులను రక్షించాల్సింది మానవులకు వుపయోగకరమైనవని తప్ప అవి దైవత్వం కలిగినవని కాదు అని సావర్కర్‌ రాశారు. ఆషిష్‌ దీక్షిత్‌ పేర్కొన్నట్లుగా వేదాలు కూడా ఆవును దేవతగా వర్ణించలేదు. ఏదైనా వుపయోగం, గొప్పది అనుకుంటే దానిని దేవుడిగా పిలవటం హిందువులలో నేడు ఒక ధోరణిగా వుంది.http://www.thequint.com/india/2016/08/13/cow-is-a-useful-animal-not-god-said-original-hindu-hriday-samrat

   సావర్కర్‌ రాజకీయ, ఇతర అభిప్రాయాలతో విబేధించటం లేదా అనుకూలించటం అన్నది ఎవరిష్టం వారిది. నిత్యం సావర్కర్‌ భజన చేస్తూ , అపర దేశ భక్తుడిగా చిత్రించి స్మారక చిహ్నాలను ఏర్పాటు చేస్తూ మతం, హిందూత్వ వంటి తిరోగమన అంశాలతో ఏకీభవించే శక్తులే నేడు ఆవుకు లేని దైవత్వాన్ని ఆపాదించి జనాన్ని తప్పుదారి పట్టించటమే కాకుండా విమర్శించిన వారిపై దాడులకు తెగబడుతున్నారు. ఆవునే కాదు పాలిచ్చే గేదె లేదా బర్రె ఏదైనా ఆర్ధిక ప్రయోజనానికి వుపయోగపడేదే. జైలులో వున్న తనను విడుదల చేస్తే బ్రిటీష్‌ వారికి విధేయుడిగా వుంటానని లేఖ రాసిన ఆ పెద్దమనిషిని స్వాతంత్య్ర సమర యోధుడిగా చిత్రించటాన్ని తప్పు పట్టవచ్చు, అది వేరే విషయం. కానీ అదే సావర్కర్‌ ఆవు గురించి ఈ వాస్తవ వైఖరినే తీసుకున్నారన్నది నిజం. తమ ఇతర అవసరాలకు సావర్కర్‌ను వుపయోగించుకుంటున్న బిజెపి వంటి ఆర్‌ఎస్‌ఎస్‌ పరివార్‌ సంస్ధలు ఆవు విషయంలో పక్కన పెట్టటం జనాన్ని మోసం చేయటం తప్ప నిజాయితీ కనిపించదు.అందువలన ఇది రాజకీయ ప్రయోజనాలకోసం చేస్తున్నది తప్ప మరొకటి కాదు స్పష్టం.

     సావర్కర్‌ను స్మరిస్తూ రెండు సంవత్సరాల క్రితం ఆయన పుట్టిన గడ్డ మహారాష్ట్రలో ప్రభుత్వాన్ని ఏర్పాటు చేసిన బిజెపి సర్కార్‌ సావర్కర్‌ అభిప్రాయాలకు భిన్నంగా గోవధతో పాటు ఇతర జంతు మాంసాన్ని కూడా నిషేధించింది. హిందూత్వ వంటి తిరోగమన భావాలను ఒకవైపు కలిగి వుంటూనే హిందువులలో శాస్త్రీయ ఆలోచనలను పెంచాలని చెప్పిన సావర్కర్‌ ఆవును పూజనీయ మాతగా పరిగణించటం వంటి మంచి కంటే చెడు ఎక్కువగా చేసిన పాత సంప్రదాయాలను వదులు కోవాలని కూడా స్పష్టంగా చెప్పాడు. ఇది ఒక విధంగా విమర్శే. ఇదే విషయాన్ని ఇతరులు చెప్పినా, విమర్శించినా హిందూత్వ శక్తులు ఎందుకు సహించటం లేదు? అసలు వారెందుకు పాటించటం లేదు, గోమాత పేరుతో ఎన్నడూ లేని విధంగా ఒక సమస్యగా చేసి ఎందుకు జనం ముందుకు వస్తున్నారు? వారు ఆరాధించే సావర్కర్‌నే అవమానించటం కాదా ? ఎందుకీ ద్వంద్వ స్వభావం లేదా ఆత్మవంచన ? సావర్కర్‌కు అభిప్రాయాలను కలిగే హక్కువుందని ఆర్‌ఎస్‌ఎస్‌ సిద్ధాంత వేత్త ఎంజి వైద్య వ్యాఖ్యానించారు. కానీ ఆ సంస్ధకు చెందిన వారు ఇతరులు కూడా భిన్న భావాలను కలిగి వుంటారని, వారికీ హక్కులుంటాయని గుర్తించకుండా దాడులకు దిగటం ఫాసిస్టు స్వభావం తప్ప వేరు కాదు. క్వింట్‌ వ్యాసంలో తన భావాలను వ్యక్తీకరించిన దీక్షిత్‌పై కొందరు విరుచుకుపడ్డారు. అవాస్తవాలను చెబుతున్నారంటూ ప్రధాని కార్యాలయానికి ఫిర్యాదు చేస్తామంటూ బెదిరింపులకు దిగారు. సావర్కర్‌ రచనలతో ఏర్పాటు చేసిన వెబ్‌సైట్‌లో, ఆయన పుస్తకాలలోనే అవన్నీ వున్న విషయాన్ని వుద్రేకంలో వారు మరిచిపోయారు.http://www.savarkar.org/en/rationalism/cow-protection-and-cow-worship

   గొడ్డు మాంసం తినటంతో పాటు వ్యాపారంలో ముస్లింలే ఎక్కువ మంది వున్నారనే ఒక దురభిప్రాయాన్ని ఇటీవలి కాలంలో వ్యాపింప చేశారు. అన్ని రకాల పశు మాంసాలను కలిపి బీఫ్‌ అని వ్యవహరిస్తున్నారు. దీంతో ఆవు మినహా మిగిలిన దున్న, బర్రె మాంసం తిన్నా లేదా వాటిని మాంసం కోసం వధించినా ఆవులనే పేరుతో దాడులకు తెగబడుతున్నారు. బీఫ్‌ ఎగుమతులు అంటే ఆవు మాంసమే అనుకొనే అమాయకులు ఎందరో వున్నారు. అది వాస్తవం కాదు. ప్రధానే ఒక సందర్బంగా చెప్పినట్లు బీఫ్‌ వ్యాపారంలో తన జైన్‌ స్నేహితులు కూడా వున్నారని చెప్పారు. గొడ్డు మాంసం తినేవారిలో హిందువులే ఎక్కువగా వున్నట్లుగా బీఫ్‌ ఎగుమతులలో పెద్ద వ్యాపారులందరూ హిందువులే వున్నారు.దేశంలోని ఆరు పెద్ద సంస్ధలలో నాలుగు హిందువులే నడుపుతున్నారు. వాటిలో ఒకటి హైదరాబాదు సమీపంలోని మెదక్‌ జిల్లా రుద్రారంలోని ఆల్‌ కబీర్‌. ఇది ముస్లిం పేరు అయినప్పటికీ కంపెనీ హిందువులదే. అరబ్బు దేశాల మార్కెట్‌కోసం ఆ పేరు పెట్టుకున్నారని వేరే చెప్పనవసరం లేదు. ఈనెల రెండవ వారంలో న్యూఢిల్లీలో సమావేశమైన ముస్లిం సంస్ధ ఇత్తెహాద్‌ ఇ మిలాత్‌ ఏర్పాటు చేసిన ఒక సదస్సు మొత్తంగా బీఫ్‌ ఎగుమతులపై నిషేధం విధించాలని కోరింది. గేదె మాంసాన్ని కూడా ఆవు మాంసంగా చిత్రిస్తూ గొడ్డు మాసం పదాన్ని దుర్వినియోగపరుస్తున్నారని అందువలన ప్రభుత్వం దీనిపై స్పష్టత ఇవ్వాలని కూడా కోరింది. గోరంక్షకుల ముసుగులో దళితులు, ముస్లింలపై దాడులు చేయటాన్ని ఆ సమావేశం ఖండించింది.దీర్ఘకాలం పాటు మౌనం దాల్చిన ప్రధాని నరేంద్రమోడీ గో సంరక్షుల పేరుతో దాడులు చేయటాన్ని ఎట్టకేలకు విమర్శించారని పేర్కొన్నది.

దళితులపై దాడులకు వ్యతిరేకంగా ఆగస్టు 15న గుజరాత్‌లోని వునాలో నిర్వహించిన పెద్ద బహిరంగ సభలో ఒక భాగం

   చచ్చిన ఆవుల చర్మాలు తీస్తున్న తమపై చేస్తున్న దాడులకు నిరసనగా ఆ వృత్తికి స్వస్తి చెబుతామంటూ కళేబరాలను వదలి వేస్తున్నారు ఒకవైపు దళితులు. మరోవైపు వట్టి పోయిన వాటినే గాక పాలిచ్చే అవులను కూడా అమ్ముకోకుండా చేస్తూ నష్టపరుస్తున్నందుకు నిరసనగా  వట్టిపోయిన ఆవులను అధికార కూటమి ఎంఎల్‌ఏల ఇండ్ల ముందు వదలి వేస్తామని పంజాబ్‌ రైతులు హెచ్చరికలు జారీ చేశారు. ఆవులతో పాటు గో సంరక్షకులకు గుర్తింపు కార్డులివ్వాలని హర్యానా ఆవుల కమిషన్‌ ప్రతిపాదించింది. గోనంరక్షుల ముసుగులో దుకాణాలు తెరిచారని, ఎనభై శాతం వరకు నకిలీలున్నారంటూ ప్రధాని చేసిన వ్యాఖ్యలపై విశ్వహిందూ పరిషత్‌ అధినేత ప్రవీణ్‌ తొగాడియా రుసురుసలాడుతున్నారు. ప్రధాని చెప్పిన సమాచారం ఎవరిచ్చారో బయట పెట్టాలని డిమాండ్‌ చేశారు. సంరక్షకులను నిరాశపరిచారు, అవమానపరిచారంటూ ధ్వజమెత్తారు. కావాలంటే నా మీద దాడులు చేయండి తప్ప నా దళిత సోదరుల మీద కాదంటూ కొద్ది రోజుల క్రితం గొప్పనటన ప్రదర్శించిన నరేంద్రమోడీ సోమవారం నాడు మరొక అడుగు ముందుకు వేశారు. వేలాది సంవత్సరాల మన నాగరిక చరిత్రలో మహాభారత భీముడి నుంచి భీమ్‌రావ్‌ అంబేద్కర్‌ వరకు మన సమాజం ఎంతో సుదీర్ఘ ప్రయాణం సాగించిందని ప్రధాని నరేంద్రమోడీ తన ఎర్రకోట ప్రసంగంలో చెప్పారు.

    సుత్తి లేకుండా సూటిగా చెప్పాలంటే దళితుల ఓట్ల వేటలో భాగంగా భీ-భీ ప్రాసకోసం పడిన పాట్లు తప్ప మరొకటి కాదు. మహాభారతం కంటే ముందుదైన రామాయణ కాలంలో నాగరికత లేదా ? ప్రధాని ప్రసంగం రాసిన వారికి ఈ మాత్రం తెలియదా అని ఎవరైనా అనుకోవచ్చు. పోనీ ప్రాసకోసం ఆ పెద్దమనిషి రాస్తే ఇన్నేండ్లుగా రామ భజన చేస్తున్న నరేంద్రమోడీకి ఆమాత్రం తెలియదా, ముందుగానే చదువుకోరా ? సలహాదారులకు కూడా తట్టలేదా ? బిజెపి అధ్యక్షుడు అమిత్‌ షా భాషలో చెప్పాలంటే మేడంటే మేడా కాదూ, రెండంటే రెండూ కాదు అన్నట్లుగా అవసరార్దం చెప్పే అనేక మాటల్లో ఇదొకటి ( జుమ్లా ). మొత్తానికి వచ్చే ఏడాది జరిగే కొన్ని రాష్ట్రాల అసెంబ్లీ ఎన్నికల కోసం ఆవులు-దళితులు- ఓట్ల రాజకీయం మహా రంజుగా నడుస్తున్నది. మధ్యలో ప్రవీణ్‌ తొగాడియా తగులుకున్నాడు.

    పంజాబ్‌ ప్రభుత్వం కొద్దిరోజుల క్రితం గోసేవ కమిషన్‌ను ఏర్పాటు చేసింది. ఈ కమిషన్‌ పాడి రైతుల నాశనానికి వచ్చిందంటూ దానిని రద్దు చేయాలని ప్రోగ్రెస్‌ డెయిరీ ఫార్మర్స్‌ అసోసియేషన్‌ డిమాండ్‌ చేసింది. పాలిచ్చే ఆవుల వ్యాపారాన్ని కూడా దెబ్బతీసేందుకు గో సంరక్షకులు కుమ్మక్కు కావటంపై కూడా దర్యాప్తు జరపాలని పాల రైతుల అసోసియేషన్‌ అధ్యక్షుడు దల్జిత్‌ సింగ్‌ తన ప్రకటనలో డిమాండ్‌ చేశారు. గోసేవ కమిషన్‌ రూపొందించిన నిబంధనలను చూస్తే ఆవుల అమ్మకం, రవాణా అసాధ్యం అవుతుందని, గోరక్షకుల పేరుతో వున్నవారు వ్యాపారులను భయకంపితులను చేస్తున్నారని తెలిపారు. కమిషన్‌ చర్యల పట్ల నిరసనగా పంజాబ్‌లో అతి పెద్ద మార్కెట్‌ వున్న జగ్రాన్‌ పట్టణంలో వందలాది మంది పాల రైతులు, వ్యాపారులు, రవాణా సిబ్బంది గురువారం నాడు ప్రదర్శన జరిపారు. వట్టిపోయిన ఆవులను స్ధానిక శాసన సభ్యుడు ఎస్‌ ఆర్‌ కెలెర్‌ ఇంటి ముందు కట్టి వేసి వాటిని ఆయనకు బహుమానంగా ఇస్తున్నామని ప్రభుత్వం వసూలు చేస్తున్న ఆవు పన్నుతో వాటి ఆలనా పాలనా చూడాలని కోరుతూ నినాదాలు చేశారు.

   గోసేవ కమిషన్‌ నిర్వాకంతో లక్షాపాతికవేల రూపాయలున్న పశువుల ధర 50-60వేలకు పడిపోయిందని, నిరభ్యంతర పత్రం వుంటే తప్ప పశువులను కొనుగోలు చేసే అవకాశం లేనందున ఇతర రాష్ట్రాల నుంచి వచ్చేవారెవరూ వుండరని దీంతో రాబోయే రోజుల్లో మరింతగా ధరలు పడిపోతాయని దల్జిత్‌ సింగ్‌ చెప్పారు. గోసేవ కమిషన్‌ అండ చూసుకొని శివసేన, భజరంగదళ్‌, గోరక్షదళాల పేరుతో వున్నవారు వేధింపులకు పాల్పడుతున్నందున అసలు కమిషన్నే ఎత్తివేయాలని కోరుతున్నట్లు చెప్పారు. వేధింపుల గురించి నిర్ధిష్ట ఫిర్యాదులు చేసినా ముఖ్యమంత్రితో సహా ఎవరూ పట్టించుకోవటం లేదన్నారు. బయటకు వెళ్లే అవకాశం లేని కారణంగా వట్టిపోయిన ఆవుల సంఖ్య పెరిగిపోతోందన్నారు. గోరక్షకుల పేరుతో వున్నవారు ఆవుకు రెండు వందలు లేదా లారీకి రెండువేల రూపాయలు బలవంతంగా వసూలు చేస్తున్నట్లు పత్రికలలో వార్తలు వచ్చాయి.

     ఓటర్లకు గుర్తింపు కార్డులు ఇచ్చిన మాదిరిగా ఆవులకు కూడా గుర్తింపు కార్డులు ఇవ్వాలని హర్యానా బిజెపి ప్రభుత్వం నిర్ణయించింది.ఆవులతో పాటు వాటి సంరక్షకులకు కూడా గుర్తింపు కార్డులు ఇవ్వనున్నారు. గోరక్షక దళానికి పోలీసు శాఖ గుర్తింపు కూడా ఇప్పించాలని తలపెట్టినట్లు హర్యానా ఆవుల కమిషన్‌ పేర్కొన్నది. ఇప్పటికే గోరక్షక దళం పేరుతో వున్నవారు తమకు తామే గుర్తింపు కార్డులు ఇచ్చుకున్నారు. వాటికి అధికారిక ముద్ర వేయనున్నారు. హర్యానాలో దళితుల రక్షణకు ప్రత్యేక అధికారి లేరు గానీ గోవుల రక్షణ విభాగానికి ఐజి స్ధాయి అధికారిని ప్రభుత్వం ఏర్పాటు చేసింది. ఆవుల సంరక్షణకు 2010లో కాంగ్రెస్‌ ప్రభుత్వమే ఒక కమిషన్‌ ఏర్పాటుకు నిర్ణయించింది.దానికి ఇప్పుడు ఆర్‌ఎస్‌ఎస్‌ నేత రాం మంగ్లా అధ్యక్షుడిగా వున్నారు. గోవుల రక్షణ విభాగం ఐజి భారతీ అరోరా మాట్లాడుతూ కొందరు దున్నలు, బర్రెల రవాణాను కూడా అడ్డుకొని డబ్బు వసూలు చేస్తున్న మాట వాస్తవమేనని అన్నారు. ఎక్కువ మంది అత్యుత్సాహంతో, ఆవేశంతో వున్నారని చెప్పారు. గుర్తింపు కార్డుల గురించి చెబుతూ కొన్ని గోరక్షక దళాలు నిజమైనవే అయినప్పటికీ ఎక్కువభాగం కాదని అందువలన గుర్తింపు కార్డులు ఇవ్వదలచుకుంటే పోలీసు తనిఖీ తరువాత జారీ చేయాలని చెప్పినట్లు తెలిపారు. ఎలాంటి గుర్తింపు లేకుండానే దాడులకు పాల్పడుతున్న ఈ శక్తులకు నిజంగానే అధికారిక గుర్తింపు కార్డులు ఇవ్వటం మంటే వారు చేస్తున్న బలవంతపు వసూళ్లకు చట్టబద్దత కల్పించటం తప్ప మరొకటి కాజాలదు.

    విశ్వహిందూ పరిషత్‌కు చెందిన ప్రవీణ్‌ తొగాడియా-నరేంద్రమోడీ గుజరాత్‌లో సంఘపరివార్‌కు జంట నాయకులుగా పని చేసిన చరిత్ర వుంది. గో రక్షకులలో 80శాతం నకిలీలేనని ప్రధాని వ్యాఖ్యానించటం ద్వారా వారిని అవమానించారని, వేధింపులకు గురిచేయటమేనని తొగాడియా ధ్వజమెత్తారు. దళితుల ఓట్లకు దెబ్బతగుల కుండా చూసేందుకు ప్రధాని, ఆర్‌ఎస్‌ఎస్‌ రంగంలోకి దిగిన నేపధ్యంలో గో రక్షకులందరూ నిజాయితీపరులేనని తొగాడియా కితాబు నివ్వటం గమనించాల్సిన అంశం. ఒకరు పిర్ర గిల్లితే మరొకరు జోల పాడటం అంటే ఇదే. ప్రధాని వ్యాఖ్యలతో సాధు, సంతులు విలపిస్తున్నందున తాను మాట్లాడక తప్పటం లేదని తొగాడియా చెప్పారు.దళితులపై దాడులకు గో సంరక్షణకు ముడి పెట్టటం హిందూ సమాజాన్ని చీల్చేందుకు ఒక కుట్ర అని ఆరోపించారు.

    ఇలా అయితే మన దేశంలో ఆవులు అంతరిస్తాయని బీహార్‌కు చెందిన 92 ఏండ్ల మహిళ అన్నారని, మీరు మౌనంగా ఎందుకున్నారని లాయర్లు, చార్టర్డ్‌ అకౌంటెంట్ల నుంచి పారిశ్రామికవేత్తల వరకు అందరూ ప్రశ్నించారని తొగాడియా చెప్పారు. ‘మీకు(ప్రధాన మంత్రి) ఎనభైశాతం మంది గోరక్షకులు నేరగాళ్లు, మోసగాళ్లు మరియు పాపులు ఎందుకంటే వారంతా హిందువులు కనుక ‘ అని తొగాడియా వ్యాఖ్యానించారు. ఇంకా మాట్లాడుతూ ‘ ప్రధాన మంత్రి గారూ మీరు గో సంరక్షకుల మీద తీవ్రమైన ఆరోపణ చేశారు. దానికి ఆధారం ఎక్కడ ? మీ దగ్గర వుంటే దయచేసి బయట పెట్టండి, ఆవులు కటిక వారి చేతిలో వధ అవుతున్నాయి మీరు ఎక్కువ భాగం ప్లాస్టిక్‌ తిన్న కారణంగా మరణిస్తున్నట్లు చెప్పారు. కటిక వారి తీవ్రమైన నేరాన్ని మాఫీ చేశారు, ప్రధాన మంత్రి అబద్దాలు చెబుతున్నారని చెప్పాలని నేను కోరుకోవటం లేదు, ఎందుకంటే ఆయన నాకూ ప్రధానే, అయితే ఆయన ప్రసంగం తరువాత నేను అనేక రాష్ట్ర ప్రభుత్వాలతో మాట్లాడాను, వారిలో ఏ ఒక్కరూ కూడా అలాంటి సమాచారం ఆయనకు ఇచ్చామని నాకు చెప్పలేదు. కాబట్టి ఆయనకున్న సమాచార వనరు ఏమిటో బయట పెట్టాల్సిన బాధ్యత ప్రధానిదే ‘అన్నారు. ప్రధాని ప్రకటనను ఆర్‌ఎస్‌ఎస్‌ సమర్ధించిన తరువాత మీరు ఇలా మాట్లాడటం ఏమిటి అన్న ప్రశ్నకు ‘నేను ఎంతో బాధ్యతా యుతంగా మాట్లాడానని ‘ అని మాత్రమే జవాబిచ్చిన తొగాడియా నరేంద్రమోడీ తన బాల్య స్నేహితుడు అని కూడా వెల్లడించారు. (అయితే ఇద్దరూ కలిసి టీ అమ్మారా అని అడగకండి, మోడీ కంటే ఆరు సంవత్సరాలు చిన్న అయిన తొగాడియా క్యాన్సర్‌ వైద్య నిపుణుడు) ఆవుల వధ, దొంగరవాణా నిరోధం, గొడ్డు మాంస ఎగుమతుల నిరోధం గురిచి ప్రధాని కార్యాలయంలో రోజంతా పనిచేసే సహాయ కేంద్రాన్ని ప్రారంభించినపుడు తాను చేసిన ప్రసంగాన్ని ప్రధాని నరేంద్రమోడీ వుపసంహరించుకోవాలని కూడా తొగాడియా డిమాండ్‌ చేశారు.దేశమంతటా గోవధను నిషేధిస్తానని వాగ్దానం చేసిన ప్రధాని దానిని నిలుపుకోకుండా గోరక్షకులపై విరుచుకుపడి లక్షలాది మంది హిందువుల మనోభావాలను గాయపరిచారు. బగోవధను ఆపమని ఒక సలహా ఇస్తారని అనుకున్నాం కానీ ప్రధానీ మీరు హృదయాలను గాయపరిచారు… మన గోవులను మనం రక్షించుకోలేకపోతే ఇంక ఆత్మహత్యలు చేసుకోవటం మంచిది, ఇంతటి అవమానం గతంలో ఎన్నడూ జరగలేదని గోరక్షకులపై ప్రభుత్వం చర్యలు తీసుకుంటే వారికి మద్దతుగా గోరక్షకులు, వారి కుటుంబాలు నిలబడాలని తొగాడియా పిలుపునిచ్చారు.

     నిజానికి తొగాడియా విమర్శలు, నరేంద్రమోడీ హెచ్చరికలు రెండూ కూడా లాలూచీ కుస్తీ తప్ప వేరు కాదు. ఎందుకంటే అటు దళితులు ఓట్లతో పాటు వెర్రెక్కిన మతశక్తులు కూడా వారికి అవసరమే కదా ! ఈ కారణంగానే తొగాడియా వ్యాఖ్యలపై ఆర్‌ఎస్‌ఎస్‌ ఇంత వరకు ఎలాంటి వ్యాఖ్య చేయలేదు. బిజెపి జాతీయ ప్రతినిధి సిద్ధార్ధ నాధ్‌ సింగ్‌ మాట్లాడుతూ ప్రధాని ఏం చెప్పారో దేశం దాన్నే అనుసరించాలి అని ముక్తసరిగా వ్యాఖ్యానించారు. సంఘపరివార్‌లో ప్రవీణ్‌ తొగాడియా సాదా సీదా కార్యకర్తేమీ కాదు, ఆయన చేసిన తీవ్ర విమర్శలకు నరేంద్రమోడీ లేదా ఆయన అంతరంగంగా పరిగణించబడే నాయకులైనా స్పందింకపోతే నరేంద్రమోడీ అబద్దాల కోరుగా మిగిలిపోతారు.

   హైదరాబాదుకు యాభై కిలోమీటర్ల దూరంలోని షాద్‌ నగర్‌ దగ్గరలో పోలీసులు మట్టు పెట్టిన గ్యాంగ్‌స్టర్‌ నయీం గురించి కొన్ని మీడియా సంస్ధలు పేజీల కొద్దీ కథనాలను వండి వడ్డిస్తున్నాయి. వాటిని పాఠకులు కూడా ఎంతో ఆసక్తిగా చదువుతున్నారు. స్త్రీ వేషధారణలో వున్న నయీం ఫొటోను విడుదల చేసిన పోలీసులు వాటికి మరింత కిక్కు ఎక్కిస్తున్నారు. అంతకు ముందు గ్యాంగస్టర్‌ కధాంశంగా నిర్మించిన రజనీకాంత్‌ సినిమా కబాలీ గురించి కూడా మీడియా పుంఖాను పుంఖాలుగా వార్తలు, వ్యాఖ్యానాలు ఇచ్చింది. మనం అమ్మే సరకు ఏదన్నది కాదన్నయా దాని వలన మనకు ఎంత డబ్బు వస్తుందన్నదే ముఖ్యం అన్నట్లుగా పత్రికలు, టీవీ ఛానల్స్‌, ప్రయివేటు ఎఫ్‌ఎం రేడియా వంటివి దేనిని ఆదాయవనరుగా మార్చుకోవచ్చో నిరంతరం ప్రయత్నిస్తుంటాయి. నయీం గురించి వర్ణితమౌతున్న కధనాలు రాంగోపాల్‌ వర్మ తన అభిమాన హీరోయిన్‌ శ్రీదేవికి 53ఏండ్లు నిండిన కారణంగా ఆమెను హీరోయిన్‌గా పెట్టి తీయలేకపోయినా వేరే వారితో హాలీవుడ్‌ మాదిరి సీరియల్‌ సినిమాలు తీయటానికి పనికి వస్తాయి. ఎందుకంటే నయీం కధలలో చీమలను, నరికిన వేళ్లను కరకరా నమిలి తినటం వంటి వాటితో సహా లేడీ డాన్‌లు,గోవా బీచ్‌లు కూడా పుష్కలంగా వున్నట్లు కనిపిస్తోంది కనుక కల్పిత పాత్రల కోసం చూడనవసరం లేదు.

    ఒక గ్యాంగ్‌స్టర్‌ హతమైన తరువాత అతగాడి బాధితుల గురించి కధనాలు రాసినట్లుగానే, నిజాలను నిర్భయంగా చెబుతాం, రాస్తాం అనే మీడియా రాజకీయ నేతల బాధితుల కధలు ఎందుకు రాయటం లేదు ? పోయినోళ్లందరూ మంచోరే అయితే గ్యాంగస్టర్‌లు కూడా అంతేగా ? పోనీ పోయిన అందరు గ్యాంగ్‌స్టర్ల గురించి మీడియా అలా రాస్తోందా? ఎందుకు రాయటం లేదు? నయీం అక్రమంగా స్వాధీనం చేసుకున్న ఆస్థులను బాధితులకు తిరిగి ఇస్తాం అని చెబుతున్నట్లుగా రాజకీయ నేతలు లేదా ఆ ముసుగులో కబ్జా చేసిన వాటి గురించి ఏమిటి ? ఇలా ఆలోచిస్తే ఎన్నో ప్రశ్నలు తలెత్తుతున్నాయి.

   ఈ మధ్య కాలంలో అనేక మంది గ్యాంగస్టర్లు, రాజకీయ నేతల బారిన పడిన కథలే కాకుండా మీడియా బారిన పడి ఎలా నష్టపోయిందీ చెబుతున్నారు. నయీం బాధితులకు భరోసా ఇస్తామని చెబుతున్న అధికార యంత్రాంగం పోలీసులు, రాజకీయ నేతలు, మీడియా బాధితులకు కూడా అలాంటి హామీ ఇవ్వగలదా ? విక్రమార్కుడి కధలో రాజా నిజం తెలిసి కూడా సమాధానం చెప్పలేకపోయావో నీతల వేయి వక్కలౌతుంది అన్నట్లుగా, సమాధానం చెప్పలేకపోతే తల శిరఛ్చేదం అవుతుందనే అపూర్వ చింతామణి కధలు లేదా గులేబకావళికధ సినిమాలో జూదంలో గెలవలేక బందీలుగా మారిపోవటానికి గాని ముందుకు వచ్చే వీరులెవ్వరుంటారు ?

  నయీం వంటి గ్యాంగస్టర్‌లను మట్టుపెట్టినపుడు భవిష్యత్‌లో అలాంటి మరొకరిని ఎదగనీయకూడదని అనేక మంది సామాన్యులు నిజంగానే కోరుకుంటారు. వారి సానుభూతిని కొల్లగొట్టటానికి పాలకులు, అధికార యంత్రాంగం కూడా నిరోధానికి కఠిన చర్యల గురించి భీకర ప్రతిన బూనుతుంది. స్మశాన, ప్రసూతి వైరాగ్యాల మాదిరి రెండవ రోజుకు అవి గుర్తుండవు. అంటే మతి మరపు వైరస్‌ వారిని సోకుతుందా ? ఏమౌతుంది, ఎందుకు అలా జరుగుతుంది.

   భూస్వాములు, దొరలు, దేశముఖ్‌ల హయాంలో వారికి ప్రయివేటు సైన్యాలు వున్న విషయం తెలిసిందే. కావాలంటే పాత సినిమాలు చూడవచ్చు. ఆ ఫ్యూడల్‌ వ్యవస్ధ అంతరించి లేదా అంతరిస్తూ దాని స్ధానంలో పెట్టుబడిదారీ విధానం అభివృద్ధి చెందుతున్న క్రమంలో వారి స్ధానాన్ని గ్యాంగస్టర్లు, తాలిబాన్లు (అన్ని రకాల మతోన్మాదులు) భర్తీ చేస్తున్నారు. అనేక హాలీవుడ్‌ సినిమాలు ఇప్పుడు వారి చుట్టూ తిరుగుతున్నాయి. ధనిక దేశాలలో మాఫియా, గ్యాంగస్టర్ల ఆధిపత్యం, పట్టు గురించి ఎన్నో పరిశోధనలు, ఎంతో సాహిత్యం వెలువడుతోంది. వారు అనేక చోట్ల సమాంతర ఆర్ధిక లావాదేవీలు నిర్వహిస్తున్నారు. మాఫియాతో పాటు నేడు ప్రపంచంలో అతిపెద్ద వ్యాపారాలలో బూతు ఒకటి. అన్ని రంగాలలో అగ్రస్ధానంలో వున్న అమెరికాలో హాలీవుడ్‌ సినిమాలతో సమంగా బూతు సినిమాలు తీసి సొమ్ము చేసుకుంటున్నారు. వీటన్నింటినీ పాలక వర్గాలు, వ్యవస్ధ ఎలా అనుమతించింది. ఎలా కొనసాగనిస్తోంది ?

    అందుకే ప్రపంచంలో మనకు ఎక్కడా మంచి భూస్వామి, మంచి పెట్టుబడిదారుడు, మంచివ్యాపారి కనిపించడు. రాజ్యాంగ వ్యవస్ధలు వునికిలోకి వచ్చిన తరువాత వివిధ కాలాలు, దేశాలలో పేరు ఏదైనప్పటికీ పోలీసు, మిలిటరీ అనేది పాలకవర్గాన్ని కాపాడేందుకు ఏర్పాటు చేసుకున్న అధికారిక యంత్రాంగం. విలువలు, చట్టం ముందు అందరూ సమానమే, ప్రజాస్వామ్యం వంటి వాటి గురించి కబుర్లు చెబుతుంటారు కదా ? అలాంటి వారు పోలీసు వ్యవస్ధద్వారా కొన్ని అక్రమాలు చేయించలేరు. అలాంటి వారు ఏర్పాటు చేసుకొనే అనధికార యంత్రాంగమే గూండాలు. భూస్వామి, దొరలు, దేశ ముఖులు అయితే రైతాంగాన్ని, వ్యవసాయ కార్మికులను అదుపు చేయటానికి, వారిపై దాడులకు, పెట్టుబడిదారులు అయితే కార్మిక సంఘాలను, వుద్యమాలను దెబ్బతీయటానికి గూండాలతో పాటు మత శక్తులను వుపయోగించుకోవటం, అడ్డదారిలో లాభాల సంపాదనకు వ్యాపారులు స్మగ్లర్లను వినియోగించుకోవటం తెలిసిందే.ఈ శక్తులన్నింటితో సంబంధాలు, వాటాలు వుంటాయి కనుక తిలాపాపం తలా పిడికెడు అన్నట్లు పాలకవర్గ రాజకీయనేతలకు వాటిలో వాటా వుంటుంది. ఈ క్రమంలోనే పోలీసు యంత్రాంగం కూడా పైన పేర్కొన్న అవాంఛనీయ శక్తులు అదుపుతప్పినపుడు అణచివేయటానికి వారిలోని వారినే వినియోగించుకోవటం ప్రారంభమైంది. వుదాహరణకు నక్సల్స్‌ను బూటకపు ఎన్‌కౌంటర్లు చేయటం కొంత కాలం సాగింది. అది బూటకం అని జనానికి అర్ధమైన తరువాత శవాల దగ్గర తుపాకులు,ఎర్ర కరపత్రాలు,సాహిత్యం పెట్టటం వంటి పాతబడిన పద్దతుల స్ధానంలో వారిలోకి కోవర్టులను ప్రవేశపెట్టి వారి చేతే మట్టుపెట్టే సరికొత్త ప్రక్రియకు తెరతీశారు. అది ఇప్పటికీ నడుస్తోంది. నిఘా వ్యవస్ధ, సిబ్బంది కంటే ఈ కోవర్టుల ద్వారానే నక్సల్స్‌, గూండా, మాఫియా గ్యాంగుల పక్కా సమాచారాన్ని పోలీసులు తెలుసుకోగలుగుతున్నారన్నది కాదనలేని వాస్తవం. ఇది ఖర్చు తక్కువ, ఫలితమెక్కువ వ్యవహారం. ఈ క్రమంలోనే స్వామి కార్యంతో పాటు స్వకార్యం అన్నట్లు పోలీసులతో సహా ప్రతివారూ అడ్డదారులు తొక్కుతున్నారు. అంటే ఇది ఒక విషవలయం.

    గతం గురించి ఎలాంటి అనుభవాలున్నప్పటికీ ప్రతి తరంలోనూ ఇది పునరావృతం కావటానికి ఇది కూడా లాభసాటి వ్యాపారమే కనుక దానికి నాయకత్వం వహించే వ్యవస్దే దీనిని పెంచి పోషిస్తున్నది. నక్సల్స్‌ ఎందరో భూస్వాములను ఖతం చేశారు, వారి స్ధానంలో కొత్తవారు పుట్టుకు వచ్చారా లేదా, అలాగే సుబ్బరామిరెడ్డి వంటి ఒక పారిశ్రామికవేత్తను హతమార్చారు, అయినంత మాత్రాన ఆ వర్గం అంతమైందా లేదు. ముంబైలో ఎందరో గ్యాంగస్టర్లను అంతమొందించారు, జైళ్లలో పెట్టారు. అయినా అక్కడ కొత్తవారు పుట్టుకు రావటం ఆగిపోలేదే. అమెరికా పెంచి పెద్ద చేసిన తాలిబాన్లు, ఐఎస్‌ వుగ్రవాదులు, పంజాబ్‌, కాశ్మీర్‌లలో వేర్పాటు వాదులను ఎందరినో హతమార్చారు. అయినా కొత్త వారు తయారు కావటం ఆగిపోలేదే. ఎందుకంటే అమెరికా కొత్తవారిని తయారు చేయటం నిలిపివేయలేదు.

   మీడియా రంగంలో అవాంఛనీయ శక్తులు, ధోరణులు ప్రవేశించటం దేన్ని సూచిస్తున్నది. దిగువ స్ధాయిలో వున్న విలేకర్లు అనేక అక్రమాలను వెలికి తీసి నివేదిస్తే వాటిని ఎరగా చూపి సొమ్ము చేసుకుంటున్న యాజమాన్యాల సంగతి తెలియనిదెవరికి? దీన్ని చూసిన తరువాత అదే విలేకర్లలో కొందరు సంపాదనకు దగ్గరదారిగా వుందని భావించి అదే పని చేస్తున్నారా లేదా ?అలాంటి యాజమాన్యాల గురించి ప్రభుత్వానికి, పోలీసులకు తెలియదా ? తెలిసీ ఎందుకు మౌనంగా వుంటున్నారు. కనీస చట్టాలను కూడా అమలు జరిపేందుకు పూనుకోవటం లేదే ? ఇది పత్రికా యాజమాన్యాలు-ప్రభుత్వనేతలు, రాజకీయనేతల కుమ్మక్కు కాదా ?

    అందువలన గూండాగిరి, గ్యాంగస్టర్‌, మాఫియా వంటి పదాలకు సాంప్రదాయ అర్ధాలను నవీకరించి కొత్త తరగతులను జత చేయాల్సిన తరుణం ఆసన్నమైంది. బ్రిటీష్‌ వారి పాలనా కాలంలో కొన్ని తరగతుల జనానికి నేరస్థ తెగలనే ముద్రవేసి వారి పునరావాసం పేరుతో కొన్ని కప్పరాలతిప్ప, స్టూవర్టుపురం, సీతానగరం వంటి కొన్ని ఆవాసాలను ఏర్పాటు చేశారు. చివరికి వారి చేతనే పోలీసు యంత్రాంగం, పలుకుబడిగల పెద్దలు దొంగతనాలు చేయించి వారిని శాశ్వత నేరస్థులుగా చేసిన వుదంతాలు మన కళ్ల ముందే వున్నాయి.

   అనేక ప్రాంతాలలో గూండాలుగా తయారై అర్ధంతరంగా జీవితాలు ముగించిన వారి గురించి తెలుసు. అదొక వారసత్వం మాదిరి వారి వారసులు కూడా తయారై కొనసాగటం మన కళ్ల ముందే కనిపిస్తోంది.వారిని వుపయోగించుకుంటున్న రాజకీయ నేతలలో మాత్రం ఎలాంటి మార్పు లేదు.అందువలన ఒక వీరుడు మరణిస్తే వేయి మంది వుద్బవిస్తారు అన్న మాదిరి ఈ రోజులలో వీరులు వుదయించటం లేదు గాని ఒక గూండా మరణిస్తే పదివేల మంది గూండాలు తయారవుతారు అన్నట్లుగా పరిస్థితి తయారైంది.

    ఎక్కడైనా ఒక కంపెనీలో, ఫ్యాక్టరీలో, పెద్ద దుకాణంలో ఎవరైనా అంతరించి పోగా మిగిలి వున్న తమ హక్కులను కాపాడు కొనేందుకు కార్మికులు యూనియన్‌ పెట్టుకుంటే వెంటనే వారిపై దాడి. వారి వెనుక ఎవరున్నారని ఆరాలు, ఆ యూనియన్లను అధికారపక్షం స్వాధీనం చేసుకోవటం సాధ్యం కాకపోతే వారే ఒక యూనియన్‌ పెడతారు. దానిలో అందరూ చేరాలని వత్తిడి చేస్తారు, బెదిరిస్తారు, వేధిస్తారు, దానికి లొంగకుండా అనివార్య స్ధితిలో ఆందోళన చేస్తే రాష్ట్రాలలో పెట్టుబడులు పెట్టే వారు వెనక్కు పోతారంటూ కఠినంగా అణచివేసేందుకు పూనుకుంటారు.ఈ విషయంలో కాంగ్రెస్‌, తెలుగుదేశం, టిఆర్‌ఎస్‌ అందరూ ఏకీభావంతో కూడబలుక్కున్నట్లుగా ఒకే విధంగా వ్యవహరిస్తారు. కార్మిక వుద్యమాల గురించి మీడియా కనీస ప్రస్తావన కూడా చేయదు, రాజకీయ ఫిరాయింపులపై చూపిన ఆసక్తి, కేటాయించిన స్ధలం, సమయాలతో పోల్చితే జనం సమస్యలకు ఇచ్చేది నామమాత్రం.అందుకే వెయ్యి మంది నయీంలు తయారు కావటానికి అయినా ఈ వ్యవస్ధ అంగీకరిస్తుంది కానీ ఒక ప్రజా వుద్యమం పురుడు పోసుకొని ఎదగటాన్ని మాత్రం సహించదు. దోపిడీ వ్యవస్ధల మౌలిక లక్షణం అది.

    అందరూ శాకాహారులే మధ్యలో రొయ్యలబుట్ట మాయం, అన్నట్లుగా అందరూ గ్యాంగస్టర్లుగా కఠినంగా వ్యవహరించినవారే గానీ గ్యాంగస్టర్లు తయారవుతూనే వున్నారు, దందాలు చేస్తూనే వున్నారు. నయీం వంటి ఒక సామాన్యుడు గూండాగా మారి వందల మందిని అనుచరులుగా చేసుకొని వేల కోట్ల రూపాయల ఆస్తులు కూడబెట్టుకుంటున్నా, నిత్యం అనేక మందిని బెదిరిస్తున్నా, హత్యలు చేసినా, చేయిస్తూ దశాబ్దాల తరబడి స్వేచ్ఛగా తిరుగుతున్నాడు. రెండు తెలుగు రాష్ట్రాలు, ఇతర రాష్ట్ర ప్రభుత్వాలకు చిత్తశుద్ధి వుంటే ఇలాంటి పెద్దా, చిన్న గ్యాంగస్టర్లు ఎంత మంది వున్నారు? వారు కూడబెట్టిన ఆస్తులెన్ని, బాధితులెందరు ? వారిని కాపాడిన పోలీసులెవరు? వారిని అదుపు చేయాలని ప్రయత్నించిన పోలీసులెవరు? వారికి అడ్డుపడిన రాజకీయ నేతలెవరు ? ఎందుకలా చేశారు వంటి అంశాలపై శ్వేత పత్రం ప్రకటించి వాస్తవాలు వెల్లడించాలి. ఇవేమీ దేశ భద్రతకు సంబంధించిన రహస్యాలు కావు, అవాంఛనీయ శక్తుల అసలు రంగు.ప్రభుత్వం అలా చేయకపోతే లేదా తమకు ప్రత్యర్ధులుగా వున్నవారిని మాత్రమే పోలీసు యంత్రాంగం ద్వారా లక్ష్యంగా చేసుకుంటే ఎస్‌సి, ఎస్‌టి కేసుల మాదిరి నయీం ముఠాపై దాఖలైన కేసులు నీరు గారి పోయి, రాబోయే తరాలకు మరింత వుత్సాహమిస్తాయి. ఇప్పటివరకు గ్యాంగస్టర్లపై నమోదు చేసిన కేసులలో వారితో చేతులు కలిపిన వారిని శిక్షించిన దాఖలాలు లేవు. ఒక వేళ అలాంటివి వున్నా ప్రభుత్వం బయట పెట్టి వాస్తవాలను తెలియచేయాలి. అప్పుడే ఎవరైనా ఫిర్యాదు చేయటానికి ముందుకు వస్తారు. రాబోయే రోజుల్లో చిన్న గ్యాంగులు పెద్ద గ్యాంగులుగా మారకుండా చర్యలు తీసుకోవటానికి నిజాయితీగల యంత్రాంగం ముందుకు వస్తుంది.జోక్యం చేసుకొనే పెద్దలు వెనక్కు తగ్గుతారు.

    అలా చేయకపోతే చిత్తశుద్ధిలేని మీడియాలో నయీం గురించి మరికొద్ది రోజులు చదువుకుంటాం. అతగాడి వారసులు రంగంలోకి వచ్చిన తరువాత మీడియాలో వారి గురించి ఒక్క ముక్కా రాదు. ఆ గూండాలు అంతమైన తరువాత అదే మీడియా మరోసారి విజృంభిస్తుంది. కొత్త కథలను వండివారుస్తుంది. యధాప్రకారమే పోలీసు అధికారులు వారిని మేము ఇతర అవసరాలకు వుపయోగించుకున్నాం గానీ, ఇంత ముదురుతారని వూహించలేకపోయాం అంటారు. అతనెవరో కూడా నాకు తెలియదు గానీ అంతమొందించాలని నేను సూచిస్తే పాలకులు అంగీకరించలేదు అని కూడా చెబుతారు. వాటిని నోరు మూసుకొని,చెవుల్లో పూలు పెట్టుకొని జనం నమ్మాలి. ఎవరైనా కాదంటే పాలకులు, పోలీసులు, గూండాలు కలసి వారి అంతు చూస్తారు.అన్ని దోపిడీ వ్యవస్థలు, ప్రాంతాలలో జరుగుతున్నది ఇదే, ఇక్కడా జరగబోయేది అదే.

    ఇలాంటి వారిని అంతం చేస్తే చాలదు, ఇంతింతై వటుడింతై అన్నట్లుగా వారిని తయారు చేస్తున్న వ్యవస్ధను నాశనం చేసి కొత్త సమాజానికి పునాదులు వేయటమే పరిష్కారం. పేరుదేముంది దానికి ఎవరికి నచ్చిన పేరు వారు పెట్టుకోవచ్చు.

Quick Estimates of Index of Industrial Production and Use-Based Index for the Month of June, 2016 (Base 2004-05=100)

The Quick Estimates of Index of Industrial Production (IIP) with base 2004-05 for the month of June 2016 have been released by the Central Statistics Office of the Ministry of Statistics and Programme Implementation. IIP is compiled using data received from 15 source agencies viz. (i) Department of Industrial Policy & Promotion (DIPP); (ii) Indian Bureau of Mines; (iii) Central Electricity Authority; (iv) Joint Plant Committee, Ministry of Steel; (v) Ministry of Petroleum & Natural Gas; (vi) Office of Textile Commissioner; (vii) Department of Chemicals & Petrochemicals; (viii) Directorate of Sugar & Vegetable Oils; (ix) Department of Fertilizers; (x) Tea Board; (xi) Office of Jute Commissioner; (xii) Office of Coal Controller; (xiii) Railway Board; (xiv) Office of Salt Commissioner; and (xv) Coffee Board.

  1. The General Index for the month of June 2016 stands at 183.0, which is 2.1 percent higher as compared to the level in the month of June 2015. The cumulative growth for the period April-June 2016 over the corresponding period of the previous year stands at 0.6 percent.
  2. The Indices of Industrial Production for the Mining, Manufacturing and Electricity sectors for the month of June 2016 stand at 127.3, 191.3 and 198.9 respectively, with the corresponding growth rates of 4.7 percent, 0.9 percent and 8.3 percent as compared to June 2015 (Statement I). The cumulative growth in these three sectors during April-June 2016 over the corresponding period of 2015 has been 2.3 percent, (-) 0.7 percent and 9.0 percent respectively.
  3. In terms of industries, eighteen out of the twenty two industry groups ( as per 2-digit NIC-2004) in the manufacturing sector h ave shown positive growth during the month of June 2016 as compared to the corresponding month of the previous year (St atement II). The industry group ‘Radio, TV and communication equipment & apparatus’ has shown the highest positive growth of 15.8 percent followed by 8.8 percent in ‘Motor vehicles, trailers & semi-trailers’ and 8.7 percent in ‘Other transport equipment’. On the other hand, ‘Electrical machinery & apparatus n.e.c.’ has shown the highest negative growth of (-) 46.1 percent, followed by (-) 13.8 percent in ‘Luggage, handbags, saddlery, harness & footwear; tanning and dressing of leather products’ and (-) 9.0 percent in ‘Furniture; manufacturing n.e.c.’.
  4. As per Use-based classification, the growth rates in June 2016 over June 2015 are 5.9 percent in Basic goods, (-) 16.5 percent in Capital goods and 6.1 percent in Intermediate goods (Statement III).  The Consumer durables and Consumer non-durables have recorded growth of 5.6 percent and 1.0 percent respectively, with the overall growth in Consumer goods being 2.8 percent.
  5. Some important items that have registered high positive growth include ‘Lubricating oil’ (62.2%), ‘Woollen Carpets’ (38.9%), ‘Scooters and Mopeds’ (31.5%), ‘Ethylene’ (30.1%), ‘Steel structures’ (27.7%) and ‘Telephone instruments including mobile phone and accessories’ (25.3%).
  6. Some important items showing high negative growth during the current month over the same month in previous year include ‘Cable, Rubber Insulated’            [(-) 84.0%], ‘Sugar Machinery’ [(-) 73.2%], ‘Heat Exchangers’ [(-) 53.3%], ‘Particle Boards’ [(-) 35.5%] and ‘H R Sheets’ [(-) 26.2%].
  7. Taking into account the weights, the dominant item groups (five each) which have positively and negatively contributed to the overall growth of IIP are given below:

It may be noted that these revised indices (first revision) in respect of May 2016 may undergo final (second) revision along with the release of IIP for the month of August 2016.
  2. Statements giving Quick Estimates of the Index of Industrial Production at Sectoral, 2-digit level of National Industrial Classification (NIC-2004) and by Use-based classification for the month of June 2016, along with the growth rates over the corresponding month of the previous year including the cumulative indices are enclosed.

The Central Statistics Office (CSO), Ministry of Statistics and Programme Implementation has revised the Base Year of the Consumer Price Index (CPI) from 2010=100 to 2012=100 with effect from the release of indices for the month of January 2015.

  1. In this press note, the CPI (Rural, Urban, Combined) on Base 2012=100 is being released for the month of July 2016. In addition to this, Consumer Food Price Index (CFPI) for all India Rural, Urban and Combined are also being released for July 2016. All India Inflation rates (on point to point basis i.e. current month over same month of last year, i.e., July 2016 over July 2015), based on General Indices and CFPIs are given as follows:

All-India provisional General (all-groups), Group and Sub-group level CPI and CFPI numbers for July 2016 for Rural, Urban and Combined are given in Annexure I. The inflation rates of important categories of items are given in Annexure II. State/UT wise provisional General CPI numbers for Rural, Urban and Combined are given in Annexure III. Inflation rates of major States, having population more than 50 lakhs as per population Census 2011, are given in Annexure IV. State/UT–wise Group CPIs are available on the Ministry’s website (www.mospi.gov.in).
  2. Price data are collected from selected towns by the Field Operations Division of NSSO and from selected villages by the Department of Posts. Price data are received through web portals, maintained by the National Informatics Centre.
